Commerce Department's ruling opens the way for injury determination Washington Imports of magnesium metal from China and Russia were dumped on the U.S. market, the U.S. Department of Commerce has ruled. In a final affirmative determination issued February 17, the department calculated the following dumping rates: China: Tianjin Magnesium International Co. Ltd., and Guangling Jinghua Science and Technology Co. Ltd., 91.31 percent; all others, 141.49 percent; Russia: Solikamsk Magnesium Works, 18.65 percent; Avisma Magnesium-Titanium Works, 22.28 percent, all others, 21.45 percent. Imposition of anti-dumping duties requires final affirmative determinations both from the Commerce Department that dumping occurred, and from the U.S. International Trade Commission (USITC) that the imports injured or threatened U.S. industry. A final USITC determination on injury that could lead to the imposition of duties is expected in April. In the meantime, U.S. customs agents will collect a cash deposit or bond on any imports of the products. U.S. imports in 2003 of the products under investigation in this case amounted to $21 million from China, up from $18.2 million in 2002; and $37.5 million from Russia, up from $29.5 million in 2002.

hosted by the Chamber of Commerce and Industry of the Russian Federation
The recent joint Workshop on Trade Facilitation, held in Moscow, catalysed the launch of a trade facilitation programme in Russia. The Workshop was held under the auspices of the UN Economic Commission for Europe (UNECE), in cooperation with the Russian Ministry of Economic Development and Trade, the Russian Federal Customs Service, and the Russian Chamber of Commerce and Industry. According to Vitaly Aristov, a senior official at the Russian Ministry of Economic Development and Trade, this was the first event held in Moscow to focus specifically on the core idea of trade facilitation. Earlier activities dealt with particular aspects, such as related GATT articles or the first Russian EDIFACT Board.

ABSTRACT During the year 2000 the purchasing power of Russian consumer increased 21 percent by some estimates. While this has had a positive impact on all areas of consumer markets in Russia, the footwear market has been among the greatest beneficiaries. This report outlines some of the most typical trends and describes recent developments in the footwear market in Russia. Information on upcoming international footwear industry trade shows is included. End . 1. Russian Government Survey. The Department of State Trade Inspection of the Russian Ministry of Economic Development and Trade recently conducted a survey of the Russian footwear market, the results of which were published in the Rossiyskaya Torgovlya (Russian Trade) newspaper in issue No. 5 of 2001. The State Inspection held several quality control checks of imported and locally produced leather footwear, which revealed that the bulk of footwear in the Russian market was of very poor quality. From 60 to 84 percent of footwear examined was found not to meet minimum quality requirements. Most of such footwear was imported from China, Turkey, Taiwan and Syria, and typically bore bootlegged labels of well-known Italian names, or was labeled simply "Styled in Italy."The problem appeared worst in the regions. For example, in the Saratov region of central Russia 84 percent of imports failed inspection, and similarly in the Nizhny Novgorod, Bryansk, Belgorod regions, between 34 to 100 percent of footwear was considered substandard. Sadly, children's footwear was found to be of especially low quality, and China was the country of origin of the poorest examples.

World trade slows sharply in 2001 amid the uncertain international situation
Developing countries contributed to the vigorous expansion of world output and trade in 2000 Growth in world merchandise trade is expected to slow in volume terms to only 2% in 2001 — compared with 12% in 2000. Even this growth is not assured given the present great uncertainties about economic and trade developments, according to the report International Trade Statistics, 2001 published today (25 October 2001) by the World Trade Organization.

US to control cheap Russian-steel imports for five more years
The US Government's international-trade commission decided April 14 to retain anti-dumping restrictions on Russian-steel imports.
The termination of anti-dumping investigations as regards certain types of hot-rolled carbon steel products from Russia would cause material damage in the foreseeable future, the commission's resolution notes.
In 1999 the US Government introduced restrictive quotas (as regards the importation of certain hot-rolled steel brands from Russia) in the context of anti-dumping investigations concerning Russian steel.
The April 14 decision means that steel-import quotas will be retained for another five years.

"Helping managers, faculty, and students in transitional economies succeed through education, skill training, and business contacts." Overview The Free Market Business Development Institute (FMBDI) was founded in 1989 in response to the global movement toward market economies. FMBDI operates within the School of Business Administration at Portland State University in Portland, Oregon. FMBDI was a pioneer in the emerging market countries of the former Soviet Union and East Europe before expanding its programs to Asia and Latin America. FMBDI recognized early that to successfully make the transition to a free market economy, business managers needed training and university faculty needed retraining and curriculum assistance.
