EDUCATION WEEK'S failing grade to Rhode Island for its education policies does not reflect the important work being done here, and could be misleading. As founding editor of Education Week and Quality Counts, I feel obliged to try to clarify why our state got an "F." First, Quality Counts did not evaluate schools the way headlines tend to suggest. The grades are based on the policies that states put into place to advance standards-based reform and to improve the quality of teaching, the school environment, and the adequacy and equity of school financing. In actual student achievement calculated by student scores on federal reading, writing, math and science exams Rhode Island scores generally above average. Rhode Island fared poorly in the Education Week assessment not because it has bad education policies but because it has chosen a reform course that is different from that of most other states. And the indicators that the newspaper uses, plus the data supplied to it by other agencies, reflect the mainstream approach to standards- based reform. For example, in the evaluation of state standards and assessments, Rhode Island lost points because it does not have standards in the four core subjects: English, math, science and social studies, and it does not test students in all four disciplines. Rhode Island deliberately chose to concentrate on reading and math until schools are making real progress in those key areas. I believe, as do many others, that this is a more sensible approach than having detailed content standards in four or more subjects for every grade level. The results of a teacher survey in Quality Counts reveals that teachers complain that there is not enough time to teach all the standards mandated in most states, and the pressure to assess student achievement in four or more subjects is forcing teachers to spend too much time teaching to the tests.

    Methods of Gathering and Verifying Data
    A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    The Policy Context for Teacher Professional Development
    Professional development financial data by itself is not as meaningful as analyzing it in the context of state policies, requirements, and practices. This section discusses that policy context.
    State Mandates and Mechanisms
    Outside of the North Central Region, a number of states reported that they require intermediate service agencies to develop plans for teacher professional development. These state are California, Missouri, New Hampshire, New York, Texas, and Oregon. Ten states reported requiring local school districts to develop annual plans for teacher professional development (California, Florida, Georgia, Idaho, Missouri, New York, Oregon, Rhode Island, Tennessee, and Texas). No such requirements exist in Nebraska, New Hampshire, and South Dakota. Missouri, New York, Oregon, Rhode Island, and Texas also imposed such requirements on individual schools.
    Teacher Professional Development and Teacher Certification and Employment
    Within the North Central Region, Indiana, Iowa, Michigan, Minnesota, and Ohio all reported having requirements that certified teachers enroll in continuing education courses for continued certification. Only Illinois reported that it did not. Indiana and Michigan also reported that such an action was required for continued employment.

    Accrediting Agencies and Associations Recognized
    by the Secretary, U.S. Department of Education
    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.
