Millions of dollars are spent to elect a federal candidate to office, particularly during a presidential election cycle. The system of funding political campaigns both to help elect a candidate or work toward the defeat of another is complex and often perceived by the public to be riddled with irregularities and loopholes. Recent legislation has endeavored to reform the rules of American campaign funding. Signed into law by President Bush in 2002 after years of debate, the Bipartisan Campaign Reform Act is a sweeping piece of legislation that introduces new limits and adjustments to the complex rules of campaign financing. The bill, commonly known as the McCain-Feingold law after its senatorial sponsors, John McCain, R-Ariz. and Russell Feingold, D-Wis., limits the use of nonfederal or so-called "soft money" and other campaign contributions and activities.

Press release, 08/10/2005 (Mexico City) In an Open Letter to all Mexican political parties, Amnesty International Secretary General Irene Khan challenged the leaders to make human rights the cornerstone of Mexican life and a fundamental central pillar of their electoral manifesto.
Last night, Irene Khan led a panel discussion with political parties including the PRD, PRI, PAN and Alternativa Democrática and representatives of civil society on the human rights challenges facing Mexico as it prepares for 2006 elections.
Earlier in the day, Ms Khan met Foreign Minister Luis Ernesto Derbez, Interior Minister, Carlos Abascal, and Minister of Defense General Clemente Vega Garcia.
Assessing the human rights record of the Fox Administration, Ms. Khan praised the Mexican government for its progressive stand on human rights internationally, but expressed her disappointment at its failure to show equal determination to address serious human rights problems in its own country. In the open letter, Amnesty International called on the future Presidential candidates and their political parties to indicate their clear commitment to a common human agenda based on the following:

Reform lobbyists seek stronger backing
By Amira Howeidy The Political and Constitutional Reform Committee (PCRC), which was formed last year, has established a plan of action for the year 2000. Looking towards parliamentary elections scheduled for November, the committee will attempt to implement parts of its program, which reflects the demands of the opposition forces, by the end of this month. According to one PCRC coordinator, the committee, which consists of representatives of the Labour, Tagammu, Nasserist and Wafd parties in addition to the outlawed Muslim Brotherhood and the Communist Party, will be active in a number of areas. Hussein Abdel-Razek of the Tagammu Party said the committee will continue organising public rallies in the nation's governorates and collecting signatures to support the call for political and constitutional reform. Secondly, it will focus on the upcoming elections in an attempt to ensure that the balloting will be fair. Actions at the top of the PCRC agenda are directed towards influencing key government figures and educating members of parliament, among others, about making political competition fairer. A letter signed by leaders of the political parties, professional syndicates and members of parliament will be sent by the committee to Parliament Speaker Fathi Sorour, urging him to look into a draft law presented by Tagammu leader Khaled Mohieddin on the exercise of political rights. Members of parliament and former parliamentary candidates will be invited to a "round table" conducted by the PCRC to "explain election fraud and what can be done to prevent it", said Abdel-Razek. Concerning the political environment, a seminar on the necessity of "freeing" the media and giving the various political forces the right to express themselves via radio and television will also be organised.

Four political parties are embarking on an ambitious political reform programme again. Amira Howeidy reports Opposition parties and independent political figures have yet to despair of their own repeated calls for political reform, reiterated for years via numerous "programmes of action", "coordination committees" and joint statements. Although the drive for reform looked to be running out of steam over the past few years as opposition parties fell out with each other over ideological differences the Anglo-American invasion of Iraq seems to have served as a wake up call for opposition political forces, who see it as a renewed opportunity to voice their demands for political change and greater democratisation. On 8 May, four opposition parties the liberal Wafd, the leftist Tagammu, and the Nasserist and (the now suspended) Labour parties announced the formation of a National Front at a meeting at the Wafd headquarters. Political parties scramble to draw up manifestoes ahead of snap election next month
The Asahi Shimbun Political parties were scrambling Tuesday to draw up policy manifestos ahead of the Sept. 11 snap election for the Lower House. At issue is what spin to put on the defeated postal reform that triggered this latest political upheaval. Prime Minister Junichiro Koizumi's Liberal Democratic Party is set to put overriding stress on the need to privatize postal services, thereby ramming home the point that the opposition and LDP lawmakers who shot down Koizumi's postal reform package are nothing less than enemies of the government's campaign forfundamental reform. New Komeito, the LDP's coalition partner, will adopt a similar posture. In contrast, the main opposition Minshuto (Democratic Party of Japan) is desperately trying to side-step the issue. Minshuto, which has a chance of unseating the LDP next month, is instead bending over backward to call attention to bread-and-butter issues such as proposed tax increases that primarily target salaried workersin other words, the average voter. LDP officials said they wanted to avoid using professional mumbo jumbo so as to reach out to ordinary people. However, there will be mention of the "necessity of small government, for which postal privatization plays a part."

Lord Beaumont of Whitley : My Lords, I beg leave to ask the Question standing in my name on the Order Paper. In doing so, I declare my obvious interest as the sole representative of the Green Party at Westminster.
The Question was as follows:
To ask Her Majesty's Government whether they will implement the recommendation of the Electoral Commission in its report on the funding of political parties that there should be "a modest expansion of the policy development grant scheme" to political parties with representation in the European and Scottish Parliaments and the Welsh and Northern Ireland Assemblies.

Does she agree that the Green Party, of which I have the pleasure of being a member, which under fairer methods of election than exist for Westminster has serious representation in the European Parliament and the Greater London Assembly and a block of eight members in the Scottish Parliament, deserves better in the United Kingdom Parliament than one elderly self-appointed Peer? If so, will the Government please do something about it very soon?

WASHINGTON – A sharply divided Supreme Court, upholding key features of the nation's new law intended to lessen the influence of money in politics, ruled Wednesday that the government may ban unlimited donations to political parties. Those donations, called "soft money" and totaling hundreds of millions of dollars, had become a mainstay of modern political campaigns, used to rally voters to the polls and to pay for sharply worded television ads. Congress may regulate campaign money to prevent the real or perceived corruption of political candidates, the court ruled in a 5-4 decision. That goal and most of the rules Congress drafted to meet it outweigh limitations on the free speech of candidates and others in politics, the majority said. At the same time, the court said the 2002 law would not stop the flow of campaign cash. "We are under no illusion that [the law] will be the last congressional statement on the matter. Money, like water, will always find an outlet. What problems will arise, and how Congress will respond, are concerns for another day," Justices John Paul Stevens and Sandra Day O'Connor wrote for the majority.

The first is money and I can't remember the second." In the 21st century, ironically in the wake of historic campaign finance reform, money continues to flow like oxygen itself, utterly vital to all elected officials. Good, old-fashioned campaign cash is as old as the Republic itself, and politicians have almost never succeeded without an abundance of it. Of course while there is much more to politics than merely money – the candidate's style and appearance, past record, policy positions, broad theme message, organization, etc. – it has always been an essential ingredient in American politics. The gritty reality of obtaining those greenbacks, the price of power, and exactly what the donors expect and get in return have always been controversial and difficult for candor-challenged candidates. Indeed, these are hair-in-the-soup questions no one wants to answer.

Egypt Activists Say Real Reform Would Bar Mubarak From Race

Wednesday, March 16, 2005; Page A19 CAIRO After digesting President Hosni Mubarak's proposal for multi-candidate elections this year, opposition groups say that it does not go far enough to ensure a competitive vote and that one way to ensure a real free-for-all campaign is for Mubarak not to run. Although Mubarak proposed last month that the constitution be amended to allow a competitive race instead of a referendum on a single candidate, the details are still vague. Mubarak's ruling National Democratic Party, which dominates the Egyptian legislature and local governments, has floated the possibility of allowing only officials of authorized political parties to run. Officials have also suggested a requirement that parliament and local councils approve nominees. Parliament is due to pass new election rules in May.

What is the Arab response and alternative to US-sponsored reform initiatives? Aljazeera.net put these and other questions to Muhammad Bahi, a Moroccan journalist and columnist for Assahraa newspaper and the author of 23 books. Bahi is a well-known intellectual and an accomplished writer. Originally from the south of Morocco, he was detained for 10 years as a political prisoner – three of which he spent in an Algerian prison and the rest in the Polisario Front's jails, a movement formed in 1973 under the banner of West Saharan independence from Morocco. Aljazeera: It is becoming clearer by the day, that Arab leaders are unable or unwilling to develop a collective reforms strategy. What are the implications of such a failure, if it persists?
