The Indigenous Information Network
Founded in 1996, the Indigenous Information Network (IIN) works to develop connections between Indigenous groups in Kenya, strengthen Indigenous demands for human rights and enhance the political participation of Indigenous Peoples. Its goal is to help Indigenous Peoples become more effective in making demands of the government and securing their human rights. The Indigenous Information Network organizes trainings in Maasai, Samburu, Rendille, Turkana and other Indigenous communities. Trainings focus on human rights, HIV/AIDS and forced female genital mutilation among Indigenous Peoples. Through their Breaking the Silence program, IIN offers trainings to thousands of people in eight districts throughout Kenya, focusing on communities with high rates of HIV infection. In order to reach as many people as possible, IIN offers trainings in schools and in homes. Special workshops for health workers focus on proper care for HIV/AIDS patients. The impact of the trainings reaches far beyond the thousands of direct participants, since workshop attendees are trained to bring information to and continue discussions with friends and families.

INTRODUCTION Fire on the Mountain: A Gathering of Shamans is a documentary about the connection between consciouness and nature, as embodied in the spiritual traditions of Indigenous Peoples, whose ecological metaphors of the sacred are so relevant to the modern world. We shot the project in 1997 at an historic 10-day gathering of shamans from five continents, who travelled to Karma Ling , a Tibetan Buddhist retreat centre in the Val Saint Hugon in Savoy, in the French Alps, to discuss their concerns with H.H. the Dalai Lama and high-level representatives of the world's religions. This documentary embodies the wish of these Indigenous People - all traditional wisdom-keepers, shamans and medicine-women - who requested us to communicate their message to the world. The film was co-executive produced by Michael O'Callaghan , President of Global Vision Corporation in London, and Sheldon Rochlin, President of Mystic Fire Video in New York. It was produced and directed by the award-winning filmmaker

Ethnic Minorities and Development
A Prospective Look at the Situation of African Pastoralists and Hunter-Gatherers
John R. Campbell University of London, UK This article seeks to assess the impact of development on the lives and livelihoods of pastoralists and hunter-gatherers in Sub-Saharan Africa. It queries the discourses on human rights and on indigenous peoples and whether they accurately describe and address the situation confronting pastoralists and huntergatherers. The importance of access to land for pastoralists is examined and evidence is presented showing how policies have undermined is discussed, and is followed by a review of the situation

THE LAND OF JILALI : TRAVELS THROUGH KENYA'S DROUGHT-STRICKEN NORTH.
Paul Goldsmith This is the journal of the journeys of a Kenya Agricultural Research Institute (KARI) team studying natural resource management in Marsabit District. Our missionto assess environmental degradation, and how sedentarisation may be contributing to desertification around settlements and on the range. As we zoom across the flat hardpan of the Chalbi desert, the sun is spreading its soft, brilliant blanket over the silhouette of Mt. Kulal. We pass small Rendille camels from the fora satellite camps, grazing in the twilight, unfazed by our speed. We are in no hurry, and on a twilight break we inspect the Chalbi's crusty, salt-impregnated surface. When precipitation exceeds evaporation, insoluble minerals and salts are leached out of the soil. Eons of rainfall have concentrated soda in the wind-scoured floor of this former inland sea. Once upon a time, this was a very lush land. It is early June, 2000. Kenya is hurtling toward a massive combined crisis of power shortfalls, water rationing, and shrinking informal sector employment. The drought-crippled economy is fueling new and unique expressions of social tension: rioting school children in Nairobi capture a Tusker beer truck, and drink it dry.

Kenya, Sudan, Uganda, Tanzania, Ethiopia Regional Representatives: Mary SIMAT Maasai, Kenya Deputy Chairperson, East-Horn of Africa Daniel Ole TINAAYI Maasai, Kenya Deputy, East-Horn of Africa Jennifer KOINANTE Yiaku, Kenya Gender, East-Horn of Africa Regional Review: Kenya is engaged in a major exercise to review land policy issues. Long-term treaties between Britain and the Maasai came to an end in 2004 sparking conflicts in parts of southern Kenya. In 2004, 22 people were killed in the conflict between pastoralists and encroaching agricultural communities in the Rift Valley. New violence in 2005 involved allegations of government troops killing herders. Indigenous peoples of Kenya, with IPACC support, were active in the process of constitutional review in 2003-2004. In 2004, the emphasis has been on the National Land Policy formulation. Indigenous peoples were not initially involved but following protests they have been included by the National Land Commission as a representative delegation of both hunter-gatherer and pastoralist peoples. Vice Chairperson of IPACC, Mary Simat was interviewed on television representing indigenous issues in discussion with the Permanent Secretary. Mrs Simat has emphasised that urban policy makers do not know the situation on the ground for rural indigenous peoples. Land tenure issues require sensitivity to indigenous cultures and sustainable economic strategies. Mrs Simat leads a working group of herders and hunters who have been invited to join a government reference group on land issues.
