HHS18 Relocate the Vocational Rehabilitation Program to Improve Employment Outcomes of Individuals with Disabilities Summary The goal of California's Vocational Rehabilitation Program is to obtain high-quality jobs for individuals with disabilities. The program, however, is not performing well compared to other states. Relocating the Vocational Rehabilitation Program together with other employment and training programs authorized by the federal Workforce Investment Act would increase the quality of employment services provided to individuals with disabilities. Background The Department of Rehabilitation (DOR), located in the Health and Human Services Agency, administers the Vocational Rehabilitation Program (VRP), and has a proposed budget of $330 million for Fiscal Year 2004-2005. The program receives funding from state resources (21.3 percent) and federal reimbursements (78.7 percent). VRP provides services to more than 100,000 people a year through 16 district offices and about 100 branch offices throughout the state. DOR is operating under an "Order of Selection" priority basis, which means that due to limited resources, it can serve only individuals who have the most severe disabilities. VRP provides employment services such as training, transportation, assistive technology and job placement to people with disabilities. A vocational rehabilitation counselor works with the disabled individual to prepare an employment plan and help the individual find a job that suits his or her unique strengths and abilities. Successful program outcomes include the number of clients who obtain a job at the end of plan services and the salary or wages received.

Assistive Technology Referral Form FAAST and BSCIP FAAST has partnered with the Florida Department of Health’s Brain and Spinal Cord Injury (BSCIP) Program to expand and improve the delivery of assistive services and technology to individuals with brain and spinal cord injuries throughout the state. News Updated (09/19/2005) The current issue of the Journal of Rehabilitation Research and Development (JRRD) is dedicated to spinal cord injury and wheelchair technology. Full-text articles are available, free, online at http://www.vard.org Excess weight, push technique contribute to upper limb injury in users of manual wheelchairs This study makes recommendations for wheelchair propulsion and setup that may reduce the risk of developing shoulder and wrist injuries. Over 60 manual wheelchair users with paraplegia propelled their manual wheelchair on a stationary roller system at self-selected, slow, and moderately fast speeds. Participants also underwent extensive medical tests to evaluate upper-limb repetitive strain injuries. Investigators recommend using smooth, long strokes and letting the hand drift below the pushrim when not in contact with the wheel. They warn that weight gain can increase injury risk and suggest using a light-weight wheelchair with a forward-adjusted rear axle to ease propulsion and lessen stress on the upper limbs.
