    There is no standard law or rules in Rhode Island regarding whether or not the nonpossessory parents overtime will be used to calculate child support. One Judge in Rhode Island consistently rules that overtime compensation cannot be used to calculate child support. However, that same Judge will consistently go 15 percent over the Child Support Guidelines. Other Judges in Rhode Island have different opinions regarding overtime. The Family is a court of equity/fairness. Judges in Rhode Island will typically look at whether or not a person consistently works overtime over a substantial period of time. Judges may also look at whether or not overtime is consistently offered to a spouse. If overtime is infrequent or not typically offered Judges may be hesitant to calculate overtime as a factor of child support. In that case, many attorneys argue that a person income should be calculated using their W2 or gross income for the entire calendar year. By calculating gross income over an entire calendar year even infrequent overtime becomes an element of child support.

Through the Shepherd Program, St. Mary's Home for Children provides outpatient and in-home treatment for children, adolescents and adults utilizing licensed and master's level clinicians. Diagnoses may include, but are not limited to depression, adjustment disorders, personality disorders, post traumatic stress disorders, attention deficit, hyperactive disorders, etc. The Shepherd Program was established in 1985 to provide outpatient individual and group counseling for children and adolescents who are victims of sexual abuse or have sexual behavior problems. It is the most comprehensive program of its kind in the State of Rhode Island. The Shepherd Program employs eleven clinicians with an expertise in sexual abuse treatment. Therefore, the needs of an entire family can be served by one agency. The Shepherd Program provides assessment services, individual therapy, group therapy and family therapy to child victims, children with sexual behavior problems, juvenile sex offenders, non-offending parents, adult survivors of sexual abuse and children impacted by divorce. Shepherd Program staff members also provide education and training to other professionals and members of the community regarding sexual abuse and sex offender dynamics. Group Treatment Services
  • Victims' groups for young and latency age children, as well as for teenagers, serve to educate and support survivors of sexual abuse by encouraging group members to learn and practice coping techniques, safety skills and healthy boundaries. The goals for these groups are to increase recognition of personal impact of past sexual abuse; and improve self-esteem and social skills.

Educational Programs Inside Mental Illness is the NAMI Rhode Island education program specifically directed to young people. While other sources offer information about mental health in terms of stress management or violence prevention, Inside Mental Illness educates youth specifically about the major biologically based brain disorders. The content includes the most current information about symptoms, diagnosis, and treatment of mental illness and also very directly addresses the issue of stigma. The teaching team is composed of individuals living successfully with mental illness who are very personable and open about their experience. Inside Mental Illness is an interactive educational outreach program designed for eighth- and ninth-grade public school students but adaptable to any level. The content has been designed to reach young people at an age when they are capable of absorbing new information but their values and attitudes are still open to change. The course is divided into two forty-five minute segments, usually one week apart; meeting the teachers once and greeting them as friends for the second class establishes a bond important to the emotional impact of the stigma segment. NAMI-RI's School Outreach Program has reached hundreds of individuals and every school district in Rhode Island. There are two basic presentations: one focused on the staff needs of elementary school age children, and the other for those concerned with middle and high school students. Both presentations are accredited by the state department of education for professional development credit. The presentation team includes the Assistant Director of NAMI-RI, an education professional who is also a parent, and a young adult who reflects on the experience of growing up with a mental illness. A twenty-five-page packet of information and resources is distributed to each participant.

Adult Education: Literacy and Self-Advocacy Skills New Hampshire: Since 1998, The Right Question Project has worked with the New Hampshire Bureau of Adult Education to integrate our educational strategy into their Adult Literacy programs. More than 60 educators are using the RQP method to help their students build skills to advocate for themselves and navigate systems. An adult educator shared this story about the impact of RQP on one of her students:

Nashua, NH: The Nashua Adult Learning Center (ALC) has been particularly successful in using RQP in their Family Empowerment Project. The ALC has shared our method for teaching advocacy skills with staff members, who have then shared it with colleagues and participating families. Future Reflections Summer/Fall, 2002 back next contents Rhode Island Department of Education: Cutting or Gutting Services to Blind Children? This is the question uppermost in the minds of over 150 families of blind and visually impaired children in Rhode Island. And so far no one is coming forward with any answers. Many states across our nation (Rhode Island among them) are struggling with revenue shortfalls and other budget problems. A weakened economy has compelled several state governors to order across-the-board cuts in state government spending. In such circumstances it isn’t uncommon for services to blind children to take a proportional hit. In some states this means budget cuts to the state-funded schools for the blind. In a few states (such as New Jersey) children’s services provided by state-funded commissions for the blind suffer cutbacks as well. None of this is pleasant, but neither is it unexpected, nor, providing that the programs had reasonable funding in the first place, is it grossly unfair. This is not to say that parents and blind advocates should take such cuts meekly—only that cycles of fat times and lean times are normal, and all must work together to minimize the impact of the lean times. But making cuts in a program is one thing; gutting it is another. A trimmed rose bush can grow back; a gutted fish is a goner.

A FABLE? One time the animals had a school. The curriculum consisted of running, climbing, flying and swimming, and all the animals took all the subjects. The duck was good in swimming, better than his instructor, and he made passing grades in flying, but was practically hopeless in running. He was made to stay after school and drop his swimming class in order to practice running. He kept this up until he was only average in swimming. But, average is acceptable, so nobody worried about that but the duck. The eagle was considered a problem pupil and was disciplined severely. He beat all the others to the top of the tree in the climbing class, but he had used his own way of getting there.
