The Liberal Party (PL) is the successor by law of the Party of Reform (PR). The constitution conference of PR took place on September 5, 1993, when the statute and programme of this party were adopted. PR was initially created as a centre-right political party of Christian Democratic nature, which pledged to draft, support and promote the reform strategy in order to include the Moldovan society in family of civilized nations. The 1st congress of PR took place on January 24, 1999. PL held the 2nd congress on April 24, 2005. It decided to change the name of PR into PL, adopted a new statute and programme of PL, approved a new symbol of the party, and elected the key management bodies of PL, maintaining Mihai Ghimpu in the post of PL chairman. The 2nd congress of PL also took attitude over a number of social problems, passing four resolutions in this regard: on functioning of languages in Moldova, settlement of the Transnistrian conflict, political, and social-economic situation in Moldova. PL pledged to be a right-wing liberal political party after reformation processes, which pleads, in particular, for: support and promotion of young generation to the social-political life; respect and insurance of national sovereignty, independence, unity and integrity of Moldova; settlement of the Transnistrian conflict; withdrawal of the Russian Federation's army and military arsenal from Moldova's territory; Moldova's integration in Euro-Atlantic structures; respect for fundamental human rights and freedoms; insurance of a full press freedom through elimination of any control of public authorities and their representatives; promotion and insurance of an authentic local autonomy; encouragement of private initiative with respect for competition rules; combat of corruption, organised crime and illegal economy, etc.

For example, thanks to changes in campaign law that have largely taken effect this year, candidates do not have to endorse their own Internet spotssomething that's mandated in radio and television under a measure known as the "stand by your ad" requirement. Electoral Reform in Mexico
One national case that deserves special attention is the reform process of the Mexican political and electoral systems. Setting out from an electoral system whose organisational and material deficiencies contributed to undermining the democratic credibility of the whole of the political system, a highly ambitious legislative and organisational reform was put into operation. The process rests on two main aspects: on the one hand, legislative reform, directed at increasing the number of electoral positions and especially, to guarantee freedom in standing for the elections and transparency; on the other, a complete reform of the Federal Electoral Institute, the organ in charge of administering and controlling the electoral process, which contributes reasonable guarantees of honesty in the material development of the process and promotes changes to the regulations. 1. Links Reform of the Electoral System The single member plurality system used in all Canadian federal and provincial elections has many strengths but also reveals serious weaknesses in producing legislatures that reflect the choice of parties made by the voters. Also, recent Canadian elections have witnessed a significant fall in voter turnout, which some say indicates that structural changes are needed in order to encourage greater participation. The 2004 election will no doubt spark debates about reforming the electoral system to ensure that representation in Parliament reflects the wishes of voters. While the Liberals and Conservative won a proportion of seats that is not hugely out of line with their share of the votes (see: election results ), there were still some other anomalies worth mentioning. For example, the Liberals won about 93% of the seats (13 out of 14) in Saskatchewan, even though they only got 42% of the vote. The NDP also received about 5% more votes than in the 1997 election, but ended up winning 2 less seats. NDP leader Jack Layton has promised to make electoral reform an important condition of support any minority government. More importantly, however, the success and stability of this coming period of minority government will have a significant impact on Canadians' receptivity to any reform that might lead to much more frequent minority governments.

Reform political parties first PRATAP BHANU MEHTA IT is surprising that in the midst of our current debates over constitutional reform little attention is being paid to the reform of the internal structures of our political parties. While the Law and Election Commissions have often argued for the better functioning of political parties, politicians and the public at large act as if reforming political parties is inconsequential. Many of the anxieties that lie behind the calls for constitutional reform can be more effectively addressed by reforming the structure of our political parties. The fragmentation of the party system and the prospect of perpetual coalition governments; the weakening of democratic accountability despite high turnover of incumbents; the fact that political parties are unable to transcend their narrow social bases and become parties of principle; the diminishing quality of public deliberation in our politics – all have their roots, less in the failure of the Constitution than in the party structures that have grown under it. These outcomes are, to a considerable degree, produced by poor institutionalization of intraparty democracy. The lack of attention given to the inner functioning of political parties is surprising. Most complex democracies are unthinkable without parties. Democracy performs its most salient functions through parties. The selection of candidates, the mobilization of the electorate, the formulation of agendas, the passing of legislation – is all conducted through parties. It’s no secret that the cost of running for office is rising. The total price of the 2004 presidential and congressional elections was $4 billion (and perhaps a lot more), up from nearly $3 billion in 2000, $2.2 billion in 1996 and $1.8 billion in 1992. TV ads, political consultants, and other major sources of campaign spending have driven up the cost of running for office, and there are no signs of a slowdown in the fast-rising need for campaign cash among candidates and parties. Critics of the current campaign finance system fear that the growing amount of money pouring into elections is having a corrupting influence on politics. The more money that is involved in running for office, critics say, the more influence that donors – wealthy individuals, companies, labor unions, interest groups – have over elected officials and public policy. These concerns gave rise to several campaign finance bills, the most prominent of which was the McCain-Feingold bill – named for its primary sponsors, Sens.
