Matching Grant Program Highlights
Who is Eligible?
Those families with an AGI of 200 percent or less of the poverty level will receive the largest match of $2 for every $1 they contribute for a total of up to $1,000, annually. Those families with an AGI of 201 percent to 300 percent of the poverty level will receive $1 for every $1 they contribute for a total of up to $500, annually. (See 2002 Income Guidelines brochure insert for more details on income requirements.)

How do Families Apply for Matching Grants?
After a parent has contributed to their child's CollegeBoundfund account over the course of a year, he/she must apply by April 30 of the subsequent year for grants to match their contributions. Applications may be ordered by calling 1-866-FIVE-TEN or by visiting the program's website at www.FIVE-TEN.org. Once the parent or guardian is deemed eligible to participate in the program, a separate matching grant account is established in the child's name and the matching grant funds are invested in the CollegeBoundfund Principal-Protection Income Portfolio (PPI). (See the CollegeBoundfund Program Description for more details about PPI.)

CURRICULUM AND INSTRUCTION
Health Education
Statute (no date available) requires health and physical education instruction in grades 1 through 12 for an average of at least 20 minutes in each school day. The Rules and Regulations for School Health , (R16-21-SCHO, 2002), approved by the Rhode Island Board of Regents for Elementary and Secondary Education (state board of education) also requires instruction for students in kindergarten through grade 12. However, health is not listed among the state's high school graduation requirements.
The Rules and Regulations for School Health includes the state's performance goals for health. In addition, it provides for formal approval of Health Literacy for All Children: The Rhode Island Health Education Framework (1996), which contains standards and student performance descriptions (performance indicators) and is based on the National Health Education Standards Health Education Instructional Outcomes (1998) is a companion document to the Framework that provides curriculum committees in local districts a resource to help them develop, evaluate, revise and improve existing Kindergarten-12 health education curricula.

Operating under a so-called strong mayor form of government, the Mayor exerts a great deal of control over most city departments, including finance, and has appointive powers in selecting department heads and the members of most boards and commissions. We, the student body of Rhode Island College, create this document in order to ensure and protect the rights of all students. All students on this campus possess and retain the inalienable rights granted them by the United States Constitution. Attendance at Rhode Island College does not revoke any of these rights. Regulatory Overview for 2004
Twice a year, the Rhode Island Department of Environmental Management (RIDEM) publishes a wish list of regulatory objectives it would like to see fulfilled. As with all wish lists, the items desired are difficult to obtain. In particular, the promulgation of new and revised environmental regulations is a laborious and time-consuming process, shaped by stakeholder input, public comment, funding, and countless other variables. Nevertheless, RIDEM was able to check off two key items on its regulatory agenda for 2004. These regulatory achievements, the product of several years in the making, will have a significant impact on business and industry in Rhode Island. The 2004 mercury regulations address the following subjects:
As of January 1, 2003, providers of elemental mercury can only distribute the mercury for medical, dental, or research purposes. Section 7 requires the recipient of the mercury to complete a certification statement for each delivery that is to be submitted to RIDEM by the provider on no less than a monthly basis.
Although the above described restrictions went into effect starting as early as January of 2002, the penalties for their violation do not kick in until July 1, 2005. The civil penalty range is $1,000.00 for a first-time violation and up to $5,000.00 for subsequent violations.

37-2-7. Definitions.
The words defined in this section have the meanings set forth below whenever they appear in this chapter, unless the context in which they are used clearly requires a different meaning or a different definition is prescribed for a particular section, group of sections, or provision: (28) "State agency" means any department, commission, council, board, bureau, committee, institution, or other governmental entity of the executive or judicial branch of this state not otherwise established as a body corporate and politic, and includes, without limitation, the board of governors for higher education except for purchases which are funded by restricted, sponsored, or auxiliary moneys and the board of regents for elementary and secondary education. (29) "Governmental entity" means any department, commission, council, board, bureau, committee, institution, legislative body, agency, or government corporation of the executive, legislative, or judicial branches of state, federal, and/or local governments.
