Romanian Girls Adoptions Resume August 2, 2005 Azerbaijan suspended adoptions in April 2004 in order to conduct an investigation into adoption practices. Azerbaijani authorities have confirmed that the suspension on intercountry adoptions has ended and adoptions can resume. The Azerbaijani Embassy in the U.S. is accepting dossiers and registering adoption applications. Ukrainian President Viktor Yushchenko signs a decree July 11, 2005 Ukrainian President Viktor Yushchenko signed a decree ordering all executive bodies of the Government of Ukraine to place the highest priority on state policy for improvement of the child protection system, with special focus on orphaned children and those deprived of parental care. According to the decree, by September 1, 2005 Ukraine ’s Cabinet of Ministers should submit draft legislation with proposals for review by the Ukrainian Parliament, including a proposal for the transfer of adoption authority from the Ukrainian Ministry of Education to the Ministry of Family, Youth and Sports and the creation of a new central authority for adoptions and children’s issues. The current National Adoption Center is continuing to accept new dossiers from American and other families at this time. Pending submission and approval of specific proposals and draft legislation, it remains unclear what impact the transition process will have on pending adoptions.

Romania: The Journey To Truth by Yifat Bachrach On 13 June 2003, at the conclusion of talks on cooperation between the Romanian government archives and the United States Holocaust Memorial Museum, the Romanian government issued the following statement: “The discussions held on this topic have highlighted, in the final analysis, the position of the Romanian government: encouragement of research regarding the Holocaust in Europe while emphasizing the fact that, within the borders of Romania, there was no Holocaust between 1940-1945.” The statement was harsh, given that Romania was the only ally of Nazi Germany that chose not send its Jews to extermination camps in Poland; instead they were killed by Romanian armed forces and police in the areas under its control, including occupied Ukrainian territory given to them by Hitler. The statement was all the more shocking as it coincided with the publication of a comprehensive study by Dr. Jean Ancel on the history of the Holocaust in Romania (Yad Vashem, 2003) which proves that 420,000 Jews were murdered in greater Romania and the areas under its control during the Holocaust (240,000 were Romanian citizens and 180,000 were from the Soviet Union; the study was also published in Romanian). Yad Vashem was quick to voice its serious disapproval of this statement.

Romania Agriculture unions launch protest actions Trade unions in Romanian agriculture have initiated protest actions, dissatisfied with the support given by the government to the sector and the effect that full restitution of land to former (pre-commmunist regime) owners will have on jobs in agriculture. The protests started out in the form of picketing outside the Ministry of Agriculture, Forests and Rural Development in April 2005 and continued with a protest march in June 2005. If the government does not invite them to participate in dialogue, trade unions have threatened to block the main customs points in July. 07 Jun 2005 Romania Hunger strike at Coca Cola Romania At the end of April 2005, a labour dispute broke out at Coca Cola Romania, with employees claiming a 20% pay rise and the amendment of many articles of the former collective agreement. Prior to some other forms of protest, eight employees went on a hunger strike. Workers received support from trade union federations at sector and national level.

Conscription
Conscription is enshrined in Article 55 of the Constitution, as amended in 2003, and is further regulated by the 1996 Law on the Preparation of the Population for Defence (46/1996). The length of military service is 8 months, and 4 months for university and college graduates. All men aged between the ages of 20 and 35 are liable for military service. Reservist obligations apply up to the age of 50. The Romanian government has announced that it plans to abolish conscription in 2007. The transformation into fully professionalized forces in order to comply with NATO standards has been planned for some time. Since the 1990s, the size of the Romanian armed forces and the number of conscripts has been reduced significantly. In 2003 the Ministry of Defence announced that a bill had been drafted to gradually phase out conscription by 2007. It is not known if and when this bill has been discussed by the Romanian Parliament. In 2003 the Constitution was in fact amended in order to allow for the abolition of conscription.
Statistics
The armed forces comprise 97,000 troops, including 29,600 conscripts. Every year, approx. 170,000 young men reach conscription age; approx. 35 per cent are recruited.

e-GOVERNMENT PROJECTS On December 19, 2001, the Ministry of Communications and Information Technology organized Expo e-Gov , an exhibition presenting 16 pilot projects implemented in 2001, projects that provide solutions on e-government issues. These projects will create the premises for the development of the informational society in Romania. The pilot phase of these projects is meant to demonstrate the viability of the projects’ concepts proposed by the ministry and the readiness of the Romanian public and business environment for on-line services. Enclosed you will find an appeal against the building of a fifth nuclear power plant in Finland. The plans, dating back to the time right before the Chernobyl accident, have been reactivated lately. It is almost certain that the new government, which will be appointed after the parliament elections in Marc 1999, will have nuclear power on the agenda. We therefore ask you kindly to sign the appeal directed to the Finnish government ant parliament. We will try to get the appeal published in the biggest newspapers already before the election an then later hand it over to the new government and parliament. It would be a disastrous new opening for the world wide nuclear industry if Finland would open up the nuclear markets of the Western world again. Finland would then certainly be used as an example of a high technology country trusting in the nuclear technology when the nuclear industry negotiates about new plants in Eastern Europe and in the developing countries.

Additionally, one Infantry Mountain Company, one Nuclear, Biological, Chemical Company (NBC), four MiG 21-Lancer, and medical personnel have been offered. For ISAF, Romania has deployed one Military Police Platoon, and one C-130 aircraft. Romanian Government has delivered a large quantity of training equipment for the Afghan National Guard. Romania has donated the following items in support of the Afghan National Army (ANA): 1,000 x AK-47 assault rifles, magazines and cleaning sets, 300,000 x 7.62mm rounds of ammunition, 15 x RPG-7, 8 x 7.62 PK Coy machine guns, 8 x M-37 82mm mortars, 148,720 x 7.62mm long rounds of ammunition, 148,800 x 7.62mm long blank, 8,800 x 7.62mm long tracers, and 90 x PG-7 AntiTank grenades. Romanian Government has decided to make a substantial donation consisting of cereals, stuff-food, clothes, tents etc to Afghan Government (the total amount of the donation is 3.2 million USD). The first transport, using Romanian air assets, is going to be scheduled by the end of this year.

The Declaration calls for treatment of foreign investors by host country governments no less favorable than that applied to domestic enterprises. It also promotes voluntary standards of responsible business conduct under the framework of the OECD Guidelines for Multinational Enterprises. Association with these OECD principles and standards will reinforce the Romania government's efforts to pursue investment-friendly economic reforms. Imports are dominated by trade with Germany, Italy, the Russian Federation, France, the United States, and Egypt, with a total value of USD 10.4 billion in 1996. The import commodities are fuels and minerals 24 percent, machinery and transport equipment 25 percent, food and agricultural goods 7.6 percent, chemicals 12.5 percent, other goods 30.9 percent. Romanian exports are mainly to Germany, Italy, France, Turkey, the Netherlands and China, with a total value of USD 8.4 billion in 1996. Because of the decline in real wages, Romania can compete with non-European low wage countries in textile production and labour intensive work. Main exports are textiles and footwear 27.5 percent, metals and metal products 16.2 percent, mineral products 9.0 percent, chemicals 11.2 percent, other goods 36.1 percent. Economic development
In spite of an ambitious programme, introduced in 1994 and based on the Czech voucher-system, privatisation proceeded slowly after the initial transfer of small enterprises, retail units and small farms, mostly to their operators. But in August 1995, it was decided to go ahead with the privatisation of 3,000 large firms. In total, around 80 percent of agricultural corporations were privatised by the end of 1998. A further privatisation is set for the year 1999, adding USD 740 million to state revenues. In 1998, 1,650 companies were privatised and forecasts for 1999 are higher. The government also plans to sell big companies like oil refinery Petromidia, planemaker Romaero and commercial bank Banca Romana pentru Dezvoltare (BRD). With this round of privatisation, the Romanian government hopes to secure credits from the IMF, which has urged the government to speed up privatisation and restructuring.
