A Review of Congressional Oversight

Permanent, continuing, day-to-day Congressional oversight of the US Intelligence Community (IC) marked its 20th anniversary in May 1996. Two decades earlier, Senate Resolution 400 established the Senate Select Committee on Intelligence (SSCI) following revelations of "intelligence abuses." In July 1997, the SSCI's House counterpart, the House Permanent Select Committee on Intelligence (HPSCI), will celebrate its 20th birthday. During this time, the IC's missions, responsibilities, capabilities, size, and management have experienced dramatic changes. The Congressional oversight committees have played a significant role in shaping these changes and continue to do so. Some individuals within the Community have argued, with a certain amount of justification, that Congressional oversight has been intrusive, meddling, short-sighted, and counterproductive; has involved micromanagement on a grand scale; and has served to drag the IC into the political cockpit of partisan politics from which it had previously been immune. Others tend to view Congressional oversight as being, on balance and after a somewhat rocky start in the late 1970s, a decided plus for the Community by providing loci for Congressional advocacy and support for intelligence and by providing rigorous review and questioning of intelligence activities and budgets. Perhaps, in looking back at what Congressional oversight has and has not been, we will be better able to discern the future of oversight by the Congress. First, it is important to dispel the popular notion that Congressional oversight started with the establishment of the SSCI and the HPSCI. That notion is not accurate. Before their establishment, however, oversight was certainly not intense or much of an inconvenience to the agencies that carried out intelligence activities.

100 Milestone Documents from American History

These documents are compiled by the National Archives and Records Administration and chronicle United States history from 1776 to 1965. Examples include Lee’s resolution on independence in 1776 and President Eisenhower’s 1961 Farewell Address where he warned against the establishment of a military-industrial complex. Each document has background information, an image of the actual document, a transcript, and a printer friendly transcript. Teachers can download the Teacher Sourcebook for suggestions on teaching with primary documents found in the collection.
9-11 Commission

The 9-11 Commission is an independent, bipartisan commission created by congressional legislation in late 2002, and was charged with preparing a full account of the circumstances surrounding the September 11, 2001 terrorist attacks, including preparedness for and the immediate response to the attacks. The final report was published in July 2004 and is available in full text online at this site in PDF format. There are Frequently Asked Questions, short biographies of the 10 commissioners, video and transcript archives of the 12 public hearings, and collected press releases. Transcripts are in PDF and HTML format and video is currently available in Windows Media with Real Media to be posted in the future.

Teaching the American Revolution presents a prime opportunity to instruct your students in the ways that religion shaped the American past. Most people today think of the War for Independence as a purely secular event, a chapter in political, constitutional, military, and diplomatic history. They envision an initial resistance to the British empire triggered mainly by constitutional objections to taxation without representation; a colonial war of liberation won by a timely alliance with the French and the inspired strategies of Nathanael Greene and George Washington in the South; and, finally, republican governments at both the state and national levels being set in place by founding fathers whose most absorbing concerns were political rather than religious.
This 1762 cartoon depicts the angry response of Boston Congregationalists to the specter of an Anglican bishop being appointed by the King. Note the blend of civil and religious rebellion in the banner (left): "No Lords, Spiritual or Temporal in New England."
