Chairman Kasjyanov held talks with Foreign Minister Yoriko Kawaguchi on December 15, and with Prime Minister Junichiro Koizumi, Minister of Economy, Trade and Industry Shoichi Nakagawa and representatives of Japanese business circle on December 16. The results of these talks are summarized below. Three documents were issued after the talks with Prime Minister Koizumi on December 16: Joint Statement on the visit to Japan by Chairman Kasjyanov; Memorandum on the establishment of the Japan-Russia Trade and Investment Promotion Organization; and Joint Press Release on the strengthening of measures against illegal fishing and export of marine products.

Overview Both sides confirmed their common recognition that Japan-Russia relations have been progressing through steady implementation of the Japan-Russia Action Plan with achieving more results than expected in wide range of areas since January 2003, and that as the result of activization of exchanges and contacts between the two countries in a variety of areas, sense of intimacy between two peoples has been enhanced.

The Russian government has threatened to deny visas and press credentials to any reporter working for the ABC News after the American television network aired an interview with Shamil Basayev, a Chechan militant leader, on its program, Nightline.
SIMON MARKS: It's been a week since ABC News aired the interview with the Chechen rebel leader Shamil Basayev, who acknowledges being the mastermind behind many of Russia's deadliest terror attacks and is considered by Moscow to be the country's most wanted man. The interview was conducted by Russian journalist Andrei Babitsky, a correspondent with the U.S.-funded Radio Free Europe and Radio Liberty. Babitsky claims he had no idea he was even going to meet Basayev when he traveled to Chechnya without Russian government permission during a recent vacation. He then sold his material on a freelance basis to ABC News. The broadcast plunged already-fractured relations between the Kremlin and the news media to a new low. The Russians, enraged that ABC refused repeated requests not to air the interview, announced moves that if enforced will effectively ban the network from working in the country. The government says it will no longer process ABC's applications for journalistic accreditations or visas, essential tools of the trade in Moscow for both western and locally-recruited staff working for overseas news outlets. And Russian officials say ABC staff currently in Moscow will be offered no further cooperation. The Russian defense minister branded the network an outlaw.

IP/04/1165 - Brussels, 30 September 2004 The Commission welcomed warmly the decision of the Government of Russia to submit the proposal to ratify the Kyoto Protocol to the Duma. The President of the Commission, Romano Prodi praised the Government’s proposal.
“Once the Duma confirms the ratification it means that the Kyoto Protocol will enter into force. This is a huge success for the international fight against climate change. The Commission looks forward to working with Russia on carrying out the Protocol”, the President said. President Prodi and the Commission have pushed the issue repeatedly in different contacts with Russian authorities over the past months. Only last week the President held a long telephone conversation with President Putin on Kyoto Protocol. “I have always held the view that this is in the best interest of Russia and its people. Global climate change is a fight that our generation has to win for the sake of the future of our children and this planet. We have no right to go back on our promises. The Kyoto Protocol is the best available weapon in the hands of the international community. Today President Putin has sent a strong signal of his commitment and sense of responsibility”, the President stated.

MOSCOW - The Russian government will discuss ratification of the Kyoto Protocol today, the government press service said yesterday, in a sign Russia is finally making up its mind to back the climate change pact.
The Kyoto Protocol depends on Russian approval to come into force worldwide.
