Building Partnerships for Forest Conservation Natural Resource-Based Economic Development Project With over 850 million hectares of forests and over 80 billion cubic metres of standing timber, Russia has the largest forest resource in the world. The vastness of the forest resource and the immensity of Russian geography are on a scale incomparable in the world. In fact, trees cover over 50 percent of the land area in Russia, making forests the dominant land use in the country. Russian forests are of national and global importance for the economic, social, and environmental benefits they provide, accounting for about one-fifth of the global forest area. Boreal forests, similar to the forests found in northern Canada, are the most common in Russia. In 2000, the population of Russia was 146 million, the majority living in the western part of the country. In that year the gross national product was US$1660 per capita, a level considerably below Russia's prosperous neighbours in Europe. The World Bank estimated that nearly 31 percent of the population lived below the national poverty line in 1994. In the rural areas, particularly in the communities found near the forests, the incidence of poverty is much higher than the national average. The nation's current economic difficulties, persistent limitations on human and financial resources, ongoing government restructuring process, and introduction of democratic reforms, make finding workable solutions for social and economic development very complicated.

Top of Page As the world's largest country, Russian has a very diverse geography. Northern Russian extends into the Arctic Circle. This area is primarily tundra and forests, with thousands of lakes. Russia has many mountain areas. The Ural mountains cover 2,500 miles of eastern Russia. The Caucasus mountains cross the southern part of Russia, from the Black Sea to the Caspia Sea. From the western boarder to the Ural mountains is the North European Plain. This is a large rolling plain with rich soil and grasslands. Three quarters of the Russian population lives in the cities and towns of western Russia.

Introduction [Top of Page] Background: The defeat of the Russian Empire in World War I led to the seizure of power by the communists and the formation of the USSR. The brutal rule of Josef STALIN (1924-53) strengthened Russian dominance of the Soviet Union at a cost of tens of millions of lives. The Soviet economy and society stagnated in the following decades until General Secretary Mikhail GORBACHEV (1985-91) introduced glasnost (openness) and perestroika (restructuring) in an attempt to modernize communism, but his initiatives inadvertently released forces that by December 1991 broke up the USSR into 15 independent republics. Since then, Russia has struggled in its efforts to build a democratic political system and market economy to replace the strict social, political, and economic controls of the communist period. A French Jesuit's Perceptions of Siberia in the 1680s

Abstract: In 1693, Philippe Avril's relation, (Paris: 1692), appeared in English. In his preface, the anonymous translator denounced those Catholic clergymen who had been so "zealous to spread [End Page 85] abroad their Superstitions in far-distant and New discover'd parts of the World." Avril seemed to invite this attack by his frank admission that his chief goal in finding a new land route to fabled Cathay was "to preach [the Gospels] to the Barbarians. " Yet the English translator also confessed that the "same zealous curiosity" of the priests had "tack'd together two Extremities of the World, that were thought to lie disjoined from one another before." He thus acknowledged the book's geographic value as a work "of great importance for the Advantages of Foreign Commerce and Traffick, and becoming the Encouragement of all the European Princes." Avril's objective was no less pragmatic, though his inspiration followed from evangelical rather than mercantile impulse. At this time, owing to the large numbers of clergy who perished tragically every year at sea, a major preoccupation of the Catholic Church was to discover a safe land route from Europe to Peking. This concern was especially meaningful for the China mission, since of "all the Eastern Countries to which the Light of the Gospel has been convey'd, there are few wherein more considerable Progresses have been made."

Dr. Judith Pallot came to Oxford in 1979 and has been responsible for developing teaching and research in Soviet and Russian geography since then. She is active in the university in promoting interdisciplinary links in Russian and East European Studies and as such is a member of the Interfaculty Committee for Slavonic and East European Studies Jack Langton , on the historical geography of the European peasantry west of the Urals.
Outside the university she was until recently treasurer of the British Association of Slavonic and East European Studies. Dr Pallot has been a frequent visitor to Russia since her first research trip in 1971. In 1999 she was the recipient of British Academy award to work in archives in Moscow and St Petersburg. She co-operates on joint projects with geographers in the Institute of Geography, the Russian Academy of Sciences, and the Department of Geography, University of Perm. The latter will host a group of Oxford geographers in June 2000.
In recent years Dr. Pallot has supervised graduates working on survival strategies in Russian marginal regions, foreign direct investment in Russian regional development, Ethnic-German migration from Russia, and peasant resistance strategies in pre-revolutionary Russia.

The Social Stability and Exclusion research group has an international profile. Tony Lemon was elected in 2003 to an honorary Fellowship of the South African Geographical Society (one of only twelve in the Society). Patricia Daley is frequently called upon by the Foreign and Commonwealth Office for advice on issues of genocide and forced migration in Central Africa. Ceri Peach was nominated by the FCO as an official delegate to the Anglo-Canadian colloquium on immigration policy in Toronto and is a member of the IRFAM EU research consortium on Islam in Europe. Peach also directs the ESRC project on micro-scale geographies of Muslims, Hindus and Sikhs in Britain. Geographers from the Russian Academy of Sciences, Institute of Geography are frequent visitors in Oxford funded by the British Academy and there are several bilateral links with Russian Geography departments.
