RUSSIAN MILITARY ANALYSIS: See also: Story of the Day Politruk (Political Forecasts) Russian Elections 1999-2000 Kursk submarine 2000-2002 MILITARY SUB-FACULTIES AS AN ELEMENT OF THE ELECTION CAMPAIGN It seems that the Defense Ministry has become the main engine of the impending campaign General of the Army Nikolai Pankov, Chief of the Personnel and Morale Service of the Defense Ministry, met with journalists on September 8. He said that only 68 civil high schools will have military sub-faculties in 2008. As is known, General Pankov stated in June 2005, that only 30-35 military sub-faculties would remain. That report stirred up society. To all appearances, the Defense Ministry listened to the people and decided to retain more military sub-faculties. The educational system proposed by the defense Ministry has to be approved by the government yet (along with the list of high schools, which will retain military sub-faculties). It's strange that the Defense Ministry has announced the list of high schools without discussing it with the government. In the meantime, it's not a coincidence. It seems that the Defense Ministry's public relations structures have decided to behave as experienced propagandists who seek to create a positive image of the Army in society. This conclusion was drawn by Nezavisimaya Gazeta on Friday.

Russian media baron's ally arrested
MOSCOW, Russia A second senior executive of Russia's independent and critical Media-MOST broadcasting company has been arrested. Finance director Anton Titov was detained on Tuesday, a spokesman for the independent media conglomerate said. Titov, who was leading negotiations to sell a minority stake in Media-MOST to a foreign investor in a bid to preserve the company's independence from the government, was placed under arrest after questioning. The head of the media empire, Vladimir Gusinsky, is already facing fraud charges after being detained in Spain on an Interpol warrant applied for by the Russia authorities. Gusinsky, a long-time critic of Vladimir Putin's government, is accused of fraudulently securing millions of dollars in loans for Media-Most.

    The state of the Russian media has changed radically since RFE/RL's first Russian Media Empires Report in September 1997 and report updates in March and May 1998. All aspects of Russia's social, economic, financial and political structure have been hard hit by the financial and political crisis that has swept the country since summer 1998.
    The advertizing market, so important for the media as a source of income, is under serious strain, partly due to the exit of foreign advertizers. Negative developments since August also include a huge jump in printing and production costs, failures in distribution, the closure of some newspapers, widespread layoffs and drastic reductions of salaries for those who could keep their jobs. The atmosphere of depression and stress that pervades Russia's journalistic community is worsened by widespread uncertainty about the future.
