Developments in Agreements on International Trade in Commercial Launch Services

On 3 March 1995, the United States and the People's Republic of China concluded their second Agreement on International Trade in Commercial Launch Services. The first agreement, which was signed on 26 January 1989 and expired on 31 December 1994, allowed China to launch nine commercial satellites into Geostationary Earth Orbit (GEO) for 'international customers'. The Apstar II, AsiaSat II, Intelsat 708, and Echostar I satellites were included under the 1989 Agreement The USA has a similar agreement with Russia and is in the process of negotiating an agreement with Ukraine. The US Government contends that such agreements with non-market economies or economies in transition are necessary to ensure the stability of the highly competitive international commercial launch-services market, which has been dominated by American and European providers. Not all members of the international satellite and launch-services community agree with this premise. Under the new US - China Agreement, China may launch eleven commercial satellites into GEO through 31 December 2001. Prices offered by China for these launches must be 'on a par' with prices offered by Western launch-service providers. If the Chinese offer is more than 15 percent less than the price for a comparable Western launch, China must consult with the United States.

Following an EU-Russia summit on 21 May at which the EU agreed to support Russia's WTO accession Russian President Putin said he would "speed up" Russia's process to ratify the Kyoto Protocol. Becoming a member of the WTO is an important step integrating Russia into the international economy. Membership would open the Russian market to foreign companies and investors. WTO membership also has an important political dimension: concrete evidence that President Vladimir Putin intends to push ahead of with liberal economic reforms at a time when many observers worry about the Kremlin's "creeping authoritarianism" at home. Russia has been negotiating its entry into the WTO since 1993. Progress has been very slow. The resolution of difficult issues with individual trading partners has made Russia's prospect of membership in the trade body more of a theoretical possibility than a meaningful reality. This could all change if Russia and the EU Russia's largest trading partner can come to terms with what up to now has been impassable: regulating Russia's domestic gas prices. Both Russia and the EU have had good reason to take a rigid position on this issue. That rigidity had Putin last autumn publicly lashing out at the EU for "arm-twisting" and promising that Russia would continue its stance.

International transfers of conventional arms and related technologies are an important feature of international security. Because few states have an independent, indigenous capacity to develop and produce arms the behaviour of arms suppliers is one factor conditioning the global distribution of military power. During the cold war the Soviet Union and the United States used arms transfers and military assistance as one element in foreign and security policies that were primarily intended to further a political and ideological competition. With the end of the cold war the international arms trade no longer has the same politico-military underpinning. The international market for arms and military equipment was changed by the economic impact of the end of the cold war. Apart from the dominance of the Soviet Union, the United States and their respective allies as arms suppliers, the Warsaw Treaty Organization (WTO) and NATO were also important centres of demand for arms transfers and the main centres of arms production. After the WTO dissolved itself its former members reduced their military spending dramatically. The other alliance - NATO - also experienced a significant downturn in military spending. The Soviet decision making process and its system for executing decisions were destroyed when the political monopoly of the Communist Party ended and the state was dissolved. The new state of Russia had to develop decision-making procedures and executive agencies that were effective and consistent with a democratic political system.

The Congress got down to business despite Administration’s attempts to disrupt its work October10, Minsk. To preserve trade union unity and to oppose the Governmental interference is item number one on the agenda of the Regular Third Congress of the Federation of Trade Unions of Belarus (FTUB) that opened yesterday in the Trade Union Headquarters. The day before the delegates were faced with a massive pressure campaign on behalf of President Lukashenko and his Administration. The very event of the Congress was endangered by a Governmental agencies’ decision to close a Trade Union Federation’s bank account under a formal pretext and to initiate criminal suits against its leaders. In their welcoming addresses the guests repeatedly stressed the importance of the Belarus trade unions struggle to protect not only their own independence but also the principles of freedom fundamental for the country’s well-being. Mark Blondel, Vice President of the ICFTU, said that the people of Belarus is now living under the last dictatorship in Europe. As to the weight of pressure imposed on the trade unions, Belarus is second only to Columbia where trade union leaders are being simply shot dead.

EU Trade Commissioner Pascal Lamy and the Russian Economy Development and Trade Minister German Gref have signed today the agreement concluding the bilateral market access negotiations for the accession of the Russian Federation to the WTO, in the presence of the European Commission President Romano Prodi, the President of the Russian Federation Vladimir Putin and the President of the European Council Irish Prime Minister Bertie Ahern. Romano Prodi, President of the European Commission said: "Today the EU and Russia cement further their trade and economic relations. This deal brings Russia a step closer to the international trade family, the World Trade Organisation, where it belongs." Key elements of the bilateral deal The deal concluded today covers the commitments that the Russian Federation will undertake in goods and services once it accedes to the WTO. The average tariff level that Russia will not exceed is 7.6% for industrial goods, 11% for fishery products and 13% for agricultural goods, in addition to tariff rate quotas for fresh and frozen meat and poultry representing around 600 million euro per year (15% of total EU agricultural exports to Russia). In services, Russia will be taking commitments in a large range of sectors including telecommunication, transport, financial services, postal and courier, construction, distribution, environmental, news agency, and tourism. Commitments include cross border provision of services and commercial establishment.
