Mission Statement The Department of Special Education, Rehabilitation, and School Psychology (SERSP) is dedicated to advancing human and economic development through the empowerment and effective inclusion of culturally diverse individuals with disabilities and special abilities across the age span.
This is accomplished by conducting research to further knowledge and understanding of abilities, disabilities, adaptations, interventions, and support systems; preparing professionals to educate and facilitate the development of individuals with disabilities and special abilities; and providing leadership at the local, state, national, and international levels. To accomplish our mission, the faculty offers nationally recognized undergraduate, master's, educational specialist, and doctoral level degrees to prepare teachers, counselors, specialists, administrators, school psychologists, and researchers/teacher educators in the fields of special education, rehabilitation, school psychology, gifted education, sign language/ deaf studies, and educational interpreting.

    Rehabilitation counselors promote and initiate the process that facilitates the movement of a person with a disability toward optimal functioning in three broad areas of learning, living and working. The mission of the UT RCE Program is to prepare willing, committed and competent clinicians who desire to provide appropriate rehabilitation services to people who have disabilities. As a mark of the effectiveness of the RCE Program in training students, many surrounding states actively and regularly recruit professionals from the RCE Program at UT before and after graduation. The purpose of rehabilitation training programs is to ensure that skilled personnel are available to serve the rehabilitation needs of individuals with disabilities assisted through Vocational Rehabilitation (VR), supported employment and independent living programs. The RCE Program at the University of Tennessee is designed to increase the number of qualified personnel trained in providing rehabilitation services, as mandated by the Rehabilitation Service Administration (RSA), and as supported by the State VR Agency - both UT RCE Program granting agencies. Total grants acquired by the RCE Program exceed $130,000 yearly.

    The Rehabilitation Services Administration (RSA) oversees formula and discretionary grant programs that help individuals with physical or mental disabilities to obtain employment and live more independently through the provision of such supports as counseling, medical and psychological services, job training and other individualized services. RSA's major Title I formula grant program provides funds to state vocational rehabilitation (VR ) agencies to provide employment-related services for individuals with disabilities, giving priority to individuals who are significantly disabled.
