In 2002, Russia experienced its fourth consecutive year of robust economic growth, and there are signs that the country’s current political and economic stability will be sustained. In 2002 Russia became the world’s largest oil exporter, and oil revenues have replenished state coffers. Inflation is relatively moderate and the currency is stable. The Putin administration’s ambitious program of reforms is well-advanced and producing positive results. Membership in the WTO will remain its priority commercial objective over the coming years. Russia is rapidly integrating into the global economy and in 2002 both the United States and the European Union formally granted the country market economy status.

US administration commission refuses to introduce sanctions against Russia
The International Trade Commission has refused to support the decision taken earlier by the US Department of Commerce to use anti-dumping sanctions against a Russian enterprise producing and exporting to the US market steel beams, the information service of the US Department of State reports.
According to the service, upon considering the situation on the US steel market the Commission made a conclusion that despite statements by the US Department of Commerce the delivery of Russian steel beams "neither hampers nor threatens the US industry." This past May the US Department of Commerce accused the Nizhny Tagil metallurgic works of delivering to the US steel beams on dumping prices. Back then the department claimed it was necessary therefor to introduce import tariffs of 230.6% as anti-dumping sanctions against the Nizhny Tagil produce.
According to the US anti-dumping procedures, the decision by the Department of Commerce could come into force only if it was supported by the International Trade Commission, which under the circumstances failed to find the Department's arguments well-grounded.
Simultaneously, the US Department of Commerce proposed introducing analogous sanctions related to steel beams against another 7 countries, including Germany, China, Italy, Luxembourg, South Africa, Spain and Taiwan.

International Trade Rules Must Take Into Consideration Russia's Interests
Russia's full membership of the World Trade Organisation will prompt all participating countries to work out international trade rules with Russian interests taken into consideration, professor Ippolit Demulen of the Academy of Foreign Trade said at the "Russia, WTO and Business Interests" regional conference, under way in Moscow.
Currently, the WTO is discussing general approaches to protective measures in the services business. The resolution of all issues pertaining to the services market is of special importance to Russia within the framework of its WTO membership negotiations.
Demulen said the efficiency of Russia's participation in the WTO will depend on its industrial and foreign trade policies. He added that this factor will be decisive, considering that foreign trade accounts for one-third of Russia's gross domestic product.
The expert pointed to the great importance of the explanatory campaign on Russia's forthcoming joining the WTO, being conducted among Russian businesses under the patronage of the Ministry for Economic Development and Trade. Ample information about the WTO will help Russian businesses resolve difficult foreign trade issues "faster, in a milder manner, and more accurately."

The speech of Alexander Migulya, Deputy Governor of Amurskaya Oblast, at the China-Russia Trade and Economic Forum in Harbin (China) in 2004
Representatives of industrially developed provinces in the south of China show interest in investing in Russia. A presentation of Vladivostok investment possibilities was successfully held at the Harbin International Trade and Economic Fair, said Alexander Barabanov, Vladivostok Deputy Mayor. According to Alexander Barabanov, the Vladivostok City Administration suggested that rich Chinese businessmen invest in the construction of offices, trading areas, hotels and apartments for their staff. The interest in the proposal shown by the Chinese side turned out to be really sincere. A few large companies are going to visit Vladivostok. As we know, a program on investing in promising projects in the Russian Far East has been developed in China. The program is assessed as $ 500 billion worth. The objective of the program is to help Chinese businesses occupy some segments of the regional economic structure.

(1) Western E urope: Economy Recovering From Slowdown
[1] Trends in Trade The EU economy had been slowing since the middle of 1995, but began recovering in the second half of 1996. Spring 1997 Economic Forecasts of the European Commission predicted that the real growth rate of the EU GDP would grow from the 1.6 percent of 1996 to 2.4 percent in 1997 and 2.8 percent in 1998 and that the recovery would therefore be firm. The reasons given for the recovery were the favorable overseas demand, stable prices and exchange rates, and falling interest rates. EUROSTAT (EU statistical office) reported that the EU exported a total of 1,674.9 billion ECU in 1996 (up 5.5% from the previous year) and imported a total of 1,580.5 billion ECU (up 4%) giving it a higher trade surplus of 94.4 billion ECU (up 39%). This shows that the economy is being supported by overseas demand.
The member states of the EU have been working to achieve the conditions for economic convergence required for participation in the Economic Monetary Union (EMU), but they have had to maintain a balance among business recovery, job creation, and fiscal balance when steering their economies.

Business as usual? Not in Moscow! Halftime at the ispo Russia The first ispo Russia has just reached its halfway mark, and the first two days of the show already made it clear that this is an extraordinary trade show. Not only because it is the first ever ispo in Moscow, Russia's metropolis, but also because this show is frequented by buyers from all corners of the CIS nations who are looking for new western brands and products, yet already work with successful local labels. While Russian companies can use their “home field advantage” and expand existing business, the first day of the show was marked by curious visitors taking a quick first look at the European and American exhibitor booths, and every once in a while the exhibitors themselves had a questioning look on their faces. Yet, there is no real language barrier...
