PRESENTATION ROMANY CULTURE AND CIVILISATION    Romany culture and civilisation represents one of the most controversial chapter subjects concerning the Romany population. The work has two parts (Part I: Concerning the Romany culture, Part II: Romany Civilization) and is a sociological research.    Another chapter presents the Romany population as an inspirational source for writers such as Romanian and foreign writers: Ion Budai Deleanu Nicolae Balcescu, Mihai Eminescu, Ion Luca Caragiale, Cervantes, Victor Hugo, Merime, Federico Garcia Lorca, painters: Nicolae Grigorescu, Theodor Aman, Arthur Verona and composers: Bizet and Ion Voicu.   The second part of the work “Romany Civilization" presents the skills and the professions of the Romany population. An important part represents their social integration as a way of active participation within the civil society and not assimilation. In this respect there is presented data obtained through empirical sociological investigations made in Punjab and in Romania, Yugoslavia, Hungary, Slovakia, Bulgaria, Germany, England etc.    Other elements of Romany civilization are presented: their religion, their nomadic and sedentary family, the biths the marriages and the funerals. The traditional and new social organization is presented through the role of the formal and informal leaders: judges, cnezi, bulibasa, kings and emperors. Krisul Romalo as a courthouse is analyzed through . the values which are used in order to promote the peace inside and outside the microcommunity.

    HISTORICAL BACKGROUND
    Another feature of Romanian culture is the special relationship between folklore and the learned culture, determined by two factors. First, the rural character of the Romanian communities resulted in an exceptionally vital and creative traditional culture. Folk creations (the best known is the ballad Miorita - The Ewe Lamb ) were the main literary genre until the 18th century. They were both a source of inspiration for cultivated creators and a structural model. Second, for a long time learned culture was governed by official and social commands and developed around courts of princes and boyars, as well as in monasteries. The first printed book, a prayer book in Slavonic, was produced in Wallachia in 1508 and the first book in Romanian, a catechism, was printed in Transylvania, in 1544. Until the 18th century written culture mainly consisted of historical, moral, religious and legal writings. An outstanding personality of that time was prince Dimitrie Cantemir (1673-1723), for a short while ruler of Moldavia, prominent in various areas of humanist culture: history, philosophy, music, literature. He was known in the learned Europe as a remarkable scholar, author of writings in Latin: Descriptio Moldaviae (commissioned by the Academy of Berlin, the member of which he became in 1714) and
