    Dear Mom-I-am, dear Mom-I-am, we have a problem, Mom-I-am. Your son won't do what he must do. He drives me crazy, yes it's true! He will stall and squirm and hum, and leave all of his work undone. He dreams and will not pay attention, have you considered medication? With other kids he does not play, he is alone much of the day. Something does not seem quite right, because I know he must be bright. He seems to learn, despite the rest, but the work is not his best. He is disruptive, yes it's true. He just won't do what he must do! Yes, teacher, I can really see, how frustrating all this must be, A child who does not meet the norm, a child whose mold won't fit the form. I've had him tested on WISC-III, by your approved test agency. He scores far higher than the mean, there's more to this that can be seen. So help us, help us find the way, to teach this child best if we may. He is not like the rest you see, he acts and thinks far differently.

    Rhode Island's Permanent School Fund, planning for the future

    Rhode Island legislators need to stop the "live for today" philosophy and start preparing a long-term educational funding plan. As representatives of our communities, it is our responsibility to begin planning for future educational costs and alternative funding methods to guarantee basic education opportunities to all of Rhode Island's children. School departments struggle to develop comprehensive plans for the future because they have no financial commitment from the General Assembly.
    To combat ever-growing education costs, I have submitted legislation to provide a financial resource for the Permanent School Fund as described in the Rhode Island Constitution, Article XII, Section 2. The document states, "Perpetual school fund. The money which now is or which may hereafter be appropriated by law for the establishment of a permanent fund for the support of public schools, shall be securely invested and remain a perpetual fund for that purpose."
    Our state's founding fathers were wise enough to understand the importance of establishing a perpetual and permanent financial resource for educational programs. They understood that providing basic education to all Rhode Islanders is not a privilege, but a responsibility of the state. They did not, however, propose pawning this responsibility off on the local towns and cities through increased property taxes.

    Rhode Island
    The State of Rhode Island and Providence Plantations, one of the thirteen original colonies, is in extent of territory (land area, 1054 square miles), the smallest state in the American union . It includes the Island of Rhode Island, Block Island, and the lands adjacent to Narragansett Bay, bounded on the north and east by Massachusetts, on the south by the Atlantic Ocean, and on the west by Connecticut. The population, according to the United States Census of 1910, numbers 542,674. Providence, the capital, situated at head of Narragansett Bay, and having a population of 224,326, is the industrial centre of an extremely wealthy and densely populated district. During the latter period and for several years afterward came a heavy immigration from Ireland, followed by a large influx from Canada. For the last twenty-five years, the increase from European countries, especially Italy, has been great. According to the State census of 1095, the number of foreign-born in Rhode Island is as follows; born in Canada, 38,500; in Ireland, 32,629; In England, 24,431; In Italy, 18,014; In Sweden, 7201; In Scotland, 5649; in Portugal, 5293; In Russia, 4505; in Germany, 4463; in Poland, 4104. This classification does not distinguish the Jews, who are rapidly increasing, and who in 1905 numbered 14,570.

    Historical Highlights of Rhode Island’s Black Community By the late 17th century, Rhode Island had become the only colony in New England to use slaves for both labor and trade . Newport and Bristol were the major slave markets in the American colonies. Although slave trade and plantations were considered to be a southern way of life, they also existed outside the south . In Rhode Island, they took the form of the Narragansett plantation family, the Middletown crop workers, and the indentured and slave craftsmen of Newport. Moses Brown freed his slaves after becoming a Quaker and let a strong abolitionist force that made Rhode Island among the first or the colonies to pass legislation to end slave-trading. John Bower, however, did not share his brother Moses’ philosophy. A merchant, state representative, and powerful slave holder. John was tried for slave -trading in 1796 and was found "not guilty". This acquittal convinced many that the new legislation was useless, especially against the wealthy and powerful who engaged in this practice.     Whereas
    • children are at high risk to the adverse effects associated with pesticide exposure;
    • numerous studies document that children exposed to pesticides suffer elevated rates of childhood leukemia, soft tissue sarcoma and brain cancer;
    • studies link pesticide exposure to the alarming childhood asthma rate and respiratory problems;
    • scientists increasingly associate learning disabilities or attention deficit disorders with low-level toxic chemical exposure because of their affect on the central nervous system;
    • pesticides can increase susceptibility to certain cancers by breaking down the immune system's surveillance against cancer cells;
    • infants and children, the aged and the chronically ill are at greatest risk from chemically induced immune-suppression; and

    • the rate of childhood cancer is increasing approximately 1% per year on average, and cancer is the leading cause of death by disease among non-infant children under the age of 15;

    235 Promenade Street Providence, RI 02908-5767 fax 222-2017 Overview The Office of Air Resources is responsible for the preservation, protection and improvement of the air resources of the State. This is accomplished mainly through regulating the emission of air pollutants from stationary sources, and more recently, from mobile sources. Planning, air pollutant emission inventory, and air quality monitoring functions are also major activities. The pollutants regulated fall into two broad categories, criteria pollutants and air toxics. Criteria pollutants, in general, are those that are irritants or have other minor and/or acute health or environmental effects. Examples are ground level ozone and carbon monoxide. Air toxics are pollutants that, for example, are carcinogens, or have other major and/or chronic health effects. Examples are benzene and trichloroethylene. Rhode Island, and much of the Northeast U.S., does not meet the health-based standard for ozone. Much of the work of the Office of Air Resources is related to assuring the State improves its air quality in order to attain the standard on the schedule required by the federal Clean Air Act. The OAR is working to implement new emission reduction programs and is working with other states to assure emission reductions in the region help Rhode Island attain the standard.

Provided, however, that nothing in this subsection or in subsection (a) of this section shall prohibit or limit cities or towns from enacting programs of early intervention and/or mediation in an effort to address the problems of students who are habitually late or absent from school.

    Goal 1 To ensure that all students with disabilities are taught by "highly qualified teachers".
    Goal 2 To expand the opportunities available to children with disabilities to participate in the general curriculum and to improve their performance on state assessments and in other outcome measures
    Goal 3
    To develop and inform educational leaders who will facilitate the participation and progress of children with disabilities in the general curriculum.
    System change will result from the activities through which these goals will be implemented. Specifically, systems change will be evidenced in:
    a) the existence of alternative approaches for recruiting and preparing personnel;
    b) the existence of an increased number of personnel who can effectively educate children with disabilities in the general curriculum;
    c) increased capacity of the 52 lowest achieving schools in the state (and other schools) to educate children with disabilities in the general curriculum;
