Helen Moshkovich moshhm@montevallo.edu is an Assistant Professor, University of Montevallo. Abstract This article describes the principal trends in Russian business education since the beginning of market reforms in 1992. During this period, the business programs' content, budgeting, and enrollment have undergone significant change. This transformation has substantially advanced the structure of Russian business education by adding a large number of new, private business schools that incorporate western business education models and instruction materials, and by developing MBA programs. On the other hand, business education in Russia continues to reflect the peculiarities of the old Soviet academic system, and this heritage influences the directions and the dynamics of the ongoing transformation. This article concludes by outlining the areas of greatest importance for further progress in Russian business education. Introduction In the last fifteen years Russia has undergone many changes in its political, economic, and social life. These changes have had a dramatic impact on all of Russia's social institutions, including its academic system. For many years, the communist state considered science and technology a vital element of its military might and generously allocated resources to academia for use in scientific and technological disciplines. Since the beginning of free market reforms in 1992, advanced science and education have ceased to be among the government's top priorities, bringing about a significant decline in state support for scientific research and education.The Russian academic community has lost much of its former social prestige, and it has been forced to adapt itself to the rapidly changing environment brought about by an emerging market economy.

Remarks by GERMAN GREF, RUSSIAN MINISTER OF ECONOMIC DEVELOPMENT AND TRADE to the U.S.-Russia Business Council. MIN. GREF: (Through interpreter.) Dear ladies and gentlemen, it's a great honor and a privilege to meet with you this afternoon. It is wonderful that we are forming a certain tradition and our meetings are now taking place on a regular basis. It is only in the course of such regular contacts that we can hope to achieve the necessary level of mutual understanding, which is necessary for our countries’ economic relations to become irreversible and serve as an irreversible foundation for bringing the policies of our two countries closer together. I believe that policy is sort of like a woman with a very changeable disposition, whose likes and dislikes change very quickly and very often. An economy is also like a female character as well and it does change its point of view, but on a less frequent basis. It's fairly conservative and can serve as sort of a cooling-off shower for the hot heads of politicians. I believe what we're doing with my colleague Don will serve as the foundation and a long-term prospect for future development of bilateral politics and policies, and we're hopeful that our work will determine the corridors or the ranges for possible changes in the future.

Economic Outlook Since the Second World War the Turkish economy has been transformed by the steady growth of industry and services and the consequent decline in the share of agriculture in national income. Turkey's economic growth rate has been one of the highest in the OECD. In the early 1980s, Turkey launched a program of structural change and liberalization to prevent the recession of the late 1970s. The program proved to be quite successful in terms of restoring economic growth, improving exports and reducing the inflation rate. Within this context, Turkey's economy grew by 7.5% between 1981 and 1985. However, since 1986, the achievements of the stabilisation program in question have been overshadowed by high inflation rising from gradually increasing public sector deficit. High inflation and the devaluation of the Turkish Lira resulted in difficult economic conditions for the year 1994. A series of negative developments such as rising interest rates, stagnation in credit markets, volatility in foreign exchange, an unanticipated inventory build-up and a resulting contraction in domestic demand led the Turkish Government to introduce a Stabilisation and Structural Adjustment Package on April 5, 1994.
