Web posted at: 11:33 p.m. EST (0433 GMT) BUCHAREST, Romania (CNN) The Romanian government on Friday said it had reached an agreement with striking coal miners who had repeatedly clashed with security forces in a week-long protest that injured 100 people and brought the country to the brink of emergency law. Prime Minister Radu Vasile, who met miners' leader Miron Cozma for negotiations at a monastery near Rimnicu Vilcea , northwest of Bucharest, announced the breakthrough and said the immediate crisis was over. "Neither the miners nor the government won. Only the country won, because there will be peace," Vasile said. He did not release details of the agreement, saying they would be ironed out in Bucharest in the coming weeks.

BUCHAREST, January 28, 2005 - Today, Anand Seth, Director for S outh Central Europe and Ionel Popescu, Minister of Public Finance signed four Loan Agreements worth a total US$475 million. The loans will support the following projects: Transport Restructuring (US$ 225 million); Modernizing Agricultural Knowledge and Information Systems (MAKIS) (US$50 million); Mine Closure and Environmental and Socio-Economic Regeneration (US$120 million) and Health Sector Reform (US$80). The ceremony was held at the Victoria Palace in the presence of Calin Popescu Tariceanu, Prime Minister of Romania and Cabinet members.

      Government of Romania Launches Roma Decade
      Also available in: Romanian Bucharest, February 9, 2005 – The Romania Chapter of the Roma Decade Program 2005-2015 was officially launched today by His Excellency Marko Bela, State Minister. The event was attended by Owaise Saadat, World Bank Country Manager, Jonathan Scheele, Head of the Delegation of the European Commission in Bucharest, and Roma representatives. The Roma Decade is a groundbreaking initiative of eight Governments in Central and Southeast Europe to fight discrimination against the Roma and to work to include them as full members of European Society. The Decade started as a joint initiative of the World Bank and the Open Society Institute, and the Europe-wide Roma Decade Program was launched in Sofia on February 2, 2005. Under the Decade, the government of Romania has developed and will implement a National Action Plan containing precise targets for improvements to be met by 2015.

    The GNA has constitutional responsibility for national security and the authority to declare war or a national emergency, to order mobilization, to ratify an armistice or peace treaty, to appoint the supreme commander of the armed forces, and to award the ranks of marshal, general, and admiral. When the GNA is not in session, however, the Council of State assumes these powers and Ceausescu, as chairman of the latter, wielded these powers effectively. The small circle of Ceausescu, his family, and his closest political associates exercised real national security and defense policymaking authority, requesting and using expert advice as they deemed necessary. Composed of party and state officials, the Defense Council examined and coordinated all problems related to national security, including both external defense and internal security. It provided strategic direction to the armed forces, supervised militaryrelated industries, and made national military and economic mobilization plans to be executed by the Council of State. In addition to Ceausescu, the Defense Council also included the prime minister, minister of national defense, chief of the Higher Political Council of the Army, chief of staff of the Patriotic Guards, minister of interior, minister of foreign affairs, and chairman of the State Planning Committee. The chief of the General Staff of the armed forces served as secretary to the Defense Council. Theoretically responsible to the GNA and the Council of State, the Defense Council directly advised Ceausescu on national security and defense issues.

    Began with the Dacian Empire

    Romanians trace their history back to 300 B.C. But Romania did not become an independent, unified country until 1861. During most of the time in-between, various foreign peoples ruled all or part of Romania.
    In the years from 300 to 400 B.C., Dacian people farmed, mined gold and iron ore, and traded with neighboring peoples.
    Romania was called "Dacia" during this period.
    The Romans, under Emperor Trajan, conquered Dacia in A.D. 106, and made it a province of the Roman Empire. Roman soldiers occupied Dacia, and Roman colonists settled there. The Romans intermarried with the Dacians, who adopted Roman customs and the Latin language. Dacia became known as Romania because of the Roman occupation and influence. Barbarians from the east and north began invading Romania during the A.D. 200's. They forced the Romans to abandon the province in the late 200's. The invasions were to continue off and on until the 1100's. The invaders included Bulgars, Goths, Huns, Magyars, Slavs, and Tartars. These groups, especially the Slavs, intermarried with the Romanians. Next followed the unification movement. The period of invasions slowed the development of Romania into a unified nation. For hundreds of years, various groups fought for control of the region, and no one group gained full control. The first steps toward unification took place between 1250 and 1350. The people of Walachia, a region in southern Romania, gradually united and formed an independent state under a single ruler. The people of Moldavia, in eastern Romania, did the same. A prince ruled each state, and so they were called principalities.

    Summary of Helsinki Commission Hearing On Wednesday, September 14th, the Helsinki Commission held a hearing on Romania’s ban on intercountry adoption. Rep. Chris Smith (NJ) presided over the hearing as chairman. Representatives Benjamin Cardin (MD), Joseph Pitts (PA) and Senator Richard Burr (NC), all members of the Commission, were in attendance. Rep. Anne Northup (KY) was also present as well as Rep. Jeb Bradley (NH), both of whom have waiting parents as constituents and are involved in the cause. The hearing included testimony from a number of experts, the Department of State and the Helsinki Commission all whom advocated for intercountry adoption. The Commission expressed disappointed that no representatives from the European Union attended (3 invitations were offered and all declined). The Commission implied that this may be the first of several hearings and that this issue will be debated further. We will post information on the next steps of the Commission as soon as it becomes available.

    Groza's appointment amounted to a de facto Communist takeover. Groza named Communists to head the army and the ministries of interior, justice, propaganda, and economic affairs. The government included no legitimate members of the National Peasant Party or National Liberal Party; rather, the Communists drafted opportunistic dissidents from these parties, heralded them as the parties' legitimate representatives, and ignored or harassed genuine party leaders. On March 9, 1945, Groza announced that Romania had regained sovereignty over northern Transylvania, and in May and June the government prosecuted and executed Ion Antonescu, Mihai Antonescu, and two generals as war criminals. In October 1945, Romania's Communist Party held its first annual conference, at which the two factions settled on a joint leadership. Though the Soviet Union favored the Muscovites, Stalin backed Gheorghiu-Dej's appointment as party secretary. Pauker, Luca, and Georgescu emerged as the party's other dominant leaders. The party's rolls swelled to 717,490 members by mid-1946, and membership exceeded 800,000 by 1947. At a December 1945 meeting of foreign ministers in Moscow, the United States denounced Romania's regime as authoritarian and nonrepresentative and called for Groza to name legitimate members of the opposition parties to cabinet posts. Stalin agreed to make limited concessions, but the West received no guarantees. Groza named one National Peasant and one National Liberal minister, but he denied them portfolios and FND ministers hopelessly outnumbered them in the cabinet. Assured by Groza's oral promises that his government would improve its human- and political-rights record and schedule elections, the United States and Britain granted Romania diplomatic recognition in February 1946, before elections took place.

    GOVERNMENT
    Romania's 1991 constitution proclaims Romania a democracy and market economy, in which human dignity, civic rights and freedoms, the unhindered development of human personality, justice, and political pluralism are supreme and guaranteed values. The constitution directs the state to implement free trade, protect the principle of competition, and provide a favorable framework for production. The constitution provides for a President, a Parliament, a Constitutional Court and a separate system of lower courts that includes a Supreme Court.
    The two-chamber Parliament, consisting of the Chamber of Deputies and the Senate, is the law-making authority. Deputies and senators are elected for 4-year terms by universal suffrage. Elected officials at all levels of government, with the exception of the President and mayors, are selected on the basis of party lists, with parliamentary seats, city and county council representation, all allocated in proportion to party choices made by the electorate.
    The president is elected by popular vote for a maximum of two terms. The length of the term was extended from four to five years in an October 2003 constitutional referendum. He is the Chief of State, charged with safeguarding the constitution, foreign affairs, and the proper functioning of public authorities. He is supreme commander of the armed forces and chairman of the Supreme Defense Council. According to the constitution, he acts as mediator among the power centers within the state, as well as between the state and society. The president nominates the prime minister, who in turn appoints the government, which must be confirmed by a vote of confidence from Parliament.

    Is Romania's Government Crumbling?
    Catherine Lovatt The Romanian government is facing severe problems. Public confidence in the government is dwindling, the economy has reached its lowest point since the collapse of Communism in 1989 and the conflict in Kosova has only intensified that economic deterioration. Prime Minister Radu Vasile is grappling with a situation that is spiralling out of control. Consequently, the position of Vasile and his government is increasingly threatened. Could this threat lead to collapse? The 1996 Romanian elections saw Emil Constantinescu (pictured) chosen as President and a democratic coalition brought to power with a convincing majority. May 1999 saw Prime Minister Vasile confronted with the Cabinet's second vote of no confidence in five months. Luckily, Valsile survived - defeating the leftist and nationalist opposition by a vote of 248 to 147. Vasile then told the assembly "The problems now facing the country are extremely difficult, and we must learn to show solidarity... in order to weather this period" (Reuters, 20 May 1999). Solidarity is a necessity if Romania is to overcome its debt-servicing peak which is expected to reach USD 900 million this month. The nation is becoming sceptical, however, and any links of solidarity are tenuous. Austerity is taking its toll. Ten years after the fall of Communism, Romania faces a third consecutive year of a contracting economy. Average monthly wages of USD 100 are among the lowest in Europe. Prices are rising, taxes are high and the banking sector is crumbling.
