ARTICLE I - NAME Section 1.
The name of this association shall be the Rhode Island Educational Media Association. ARTICLE II - PURPOSE Section 1.
The purpose of the association shall be to provide leadership in defining, interpreting, and promoting educational media and media programs (1) in the educational institutions of Rhode Island; (2) through the encouragement of professional development of media personnel; (3) by serving as facilitator between the State Department of Education, Office of Library and Information Services, professional organizations and the general public. ARTICLE III - MEMBERSHIP Section 1.
All persons interested in the field of educational media are eligible for membership in the Rhode Island Educational Media Association. ARTICLE IV - EXECUTIVE BOARD Section 1.
The Executive Board shall be the governing body of the Association whose function shall be to carry on business of the Association between membership meetings. All meetings of the Executive Board, except their executive sessions, shall be open to all members. Voting privileges at the Executive Board meetings shall be restricted to Board members. Dates and places of Executive Board meetings will be published annually in the Newsletter's first issue of the academic year. Section 2.

GAO "New" CPE Requirements
On April 22, 2005, the GAO released a document entitled "Guidance on GAGAS Requirements for Continuing Professional Education" that will be effective for CPE measurement periods beginning on or after June 30, 2005 (with earlier adoption encouraged). The document provides guidance to auditors in meeting the CPE requirements contained in the Yellow Book and replaces the predecessor 1991 CPE Interpretation. THE DOCUMENT IS A MUST READ FOR ANYONE CONDUCTING OR CONTEMPLATING YELLOW BOOK ENGAGEMENTS. The document contains more significant changes than were anticpated, some are listed below.

Rhode Island
The State of Rhode Island and Providence Plantations, one of the thirteen original colonies, is in extent of territory (land area, 1054 square miles), the smallest state in the American union . It includes the Island of Rhode Island, Block Island, and the lands adjacent to Narragansett Bay, bounded on the north and east by Massachusetts, on the south by the Atlantic Ocean, and on the west by Connecticut. The population, according to the United States Census of 1910, numbers 542,674. Providence, the capital, situated at head of Narragansett Bay, and having a population of 224,326, is the industrial centre of an extremely wealthy and densely populated district. During the latter period and for several years afterward came a heavy immigration from Ireland, followed by a large influx from Canada. For the last twenty-five years, the increase from European countries, especially Italy, has been great. According to the State census of 1095, the number of foreign-born in Rhode Island is as follows; born in Canada, 38,500; in Ireland, 32,629; In England, 24,431; In Italy, 18,014; In Sweden, 7201; In Scotland, 5649; in Portugal, 5293; In Russia, 4505; in Germany, 4463; in Poland, 4104. This classification does not distinguish the Jews, who are rapidly increasing, and who in 1905 numbered 14,570.

This spring over 6,000 RI K-12 students had the stellar opportunity to peer closely at the remains of the RMS Titanic through the live video feed from robotic cameras over Internet2. It was part of an immersive Video Conferencing exploration. RI's K-12 students were able to participate over RINET's high speed network. RINET also provided extensive bridging and coordination services for the conferences. The Titanic Live! experience highlighted the Rhode Island's position as an example to the rest of country, showing exactly how much a bold technological vision can enhance K-12 teaching and learning.

Registration/Licensing/Accreditation: Recordkeeping/Reports: Length of School Year/Day: Instruction in English: Curriculum: Health: Safety: Private schools having more than 25 pupils must instruct and train the pupils by means of drills to leave school buildings in an emergency in the shortest possible time and without confusion or panic. Fifteen drills are required annually, at least 8 held during September, October, and November. At least 4 drills must be obstructed, i.e. Transportation: Jamestown School Comm. v. Schmidt , 699 F.2d 1 (1st Cir.), cert. denied , 464 U.S. 851 (1983). Home Schooling: Public Aid for Private Schools/Private School Students: et seq. Rhode Island loans textbooks free of charge to all pupils of elementary and secondary schools including private schools. This provision withstood a constitutional challenge under both the Rhode Island and United States constitutions in Bowerman v. O'Connor , 247 A.2d 82 (1968).

In December 1991, the President signed the National Security Education Act. The Act provides for the establishment of the National Security Education Program, the National Security Education Board and the National Security Education Trust Fund to carry out the following mission.
