21st Century Community Learning Centers Grant Program Support and Assistance [detail]
This project provides support and information related to the 21st Century Community Learning Centers grant program. Specifically, our efforts are focused on sustaining a high level of quality at project sites through targeted assistance and support for SEA coordinators, regional and local efforts. The Education Alliance continues to facilitate the interactions between the U.S. Department of Education and state coordinators in our region, as well as acting as a partner with a number of foundations and other entities involved in promoting extended day learning in schools.
Adolescent Literacy Project [detail]
In collaboration with the Center for Secondary Inquiry in Maine and CRM, The Education Alliance continues to produce research-based resources to provide guidelines for planning, implementing, and sustaining adolescent literacy initiatives at the secondary level; and to support professional development by illustrating the application of effective secondary literacy classroom practices in subject areas. The emphasis in this project in will be to disseminate useful research-based materials in Maine and analyze their application for wider dissemination.
Staff will also explore ways to align this work with a project of the Education Department at Brown University that focuses on the performing arts to engage secondary level students in literacy. That Brown University project takes place in several urban high schools in Rhode Island, primarily in Central Falls and Providence. These sites would be used to test our process in urban school settings and provide expanded learnings for other projects in this program area.

Budget Primer The purpose of this primer is to clarify the annual budget and appropriations process. Appropriation Process . According to Article IX Section 16 of the Rhode Island Constitution, and the Rhode Island General Laws Section 35-3-7, the Governor must present spending recommendations to the Legislature. The Budget reflects expenditures for both the current and upcoming fiscal year and identifies the sources of financing for those expenditures. On or before the third Wednesday in February, unless delayed by act of the Legislature, the Governor must submit to the General Assembly a budget containing a complete plan of estimated revenues and proposed expenditures, with a personnel supplement detailing number and titles of positions of each agency, and estimates of personnel costs for the next fiscal year. The budget is proposed by the Governor and considered by the General Assembly, which may increase, decrease, alter, or strike out any item in the budget, provided that the action would not cause an excess of appropriations over anticipated revenue receipts. No appropriation in excess of budget recommendations may be made by the General Assembly unless it provides the necessary additional revenue to cover such appropriation. The Governor may veto legislative appropriations. The Legislature may override any veto by a two-thirds majority vote. Supplemental appropriations measures must be submitted by the Governor to the General Assembly on or before the second Tuesday in January. Supplemental appropriations by the General Assembly must also be supported by additional revenues.

Population density has increased 5 percent since 1982. The amount of developed land increased 16 percent between 1982 and 1992. Thirty-seven percent of the state's wetlands have been lost. The state has 16 federally listed threatened and endangered species. Biological Diversity Policy Status of Biodiversity Science
    Rhode Island has a coordinated assessment system in place. The Rhode Island Natural History Survey is working to publish a statewide inventory of flora, fauna, and habitats. The project is also seeking to enhance communication among state environmentalists and life scientists. The state also utilizes its Natural Heritage data base and GAP. The state's GAP is conducted jointly with Connecticut and Massachusetts. The program was started in 1991. Vegetation mapping is almost complete, species/habitat associations are underway, and validation is planned. Endangered Species Rhode Island has an endangered species act that protects animals and plants. (R.I. Gen. Laws, 9520-37-1 to 5) Listings are based on scientific data. The law does not require recovery plans, critical habitat designation or agency consultation. Penalties for violation include fines ranging from $500 to $5,000 and imprisonment of not more than one year.
