By Judy Augsburger Producer NBC News MOSCOW - By Judy Augsburger Producer Russian journalists were dismayed and worried by the announcement on Tuesday that the Russian government was barring ABC News from working here in retaliation for the television channel's broadcast of an interview with Shamil Basayev, the Chechen rebel leader and a self-proclaimed terrorist. "This is some kind of paranoia," said Oleg Panfilov, Director of the Center for Journalists in Extreme Situations in a telephone interview. "To punish a network for airing an interview with a person that the Russian authorities have not managed to capture is evidently a form of revenge for their own lack of success."  Russian television companies have no qualms about showing al-Qaida leaders Osama bin Laden, Abu Masab al-Zarqawi or other terrorists, he pointed out. "They had to react somehow, and better to condemn its broadcasters than to discuss its content," Russian investigative journalist Julia Latynina wrote in her weekly column in the Moscow Times.

Friday, February 25, 2005; Page A18 If President Bush thought he would receive support from Russian reporters when he raised the cause of free speech, he did not know much about the Kremlin press pool. "What is this lack of freedom all about?" one Russian reporter challenged Bush during his joint news conference with Russian President Vladimir Putin yesterday. "Our regional and national media often criticize government institutions."

The Russian media landscape
1. The written press
During the Soviet era, Russia had a long and well established tradition of media use. Practically each Russian household during 1970 - 1990 subscribed several print outlets: one or two leading central newspapers (such as Pravda, Izvestiya, Trud, Sovetskaya Rossiya, etc.), at least one local/republican newspaper and several specific magazines (e.g. for the members of the Communist Party, farmers, workers, women, children, ecologists, professional journals, etc.). The subscription rate of those publications was unreasonably low while the circulation was quite high. This was due to the state system of media financing, in which the idea of media profitability did not play any significant role. The collapse of the Soviet Union has changed this system forever.
The period of Gorbachev perestroika was the most productive time for the Soviet media state control and censorship were waning while economic and financial pressure had not come over media outlets yet.

    Web posted at: 1:30 p.m. EDT (1730 GMT) MOSCOW (CNN) Boris Yeltsin dominates Russia's media coverage because Russian journalists fear Communist Gennady Zyuganov, media watchers tell CNN. Journalists are "far more inclined to support Yeltsin. They simply do not want Zyuganov to come to power," said one media watcher from the Netherlands who is in Moscow to monitor the election. For example, while some media accounts have praised Yeltsin for increasing pensions, the same proposal by Zyuganov has been criticized as "populist propaganda." Even Yeltsin's own media adviser acknowledges the discrepancy. "Unfortunately, many journalists, in a sincere desire to keep Mr. Zyuganov out of office are biased," Igor Malasshenko said. But, he quickly added, "In Russia we cannot discipline the press."
    Will Yeltsin benefit?
    How much Yeltsin's domination of the media will help him is anyone's guess, Malasshenko said, because in rural areas only a few people have televisions. In those areas, he said, party bosses are still important and, in many cases, they are still the bosses who ran the area under communism. "They are going to tell people to vote for Communists," he said.
