In the future it is envisaged to create a Federal data bank on the basis of computer information systems. In 1991 the RSFAC took the first practical steps in using a computer on behalf of folk art: it bought the appropriate equipment and began collaborating with software developers. The Soviet Era T he first few years of Soviet rule were marked by an extraordinary outburst of social and cultural change. Although the Bolsheviks had maintained complete control of the economy during the civil war, Lenin decided at its end that a partial return to a market economy would help the country recover from the destruction of the previous three years. His New Economic Policy, or NEP, brought about a period of relative prosperity, allowing the young Soviet government to consolidate its political position and rebuild the country's infrastructure. This was also the period during which the Russian Avant-Garde reached its height, developing the radical new styles of Constructivism, Futurism, and Suprematism . Although the country still faced enormous challenges, there was a widespread sense of optimism and opportunity. As was the case with the Napoleonic Wars, the Soviet Union emerged from World War II considerably stronger than it had been before the war. Although the country suffered enormous devastation and lost more than twenty million lives, it had gained considerable territory and now ranked as one of the two great world powers along with the United States. Nonetheless, life in the country continued to suffer. Industrial production was once again concentrated on heavy industry, agricultural failures produced widespread famine, political freedoms were restricted even further, and another huge wave of purges was carried out. As the Cold War got underway, an increasing proportion of the Soviet Union's resources were funneled into military projects, further exacerbating the quality of life. Stalin remained in power until 1953, when he died of a cerebral hemorrhage.

Monica Highlights Russian Culture Vladimir Shlapentokh The Clinton-Lewinsky scandal (CLS) in 1998-1999 not only punctuated American morals and political standards, but shed light on several characteristics of foreign societies. As the CLS took center stage in the international media, the respective national reactions were as diverse as the countries themselves. The nature of the response was determined by the nation’s culture, the political and judicial system, popular attitudes toward law, the current political and economic situation, attitudes toward the dominant elite and the head of state, the head of state’s personal relationship with President Clinton, the population’s general sentiments about the United States, and the economic significance of the United States to each nation. Though it may be possible to speak of a nation’s general stance toward the CLS, there were major differences in the opinions held by various social groups within each country. Having selected Russia as a case study, I will demonstrate the contrasts and parallels between the American and foreign reactions to the CLS. I will separate moral, judiciary, and

In its policy of Roumanizing the country, the Roumanian Government has found fertile soil in the extraordinarily low cultural level of the population of Bessarabia. Having been, up to the Revolution, in the hands of the boyar Black Hundred, this province with its manifold racial elements stood on a very low plane of cultural development. The stupid Russifying and anti-Semitic policy of the autocratic government brought about a situation where the great mass of the Moldavian and Jewish population kept apart from Russian schools, Russian books and in general all elements of Russian culture. Between the Russian intelligentsia and the masses, not only of the Moldavian and Jewish population but also of the purely Russian, there was a great gulf fixed. The Moldavian population was completely alien, not merely to Russian spiritual culture, but also to the Russian civic administration. Alas, the Russifiers reached the point where the peasant who came into town felt as if he were in a dark and mysterious forest! The Zemstvo was in the hands of the pupils of Crushevan (the anti-Semite), while in the Russian State Duma, Bessarabia had outspoken members of the Black Hundred (the boyars). In every government office, they had the right that he should not understand them. Courts, schools, churches, government offices, all were foreign-language institutions for him; and since over and above all this, there ruled a wild arbitrariness, it can easily be imagined to what degree the masses of the Moldavian population remained alien to Russia, alien to its inherent cultural, historical and political value.
