More subscriber services Environmental Journal by Peter Lord: Fisheries agency seeks comments on new whale rules 01:00 AM EST on Sunday, March 27, 2005 During the last year, 17 whales, including 6 highly endangered North Atlantic right whales, became entangled in fishing gear along the East Coast. About 72 percent of the 300 or so right whales in existence bear scars from entanglements. Now, the National Marine Fisheries Service has concluded several years of studies by proposing modifications to the gear fishermen use offshore. Hearings are scheduled throughout the Northeast. The sole Rhode Island hearing is scheduled for Tuesday from 6 to 9 p.m. at the Hotel Viking in Newport. The National Marine Fisheries Service devoted 41 pages of text and maps to describing the new rules and their effect. The key change would be to phase out the use of ropes that float to the surface from lobster pots and nets. Another requirement calls for installing weak links in gear so that when whales become entangled, the lines part.

PROVIDENCE - The Department of Environmental Management announces that the Dutra Farm in Jamestown has been named Rhode Island's 2003 Outstanding Dairy Farm of the Year by the Rhode Island Green Pastures Committee. Winning dairy farmers from each New England state will be honored at an awards banquet on September 12 at the Eastern States Exposition in West Springfield, MA. The Rhode Island Green Pastures Committee chose the Dutra Farm because of its outstanding relationship with the community, its use of good management practices, and its commitment to open space preservation in Jamestown. The Dutra Farm, now owned by Joseph and Jessie Dutra, dates back to colonial times and was once owned by Joseph Wanton, Jr., Deputy Governor of Rhode Island in 1764 and 1767. Joe Dutra is a third generation dairy farmer. His grandfather, Joseph Furtado Dutra, born in the Azores, immigrated to America around the turn of the century and purchased 40 acres of the then-called Wanton Farm in 1917. He began farming with a few cows, laying hens, fruits and vegetables, and purchased the rest of the acreage in the 1930s. He passed the farm on to his son, Joseph Furtado Dutra, Jr., as primarily a dairy farm, who in turn passed it down to his son, a 1972 University of Rhode Island graduate with a Bachelor of Science degree in animal science.

You are visitor A separate and distinct area of gardening is that of the Master Gardener - the voluntary arm of the Agricultural Extension Services. As a Past President and member of the Harris County Master Gardener Association (Houston, Texas), I am more familiar with the Texas Master Gardener program but Master Gardening is nationwide in scope and on this page I will be attempting to put it all together. I am often asked the question, "Who and what are 'Master Gardeners'"? The following comments, questions and answers are geared primarily to the Texas Master Gardener Program. However, with slight differences, they also apply to all 50 states since all now have "Master Gardener Programs". They also generally apply in the four Canadian provinces with the program except for the sponsorship of Cooperative Extension agencies. Master Gardeners are members of the local community who take an active interest in their lawns, trees, shrubs, flowers and gardens. They are enthusiastic, willing to learn and to help others, and able to communicate with diverse groups of people. What really sets Master Gardeners apart from other home gardeners is their special training in horticulture. In exchange for their training, persons who become Master Gardeners contribute time as volunteers, working through their cooperative Extension office to provide horticulture-related information to their communities.

The work plan includes the development of educational and training programs in primary care at Brown University School of Medicine including supporting the primary care interest group, the primary care shadowing program, clerkship and elective opportunities in primary care. The Workplan also deals with developing financial incentives for primary care practice such as loan repayment and increasing primary care physicians' salaries. The Office of Library and Information Services has announced the following LORI grant awards for FY 2002. Grant programs are supported by the federal Institute of Museum and Library Services with funds from the Library Services and Technology Act. Please see About LSTA Grants for grant award criteria.

Library Services and Technology Act
The specific goal of the LORI grant program is to fund projects that contribute to resource sharing among LORI libraries. Priority is given to cooperative projects involving more than one library, and to projects that address sharing resources and holdings information online. OLIS makes awards based on recommendations from a LORI Committee Working Group that reviews all the grant applications. The members of the Evaluation Working Group for the FY2002 LORI Grants were Holly Albanese, Hope Library; Chaichin Chen, OLIS; Celeste Dyer, Cumberland Public Library, and Ron Fark, Brown University Library. The Working Group chairperson was Sheila Carlson.
