Russian Government Raises Inflation Forecast

Earlier on Monday the head of the Russian Finance Ministry Alexei Kudrin said that the authorities have raised the inflation forecast for the current year as well. The original inflation forecast for 2005 was 8.5 percent. Then, as MosNews reported in March, the Finance Ministry raised the forecast to 10 percent. As consumer prices continued to grow, experts, both within the Russian government and at various expert organizations, forecasted that inflation may end being as high as 12 percent. The Russian government, however, held off from further raising the official forecast, but finally had to admit that inflation may be as high as 11 percent.

In the late 19th century the Russian people were ruled by the Romanov Dynasty . The Tsar (Czar) took the title 'Emperor and Autocrat of all Russia' and imposed autocratic rule - government by one man. Unlike in most other European countries, power had not passed from the monarchy to the people. The Tsars of Russia did not take advice from an elected parliament. Instead, the country was run by a ten man ministerial council. Each minister was both appointed and dismissed by the Tsar. The Tsar also appointed the Chief Procurator of the Russian Orthodox Church . In fact, since 1721, the Orthodox Church had been run as a government department. The Tsar also had the power to grant hereditary titles. These usually went to men who had achieved high rank in the armed forces and the civil service. It 1900 it was estimated that there were about 1.8 million members of the nobility in Russia.

MOSCOW, August 4 (RIA Novosti) During its regular meeting Thursday, the Russian government approved a Russian-Chinese agreement on the status of Russian military units temporarily deployed in China and Chinese military units temporarily deployed in Russia for joint military maneuvers. Russian Defense Minister Sergei Ivanov said the agreement stipulates that the military personnel will be permitted to stay on the territory of the respective countries according to approved lists rather than by foreign passports. The minister said the document would have to be signed by the Russian president first and later submitted for ratification. The Peace Mission-2005 joint Russian-Chinese military exercise will begin on August 18 and will last one week. Russia will deploy about 1,800 troops during the maneuvers.

Russian government sets up export support rules
MOSCOW, August 4 (RIA Novosti) - Prime Minister Mikhail Fradkov signed a document July 29 approving rules for guaranteeing support of the country's industrial production export, a government spokesman said. The rules define procedures for granting state guarantees in foreign currency to Russian exporters of goods and services (according to the list approved by the government), national and foreign banks, credit institutions that provide loans to Russian exporters along with foreign importers and non-resident banks and foreign governments on Russian industrial export deals. The Russian Finance Ministry will provide the guarantees under agreements made on behalf of the government with federal budget financing on credit from Roseksimbank and on compensation for bank guarantee payments. The regulation limits any state guarantee granted by the Finance Ministry to $10 million.

    Moscow, January 26, 2005…The Anti-Defamation League (ADL) today welcomed the Russian Foreign Ministry's speedy response to an anti-Semitic letter signed by nationalist and Communist members of the parliament accusing the Russian Jewish community of inciting ethnic hatred and being responsible for anti-Semitism. The lawmakers have since withdrawn the letter. They had appealed to the Russian Prosecutor General for an investigation of Jewish organizations with the goal of making them illegal. The petitioners claimed that Jews were responsible for the perpetration of anti-Semitic acts and the very existence of anti-Semitism. "The speedy response of the Ministry of Foreign Affairs to clearly state that the anti-Semitic expressions in the letter were not those of the official government, is an important message," said Alexander Axelrod, Director of ADL's Moscow Office. He urged the Russian government to "actively work together with non-governmental organizations to combat anti-Semitism and xenophobia and to promote tolerance in every region of Russia."

    The Russian Government announced the launch of a new version of its official Internet mission. It did not fail to report that this new version corresponds with “the most up-to-date demands.”
    It is instersting that the government, while occupying itself with the web-site, did not follow the purposes of Electronic Russia State Program. It, for unknown reasons, “took into account the decisions the Russian Government” passed according to the results of Moscow State Forum of November 2001. It is not fully clear why this reason was mentioned; however, on the other hand, the answer was given in the press-release itself: as one of the contractors, the Gleb Pavlovsky Fund of Effective Policy, is mentioned. Of course, we should not show interest in internal intrigues connected with the program. At least, there is a different question.
    The question is that, while entering the main page of the site, one can see the confusion of the programmers, who created the web-site to correspond with the “up-to-date demands.” First, the opened page cannot be placed on the list: the line in the browser opens not the main page, but a specific document with its id.
    While looking over this same id in the browser, the user can retreive the most unexpected documents. For example, this

    The Russian government has pledged to do all it can to maintain the prestige of Moscow's world famous Bolshoi Theatre which today is celebrating its 225th anniversary. Addressing an audience of performers from the Bolshoi's opera and ballet companies, the Russian deputy prime minister, Valentina Matviyenko, said that everything would be done to ensure that it fulfilled its great destiny. The Bolshoi was founded in 1776 by Catherine the Great, and now occupies a dilapidated 19th century building near the Kremlin. Critical reviews have been mixed in recent years, but under its new director, Anantoly Iksanov, the Bolshoi has attempted to restore its reputation by bringing back the big names associated with the theatre's heyday in the 1960s. However, critics have rejected this move as a lurch back into the past. Next March, the Bolshoi moves into an annex to allow three years of much needed renovation to the 19th century building, at an estimated $400 million.

Yeltsin fired Russian Prime Minister Sergei Kiriyenko on Sunday and brought back Viktor Chernomyrdin the man he sacked when he named Kiriyenko five months ago. U.S. Vice President Al Gore, on vacation in Hawaii, spoke with both Kiriyenko and Chernomyrdin on Sunday, urging the new Russian government to fulfill pledges of reform, according to a senior administration official. White House press secretary Mike McCurry said Sunday the Clinton administration would have no direct comment about the turmoil in the Russian government except to say "our relations with the Russian Federation depend less on personality and more on policy."
