The landlocked Caspian Sea is the largest inland body of water on earth. Surrounded by Azerbaijan Iran Kazakhstan Russia , and Turkmenistan , the Caspian Sea is home to myriad ecosystems. At the meeting point of the Middle East, Europe, and Asia, the Caspian region includes steppe land in the north, cold, continental deserts and semi-deserts in the northeast and east, and warmer mountain and highland systems in the south and southwest. The coastal wetlands of the Caspian basin include many shallow, saline pools, which attract a variety of bird life and biodiversity; over 400 species are unique to the Caspian. In addition, the sea's native sturgeon is famous the world around for the roe it produces: sturgeon from the Caspian Sea accounts for approximately 90% of the world's caviar industry.
Although oil has been produced in what is present-day Azerbaijan for more than 100 years, the dissolution of the Soviet Union in 1991 led to heightened interest in the region, especially among Western energy companies that previously were shut out of the area. The Caspian Sea's energy potential already was well-known, and the confirmation of that potential with the discovery of significant hydrocarbon deposits in the mid-1990s brought an influx of foreign investment in energy development in the region, particularly in Azerbaijan and Kazakhstan.

The Russian Federation is a federative state. It consists of 89 subjects of the federation. They include:
    – 21 republics (each republic is an ethnic administrative unit named after an indigenous ethnic group which in most cases constitutes a minority in this territory) krais (territorial units which incorporate smaller ethnic administrative units) oblasts (territorial units based on and named after large cities) – Moscow and St Petersburg (two cities with federal status) – Jewish autonomous oblast – 10 autonomous areas Governments and Charters
Each of the 21 republics has its own constitution and its own president. Krais, oblasts , cities with federal status, the autonomous region and autonomous areas have charters and heads of administrations (governors). Each subject of the Russian Federation has its own legislative and executive bodies.

ABOUT THE PROJECT Several years into the 21st century, the formerly socialist countries are still experiencing a profound social, political and economic transition. Communities with closing nuclear power plants, nuclear weapons facilities, and other nuclear issues face especially difficult environmental and socio-economic challenges. To help local governments and citizens find productive solutions to these difficulties, ECOLOGIA and its international partners launched the "Sustainable Development / Local Agenda 21 in Nuclear Regions" project in 1999. ECOLOGIA enables nuclear communities in Russia and Lithuania to take advantage of the opportunities while reducing the difficulties of this transition by creating and implementing local sustainable development plans. ECOLOGIA also trains citizen groups in effective public participation methods. This educated citizen participation leads to more informed decision making about a broad range of socio-economic and environmental issues. It also strengthens democracy on the local level. Russia has an area of 10, 672,000 sq. miles (17,075,200 sq.km) and a population of almost 150 million people. Occupying a large territory in Europe and Asia Russia is spread over all climatic zones except tropical. It takes over 8 hours by plane to reach from Moscow to Vladivostok on the Pacific coast. West of the Ural mountains from the Black Sea in the South to the Arctic Ocean lies a broad plain with low hills where the historical core of the Russian nation is located. East of the Urals from the border with Kazakhstan, China and Mongolia to the Arctic coast lies Siberia - a scarcely populated area covered by coniferous forest, swamps and tundra in the north and mountainous terrain in the south. Russia is a multiethnic society. The largest ethnic groups include Russians (81.5%), Tatars (3.8%), Ukrainians (3%), Chuvash (1.2%), Bashkir (0.9%), Byelorussians (0.8%), Moldavians (0.7%), etc. Over 80% of the population name Russian - the official language of the country - as their native. Other languages are used in ethnic minority regions. Russia has equal religious diversity: with the main religions being Russian Orthodox Christianity and Muslim overall over 150 confessions could be found across the country.

Russia is a federal republic with dozens of relatively autonomous regions.

At December 17, 1995 there were national elections. The Green Party of the Russian Federation didn't collect enough signatures to take part. The ecological party Kedr got 962.195 the votes (1,39%; 1991 0,7%). The treshold is 5%. 18 Russian environmental groups have decided to create Green Russia, a joint bloc for the upcoming parliamentary elections, according to Russian Environment Minister Viktor Danilov-Danilyan. Green Russia's main priority will be ecological revival, he said (Moscow SEGODNYA, 7/27). Among the alliance's members: the "Kedr" (Cedar) movement, the Russian Green Party, the Public Ecological Foundations Union ("Echo" Program, Russian radio, 7/25), the All-Russian Environment Protection Society, the Ecological Academy, the Ecological Assembly of Women and the Federation of Independent Trade Unions ("Vesti," Russian TV, 7/27). Helsinki is clearly in the latter category, along with places like St. Petersburg, Ankara and Brasilia," says Professor Matti Klinge of the University of Helsinki. "The foundation of Helsinki was the King's idea, and when work began on the Suomenlinna fortress (Sveaborg/Viapori) 250 years ago, it was an investment by the realm as a whole. When Finland had been ceded to Russia and became an autonomous grand-duchy, the elevation of Helsinki to the status of capital was another action carried out because it lay in the ruler's interests. When railways arrived in the 1860s, the plan was to build them in the shape of a fan radiating out from Helsinki, which again emphasised the status of the city. That plan, too, came from above." King Gustavus Vasa of Sweden pursued an active trade policy. When he founded Helsinki in 1550, he did so to create a counterweight to the German-dominated Hanseatic League, which was very strong on the opposite (southern) shore of the Gulf of Finland. At first the town was located at the mouth of the River Vantaa, but in 1640, the regency that ruled on behalf of Queen Christina relocated it to its present site on a peninsula some distance further west. In the aftermath of a lost war, Sweden ceded Finland to Russia in 1809 and Helsinki became the capital in 1812, a status that it retained when the grand-duchy became a fully-independent state in 1917. Thus the city celebrates its 450th birthday in 2000.

    The Kharkiv region was officially created on the 27th of February, 1932. The Kharkiv region is situated in the North-East of Ukraine. It borders Belgorod region of Russia in the North and North-East, Lugansk region in the East, Donetsk region in the South-East, Dnipropetrovsk region in the South-West, Poltava and Sumy regions in the West and North-West. The territory of Kharkiv region is 31,400 square kilometers. The extension from North to South is 210 km, from East to West - 220 km.
    The relief of the region can be referred to as a slightly rolling plain with a small incline to the South-west (towards the Dnipro watercourse) and the Southeast (towards the Don watercourse). In the Northeast the Mid Russian Eminence forms part of the region, in the South there are spurs of the Donets mountain-ridge.
    The Don river basin accounts for 75% of the region's water resources. The main water-way - the Seversky Donets river- is the right hand tributary of the Don river. The total length of 867 rivers is 6,400 km and there are 156 rivers that exceed 10 km in length. There are also some lakes in the region, the biggest one called Liman. About 50 artificial bodies of water were created in the Kharkiv region in the XX century, the biggest ones are Krasnooskolskoye (Chervonooskolske), Pechenezhskoye (Pechenizke), Krasnopavlovskoye (Chervonopavlivske). The Northern part of Dnipro-Donbass water canal runs through the territory of the region.

    B y the eve of World War I, Russia had undergone rapid industrial development, much of it fueled by foreign investment and the import of technology from Western Europe. Key industries included textiles, metal-working, and chemical and oil production. At the same time, many people lived in appallingly backward conditions, especially in the countryside. P rokudin-Gorskii documented the economic life of the empire in all its variety. He photographed farmers cultivating fields and the production of grain in the temperate regions of European Russia; the harvesting of cotton, tea, and other crops in the warmer regions of the south; artisans in small shops; and large new factories equipped with the newest Russian and imported machines. Economic conditions in these same areas drastically worsened during World War I, contributing to the growth of revolutionary movements and ultimately the overthrow of the tsar and the destruction of the empire.

    Simeon Mitropolitski is a Canadian analyst, of Bulgarian descent, and former syndicated columnist with the Bulgarian News Agency (BTA). He is the author of several hundred articles dealing with the hot political and economic topics, both Bulgarian and international. ("A Royal Solution." World Press Review. June 1997, provides English versions). He was part of the first group of Bulgarian intellectuals that began the opposition movement that finally put an end to the communist regime in the country, and in 1996-1997 participated in the international monitors' teams during the elections in several Balkan countries - Romania, Albania and Bulgaria. In 1999 he was among the few Bulgarian journalists that supported NATO military operation against Yugoslavia.     Real estate market in Russian European bigger cities
    The real estate market development in the bigger cities of the European part of Russia (except Moscow ) started in 1992, a little later than in the capital city. This process coincided with the breakaway of the former Soviet Union and the creation of the independent Russian state. More than half of the real estate transactions in Russia (by market value) occur in the capital city. Nevertheless, other cities also can be of some interest for foreign investors who for various reasons don't like living and working too close to the Kremlin.

            Brief Description Rostov Region as an administrative body was founded in compliance with the Provision of the Central Committee of the USSR on September 13, 1937. The territory of Rostov Region with its total area of some 100.8 square meters is equal to Belgium, the Netherlands and Denmark, taken together. Rostov Region has borders with the following territories: Voronezh and Volgograd Regions, Stavropol and Krasnodar Regions, the Republic of Kalmykiya and Ukraine. The region stands out among other large territorial units of the Russian Federation due to its high scientific, industrial, resource and financial potential. The development of the region’s economy is mainly influenced by such factors as its favourable economic and geographical position (the region brings together central Russia, the North Caucasus and Transcaucasia),  the abundance of natural resources, the historical development advantages, the presence of excellent human labour resources and a well-developed transportation infrastructure. By the pace of economic reforms in recent years and the volume of production of different goods and services, the region occupies one of the leading positions both in the Southern Federal Unit and in the Russian Federation, in general.
