The All-Russian Provisional Government will in its activities be guided by the following provisions, as established by this instrument: General Provisions 1. Until the convocation of the All-Russian Constituent Assembly the All-Russian Provisional Government is the single repository of supreme power throughout the Russian State.
2. All the functions of supreme power temporarily being carried out by oblast' governments because of the current situation must be transferred to the All-Russian Provisional Government, as and when required.
3. The powers of the oblast' governments are to be based on the principle of wide-ranging oblast' autonomy and on the programme of government action set out below. Abstract: In 1693, Philippe Avril's relation, (Paris: 1692), appeared in English. In his preface, the anonymous translator denounced those Catholic clergymen who had been so "zealous to spread [End Page 85] abroad their Superstitions in far-distant and New discover'd parts of the World." Avril seemed to invite this attack by his frank admission that his chief goal in finding a new land route to fabled Cathay was "to preach [the Gospels] to the Barbarians. " Yet the English translator also confessed that the "same zealous curiosity" of the priests had "tack'd together two Extremities of the World, that were thought to lie disjoined from one another before." He thus acknowledged the book's geographic value as a work "of great importance for the Advantages of Foreign Commerce and Traffick, and becoming the Encouragement of all the European Princes." Avril's objective was no less pragmatic, though his inspiration followed from evangelical rather than mercantile impulse. At this time, owing to the large numbers of clergy who perished tragically every year at sea, a major preoccupation of the Catholic Church was to discover a safe land route from Europe to Peking. This concern was especially meaningful for the China mission, since of "all the Eastern Countries to which the Light of the Gospel has been convey'd, there are few wherein more considerable Progresses have been made."

It was back to 'normal' on oil markets yesterday as news of the reversal of the Russian government's decision to give Yukos access to its accounts caused fresh supply worries, pushing crude prices up to new record highs. WMRC Perspective Significance
New York Mercantile Exchange (NYMEX) crude set a new record closing price when it settled at US$44.41/b at the close of trading yesterday, after reaching a new all-time high of US$44.50/b earlier in the day. Implications
Markets were shaken by the rapid reversal of the Russian Justice Ministry's decision to unblock Yukos's bank accounts. This dramatic U-turn means that the company could now be forced to halt production towards the end of the month as it will be unable to pay tariff fees and other production costs, though it remains far from clear whether the government will permit this to happen. Outlook
The Yukos reprieve proving short lived, oil markets are back to square one, fearing that some or all of the 1.7 million bpd (2% of total global output) produced by Yukos may soon be off the market for a time. However, although the government has frozen accounts, it has not indicated whether or not it will pay the tariff fees, and salaries of employees, in Yukos's place. In all likelihood the government will not seek a self-defeating production halt, but may well want greater control over Yukos.

This item is hand signed by an officer of The National City Bank of New York and is over 86 years old. The condition is EF+.
This bond was submitted as a claim against the Soviet Union in 1954 as a result of a default by Russia caused by their revolution in 1917. This is a very unusual certificate since it was issued in dollars by U.S. Banks on behalf of the Imperial Russian Government.

Major objects of study are the power structure and the changing relationships among political institutions under Communism and post-communism, the process of political transformation of the Soviet system, and the post-Soviet transition. Specific attention is devoted to political leadership, the development of representative institutions, the national question and federalism, the relationship between economic and political power, political parties and interests, ideology, and political culture.

MOSCOW - For a decade Washington has backed the Turkish and Azerbaijan governments to steer the export of Caspian region crude oil away from Russia. Russia's newest riposte has been to ally the Russian and Iranian oil industries, and open up the shortest, cheapest and most lucrative oil route of all, southwards out of the Caspian to Iran.
The economics of the southward route are the latest blow for the Bush administration as it tries to redraw the geography of the Caucasus on an anti-Russian map. But for oil exporters and shippers in the Caspian, President George W Bush's jawboning looks to be as futile as King Canute telling the sea to roll backwards.
Early oil from Azerbaijan's newest offshore oilfields has been piped northwestwards through the Russian pipeline system to Novorossiysk port, on the Black Sea, along with crude from the Caspian shoreline of

Reforming the Russian government: it's ideology, stupid
Johnson's Russia List #8103. 6 March 2004 My toilet is not flushing right, and I can't repair it. My wife does not think I am very smart, and she is right. So, I returned to my study and closed the door. Fortunately, there is no easier task in the world than to write a proposal to reform the Russian government. This task, I am up to. Just give me ten minutes without the sound of our toilet flush. Thus the real reform of the Russian government depends on the answer to the following question: "Is Russia populated by humans that are entitled to enjoy their God-given rights, or is it populated by conditionally useful animals that need to be strictly controlled so that they do not damage the fleece before we are ready to shear?" These are two entirely different governments, with different attitudes, consisting of a different type of people, and, most importantly, occupying different legal territory. A democratic government occupies the no-man's land between citizens, so as to make sure that no citizen's rights are being violated. A non-democratic government rides every citizen roughshod, pounds him with a stick, and holds its hand over his eyes and mouth. A democratic government is a service government, a strictly limited government, at least in theory, it should be. A non-democratic government is an occupying force, whose greed and cruelty is limited only by its cynical far-sightedness.

Russian Government Gives Green Light to Global Warming Treaty
September 30, 2004 Moscow Russian Federation The final decision on whether Russia will ratify the treaty now rests with the Duma, the Russian Parliament. If it votes in favour, the Kyoto Protocol will enter into force and become international law (2). "The Bush Administration and its corporate cronies at Exxon have failed to stop this treaty. They are now out in the cold as the rest of the world moves forward to start tackling global warming, the greatest threat to civilization the world has ever seen," said Kert Davies, Greenpeace Research Director. The United States of America emits one fifth of the world's greenhouse gases, yet the Bush Administration has refused to support efforts to combat global warming. Unless the United States ratifies the Kyoto Protocol, the pollution reduction targets will not be fully achieved. The largest contributor to greenhouse gases is carbon dioxide, emitted when coal, oil and gas are burned. "The Kyoto Protocol is just the beginning of a long fight. To tackle global warming we must stop relying on oil, coal and gas to meet our energy needs and urgently redirect our investment into safer, clean sources of energy such as wind, wave and solar power. We must also use our energy more efficiently," concluded Davies.

"We are particularly reassured by the emphasis placed on the practical implementation of policies and the understanding by the new Russian government of the need for clarity, coherence, and continuity of government policy. When fully implemented, these measures would allow the reduction of the federal government budget deficit to 5 percent of GDP in 1998 and the achievement of primary balance. They also represent an attack on the two major problems that have frustrated attempts at fiscal consolidation in the past: weaknesses in tax collection and government spending commitments in excess of what can be afforded. This bodes well for the pursuit of fiscal adjustment in 1999 and beyond.

March 15, 2004 By Sarit Shatken and Vitaly Zhumagaliev This month, a new Russian federal law will come into effect which reduces penalties for certain drug-related offenses in the criminal code. In its original form, the law could be considered a moderate triumph in the harm reduction community. But the success of this reform effort (passed as Federal Law N 162-FZ by the State Duma in November, 2003) might be short-lived, as one government agency is actively trying to invalidate the reforms and maintain the status quo through administrative regulation. Harm reductionists have long considered drugs legislation in Russia to be a deadly combination of anachronistic Soviet era policy under the guise of strict compliance with UN drug control treaties. The law makes no distinction between types of involvement in the drug trade, leading to burgeoning prison populations of at-risk individuals and the exclusion of drug users from health care and other services. Since 2000, groups of lawmakers have been working to soften the Criminal Code’s penalties on drug users. The new legislation differentiates more clearly between personal drug possession and distribution by setting definitions for dosages and quantity of drugs. For example, an individual caught storing, acquiring, or producing less than 10 doses of a drug will be charged with an administrative violation, rather than a criminal violation. The punishment for such an offense is a fine of five to ten times the minimum wage, or 15 nights of administrative arrest. Quantities of a drug in excess of ten doses will be considered “large” and amounts exceeding fifty doses are called “very large,” for which the sentences include imprisonment.

The Russian government instructed the Emergency Situations Ministry and the Foreign Ministry to consult with other SCO members and sign the accord after reaching consensus on it, the Interfax news agency reported. The accord commits SCO members to mutual help and simplified entry procedures for rescue teams in case of emergencies to facilitate relief efforts. SCO members are also to exchange information and jointly work out response measures when emergencies arise. Emergency relief experts from SCO member states discussed and mapped out the draft accord when they convened in Beijing in April 2003.
