The end of World War I saw the United States retreat into isolation. The Senate refused to ratify the Versailles Peace Treaty that ended World War I. The U.S. failed to join the League of Nationsthe international organization that was the less-successful interwar predecessor of the United Nations. The U.S. raised tariffs early in the 1920s (although not to levels that appreciably discouraged imports). Most important, perhaps, the 1920s saw he end of free immigration into the United States. Migration from Asia had been restricted for several generations. Migration from Africa had never been an issue. But up until the mid-1920s migration from Europe had been unrestricted. More than 1.2 million immigrants had come to the U.S. in 1914. But once the immigration restrictions of the 1920s took effect, the overall total was fixed at only 160,000 or so immigrants a year. Moreover, different nations had different quotas. The quotas for immigrants from northern and western Europe were more than ample for the demand. The quotas for immigrants from southern and eastern Europe were very small. The United States tried to pretend that the rest of the world did not really exist. Its people turned inward, and they found that they had plenty to do. For in the 1920s the United States became a modern middle-class economy of radios, consumer appliances, automobiles and suburbs. Nearly thirty million motor vehicles were on the road in 1929, one for every five residents of the country. Mass production had made the post-World War I United States the richest society the world had ever seen.

The Roaring Twenties (1939) is action director Raoul Walsh's first gangster film (and first film for Warner Bros.). [Walsh replaced director Anatole Litvak at the last minute.] This newsreel-like, semi-documentary, authentic-looking film, with both hard-hitting gangster genre action and romantic sentiment, shares a lot of similarities and is reminiscent of the greatest gangster films of the 30s, including Little Caesar (1930) Scarface: The Shame of the Nation (1932) , and Public Enemy (1931) . All of these films portray bootlegging, numerous murders, gangster life, and the death of the hero at the conclusion. At the end of the thirties, Walsh's 'social history' film eulogizes and recreates the entire Jazz Age decade, Prohibition and its repeal (including the process of manufacturing bathtub gin), and the Depression era (through the mid 1930s) with an expansive, eulogistic perspective within an historical framework. However, the protagonist is portrayed as a reluctant victim of social and environmental conditions during the time period - as a returning WWI doughboy to a 1918 America of unemployment, he is lured to a corruptible life as a small-time hood after being denied his old job and after taking advantage of poorly-conceived government laws. Then, as a struggling taxi-cab driver after a change of fortune during the Depression, he becomes a poverty-stricken, alcoholic "forgotten man" in the 30s.

    World War I may not have made the world safe for democracy, but it did help to lay the groundwork for a decade of American economic expansion.     Questions to Ponder

    It seems natural to talk about time in decades. We all do it. We even organize history by decades and centuries. These are convenient ways to divide up time. Decades are often used to divide up the story of an individual or a nation. But is this really accurate? Is one decade dramatically different from the one before it or after it, or do time and historical events flow along without regard to the calendar? The "Roaring Twenties" has a colorful sound to it, but what does it really mean? Does it mean that whatever qualities that made America "roar" during the 1920s were absent before 1920 or after 1930? To understand the 1920s one needs to think about the end of World War I in 1918 and the effect that war had on Americans who wanted to get back to leading their own lives and put the war behind them. Many of the important changes that occurred in the Twenties mass consumption of manufactured goods, automobiles, radio, the movie industry, the rise of suburban living had their origins in the previous two decades. The stock market crash of 1929 would have lasting effects on the economy for many years beyond 1929. The effect of the automobile on America of the 1920s, profound as it was, is an ongoing saga to present times. One could easily make the case for the 1950s being the next big expansion of the use of automobiles and the decade of the superhighway.
