The visitors will learn and see firsthand different issues faced by U.S. and Canadian indigenous peoples. They will strategize with U.S. native activists and tribal leaders around indigenous rights, sovereignty, and natural resource issues. The visit will also provide Russian indigenous leaders with a rare opportunity to tell their own experiences in the Russian Far East and Siberia. The exchange is being organized by the Oakland-based international environmental organization Pacific Environment.

Institutional Building for Northern Aboriginal Peoples in Russia ( INRIPP
Background The Institution Building for Northern Russian Indigenous Peoples' Project ( INRIPP -1) which was funded by the Canadian International Development Agency ( CIDA ) and coordinated by the Inuit Circumpolar Conference ( ICC -Canada) was initiated in 1996. ICC (Canada), in partnership with the Department of Indian Affairs and Northern Development ( DIAND ) and working with the Russian Association of Indigenous Peoples of the North ( RAIPON ) and the Russian Federal State Committee on Northern Affairs (Goskomserver), began this three-year institution building project. The main outcome was an enhanced partnership capacity for RAIPON and Goskomsever at the national and regional levels for tackling the economic challenges facing northern indigenous peoples. The project also supported RAIPON 's efforts to represent indigenous peoples at the national and international levels. The successful completion of this project in 2000 lead ICC -Canada and DIAND to seek funding from the Canadian International Development Agency in support of a second phase of this work over the next five years. The proposal was accepted and phase two began in July 2000.

The Russian Indigenous Peoples’ Training Center (RITC) is a non-governmental organisation formed with the aim of supporting the economic, social and cultural development of the indigenous peoples of the Russian North, Siberia and the Far East of the Russian Federation. Project partners are the Russian Association of Indigenous Peoples of Russian North, Siberia and the Far East (RAIPON) and the Inuit Circumpolar Conference (ICC) branch of Canada. The Center is funded by the Canadian International Development Agency (CIDA).
The objectives of the Center are to contribute to sustainable development of the Northern indigenous peoples, to guarantee their direct participation in the economic activities and processes decided upon at the national, regional and local level. The work of the Center is also directed towards the establishment and maintenance of agreements between the indigenous peoples, the state and resource extracting companies on preservation and development of traditional nature-use territories. RITC provides consultation services, prepares educational programmes and teaching economical development of the indigenous communities in various regions of Russia. The Center has two departments.
The department of remote support of the Center organises the educational process, provides consultation and other services related to the support of economical initiatives of individuals, communities and regions. There is a prepared course about economic development of indigenous communities, including studies of Russian legislation on indigenous peoples, traditional nature use, business organisation and establishment, and also practical exercises concerning fund-raising. A second course about regional project coordination includes a practicum in Canada on bases of native cooperatives. All expenses for the courses are covered by project funds. Teachers from both Moscow and the regions render their services.

Institution-building for Northern Russia's Indigenous Peoples - Russian Federation Source: Russian Association of the Indigenous Peoples of the North (RAIPON) INRIPP-2 is phase two of this institutional building project. It will focus on ensuring the direct involvement of indigenous peoples in economic development and participation in the decision-making processes at the national, regional and local levels. The project has two fundamental objectives. The first is to support the sustainable political, economic and cultural development of Russia's northern indigenous peoples by establishing, through RAIPON, a training and economic development centre. Over the next five years, this centre will provide training, develop an outreach program and promote revenue generation. The second objective is to assist the Russian government in the implementation of its new Northern and Aboriginal Development Program by strengthening the government capacity to promote community development and nurture indigenous small businesses and co-management. Activities:
  • Transfer of Inuit skills and knowledge to Russian indigenous peoples through annual internship training programmes held in Canada; The training courses included; organizational structures, government relations, fund-raising and proposal writing, international indigenous fora, and other issues related to indigenous institution-building and development. By the completion of the third programme fall 2000, representatives of over 30 organisations in Russia will have participated in the programme.
