WHITE RHINO Today, white rhino numbers are still increasing, largely because more than 90% of the animals are found in South Africa where a relatively effective infrastructure (e.g. policing, legislation, communications), and sound conservation management are able to control poaching and provide conditions suitable for breeding. BLACK RHINO POACHING Poaching for horn is largely responsible for this massive decline. The southern African countries of Namibia, Zimbabwe and South Africa, where 90% of Africa's remaining black rhinos and white rhinos are conserved, are coming under increasing pressure. These animals provide the only means of satisfying the illegal trade in rhino horn, which now appears to be driven by stockpiling for investment purposes in addition to the traditional demands of eastern medicine and Yemeni dagger handles. The first substantial poaching in Zimbabwe was recorded in 1985, and since then the numbers have declined from about 1 950 to 674 animals in 1992. Namibia experienced increased poaching in the late 1980s, but this is now under control. More recently, during 1991 and 1992 Swaziland lost 45 white rhinos to poaching.

The global conference brings together 81 states, 114 government agencies, 800 plus non-governmental organisations (NGOs) and some 10,000 scientists and experts from 181 countries and has been billed as the one of biggest environmental meetings in history. ''This sends a very powerful message that conservation is not a marginal issue in the year 2004,'' said Achim Steiner, director-general of the Geneva-based IUCN. ''There has been a record level of interest.'' IUCN's 'Red List' is the most comprehensive scientific assessment of species at risk of dying out, and includes concrete measures to slow or reverse their extinction.

    What exactly is an Endangered Species?
    The term 'endangered species' is generally used to refer to animal populations that are under threat of extinction. The World Conservation Union (The IUCN) has, for four decades, been assessing the conservation status of species worldwide and has produced a 'Red List' of threatened species, which classifies all known animals and plants at high risk of global extinction.     European Endangered Species Programme (EEP) Since 1985, the breeding of threatened and rarely kept wild animal species has been centrally managed within the framework of the European Endangered Species Programme (EEP). At present about 150 species are supervised. For each of these species, there is a species commission with a species coordinator in charge, selected by the animal owners. This committee oversees and coordinates the building of breeding groups according to aspects of population genetics and furthermore promotes the zoo biology research of the species in question. Employees of the Frankfurt Zoo manage the EEPs for the gorilla, the maned wolf, the bush dog, the rusty-spotted cat, the vicuna, the sun bittern, the Socorro dove, and the rhinoceros iguana. Zoos that take part in the EEP relinquish their ownership and disposal rights concerning the species in question. Thereafter, they are only keepers of the species belonging to the EEP. The EEP logo found on the enclosure signboards indicates that species is a highly threatened species and that they are kept and bred according to the protocol for species preservation in the Frankfurt Zoo.

As a means of influencing international species conservation on a bilateral basis with other countries, the Administration has at its disposal a relatively obscure, but powerful, law: Section 8 of the Fisherman's Protective Act of 1967 (22 U.S.C. 1978, as amended), better known as the "Pelly Amendment." This provision requires the Secretary of Commerce or the Secretary of the Interior, as appropriate, to issue a finding ("certify") to the President when nationals of a foreign country are engaging in trade or taking that diminishes the effectiveness of an international program for endangered or threatened species. The Convention on International Trade in Endangered Species (CITES) is such an international program. Once a country has been "certified," the Pelly Amendment authorizes the President to impose trade sanctions against that country. Within 60 days of certification, the President must report his decision to the U.S. Congress; if he has decided against imposing sanctions, he must explain why. The Department of the Interior has used the Pelly Amendment effectively several times in recent years to promote the conservation of CITES-listed species.

    Traditional Chinese medicine (TCM) is a practice of medicine rooted in more than 3,000 years of Chinese history and culture. Rather than synthesized pharmaceutical products, TCM uses natural ingredients derived from plants, animals, and minerals. These substances are used both in prescription remedies and in "patented" or manufactured medicines. Traditional remedies, which use unprocessed or crude ingredients mixed according to ancient formulas, are generally prescribed by a TCM practitioner and sold over the counter in traditional medicinal shops, pharmacies, clinics and supermarkets. Patented medicines use the same formulations as traditional remedies, but they are usually processed into pills, plasters and tonics, and packaged in mass quantities in a medicinal factory.
