The Russian public had hardly recovered from the grisly Moscow theater siege before Parliament began blaming the press for expressing anti-government sentiments. In the end, President Vladimir Putin ceremoniously vetoed amendments to press and anti-terrorism laws that would have imposed new restrictions on the media. Journalists stopped short of praising the Kremlin, whose long hand was seen behind the legislation. Since Putin came to power in 1999, independent media have come under increasing pressure. Criminal investigations forced two of the biggest media magnates, Boris Berezovsky and Vladimir Gusinsky, into exile. The situation, it seemed, could hardly get worse. In Novoye Vremya (Nov. 24), Tatyana Kamoza noted Russia’s already low press-freedom ranking: Before the Moscow hostage-taking, according to the French group Reporters sans Frontières, Russia took 121st place out of 139 countries, ahead of Iran but behind Ukraine (112).

I read an article on www.nytimes.com (sorry I don't know how to link but it's a Oct.30 article and it was just put up 14 minutes ago) about the Russian Constitutional Court overturning part of a law that was limited news coverage of election campaigns to basically nonexistent. The original law was made by the Central Electoral Commission, this law allowed "authorities to shut down news media outlets after two warnings for anything deemed as biased campaign coverage." This type of law basically restricted all reporting of the elections period in Russia. However, recently on Thursday this law was overturned, "the court ruled that a journalist can now be accused of unlawful bias only if the intention to support a particular candidate is proved in court." Most of the people who were for the law "acknowledged that perhaps it went to far." Perhaps it went to far!!! If we had that type of restrictions in the U.S no one would no anything about the scandal going on in the Oval Office. I'm glad they finally changed that law and realized thier mistake. There is no way you can prove the intentions of a journalists. Actually this didn't surprise me. Russia has always been government controlling and politically behind the U.S. But that particular law was too far. Especially after I just read chapter 22 and discovered that journalist have so much freedom and not as many limitations as other professions. Like the fact that they don't have to have a license. That's cool. I think journalism is a very important profession and like art cannot be limited or restricted without losing its creativivty.

Foreigners move into Russian media business
MOSCOW. (RIA Novosti political commentator Alexander Yurov.) Europe's largest commercial broadcasting holding, RTL, is to buy a 30% stake in the Russian television company REN-TV from its founders and co-owners, Irena and Dmitry Lesnevsky. This will give RTL and its parent company, the German media giant Bertelsmann, a blocking stake in the Russian channel. If the Russian regulators approve the deal, which would go ahead by the end of the year, this would be the first time a foreign investor has owned a significant share in a Russian television company. It is kept secret how much RTL is paying the Lesnevskys. However, when Anatoly Chubais, the prominent Russian politician and head of Russia's largest energy company RAO UES, bought 70% in REN-TV in 2000, it cost him $30 million. And now, under pressure from the state, which wants RAO UES to streamline its non-core assets, the new deal has been initiated. The company is being forced to give up its share in the media business, but this will clearly be a very profitable move. RAO UES's press service has announced that the company is selling its stake to the Severstal steel producer for $100 million. It would be reasonable to assume that RTL will have to pay a proportionate sum for the Lesnevskys' stake, which would be about $50 million.

Deputy predicts further ownership changes at Russian media outlets
MOSCOW, July 5 (RIA Novosti) - Recent ownership changes at Ren-TV and the Izvestia, Kommersant and Moskovskiye Novosti newspapers may be connected with preparations for the parliamentary and presidential elections of 2007 and 2008, according to independent Duma deputy Gennady Seleznev, former Duma speaker and former editor-in-chief of national dailies Pravda and Komsomolskaya Pravda. Seleznev predicts that some other national publications will change hands in the near future. "All mass media outlets that can shape information policy" will pass into state ownership or move close to the state as the 2007-2008 elections approach, Seleznev told the Noviye Izvestia daily. This is especially likely for high-circulation papers such as Argumenty i Fakty and Trud that "would work in the same area as the state-owned mass media." Seleznev sees another sign of the construction of an "information vertical" as the virtual elimination of local TV broadcasts, when regional branches of the All-Russian state broadcasting company have lost several hours of airtime, and "the whole country watches the same television."

Tartu, Estonia, Apr. 14 (UPI) The latest reorganization of the All-Russian State Television and Radio Company, also known as VGTRK, now being conducted behind the scenes threatens to seriously reduce the amount of broadcasting regional channels will be able to do in non-Russian languages, a Moscow newspaper reported last month. A March 16 article titled "The Vertical of State Television Is Being Reformed in Secret," "Finansovye Izvestiya" said the reorganization had already lead to the reduction in programming in Chuvash, Karelian and Mari despite the fact that the Kremlin has not given final approval to the plan, and regional officials have lodged protests. According to the paper, VGTRK officials are acting to bring their company into line with a 2002 law requiring that it transform itself from a holding company whose "daughter" companies have enjoyed relative independence into a single corporation in which each of the branches is subordinate to a central decision-making and financial center. Prior to the adoption of this legislation and in the months since, many media observers have suggested that this effort to re-introduce central control over the media would limit the editorial independence of the various regional and central components that make up the VGTRK.

Gusinsky claims the charges against him are politically motivated. Story Tools ATHENS, Greece (CNN) Former Russian media magnate Vladimir Gusinsky, wanted by Russian authorities on fraud and money laundering charges, has been arrested in Greece, police at Athens International Airport said. Gusinsky, 50, was arrested at the airport Friday on a warrant issued by Interpol, police told CNN, and was to appear before a judge Sunday. Gusinsky could be prosecuted in a Greek court or returned to Russia after an extradition proceeding. Russia had not requested extradition but was expected to do so. Airport police said Gusinsky, who holds dual Russian-Israeli citizenship, arrived in Athens on a flight from Tel Aviv. He had flown to Israel in April 2001 after a successful year-long court fight against extradition from Spain, where he had been arrested on Russian fraud charges. Russian prosecutors said Gusinsky overstated the assets of his holding company, Media-Most, to win $262 million in loan guarantees in 1996 from Russia's state-owned gas giant Gazprom. The Spanish court said Russia's grounds for the case would not amount to a crime in Spain.
