Last fall, schools that received federal money for poor children were supposed to notify parents if their children weren't being taught by highly qualified teachers. Not only does compliance appear to be spotty, but the Rhode Island Department of Education has no idea how many districts have sent letters home because it says it doesn't have the staff to track this information. "I couldn't tell you right now how many districts have complied," said David Abbott, assistant commissioner of the Department of Education. "We just don't have the capacity to monitor this maze of very complex legal mandates." The department has formed its assessment of compliance based on anecdotal reports.

RI Teachers Strive for Excellence

Just this past month, 46 more Rhode Island teachers received their certification from the National Board for Professional Teaching Standards, an organization that is leading the way to making teaching a profession dedicated to student learning and to upholding high standards for professional performance.
Representing school districts in Westerly, Warwick, Pawtucket, Lincoln, Coventry, Johnston and other Rhode Island communities, the 46 teachers completed a rigorous year-long process that involves videotaping themselves before a class of students, written tests in their content area and judgment of their teaching performance by a panel of 42 professionals from around the nation. This is a professional development incentive that judges a teacher's skills and knowledge where they count the most in the classroom, in front of the students.
The 46 teachers who received their NBPTS credentials last month bring to 106 the number of teachers in Rhode Island who have received the national certification. While that total number is small in comparison to the number of teachers in other states around the nation who have received their certification, Rhode Island still ranks No. 1 among New England states in NBPTS certification. Moreover, the percentage of certified Rhode Island teachers compared to all teachers in the state puts Rhode Island near the top nationally.

The Board's jurisdiction is outlined in Section 1.00.4 of the Board's Rules and Regulations , which states: "The Board's jurisdiction over employers is not expressly limited by state law; however, the Board's jurisdiction is preempted as to certain employers, by federal law. As a practical matter, for many years, the Board's cases have been limited to municipal, state and quasi-state (various "authorities") employers.

English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

CURRICULUM AND INSTRUCTION
Health Education
Statute (no date available) requires health and physical education instruction in grades 1 through 12 for an average of at least 20 minutes in each school day. The Rules and Regulations for School Health , (R16-21-SCHO, 2002), approved by the Rhode Island Board of Regents for Elementary and Secondary Education (state board of education) also requires instruction for students in kindergarten through grade 12. However, health is not listed among the state's high school graduation requirements.
The Rules and Regulations for School Health includes the state's performance goals for health. In addition, it provides for formal approval of Health Literacy for All Children: The Rhode Island Health Education Framework (1996), which contains standards and student performance descriptions (performance indicators) and is based on the National Health Education Standards Health Education Instructional Outcomes (1998) is a companion document to the Framework that provides curriculum committees in local districts a resource to help them develop, evaluate, revise and improve existing Kindergarten-12 health education curricula.

The New York City Department of Education actively recruits and hires teachers from other states and jurisdictions.
