Parties challenged to declare position on political funding reform
21 February 2005 On the day before the Electoral Commission publish their final register of donations to political parties in advance of the General Election, the leading think tank specialising in party funding reform is calling on the parties to announce what measures they will adopt to tackle perceived issues about trust and the need to reinvigorate politics at the grassroots. The New Politics Network's work proved highly influential on the Electoral Commission's report "The funding of political parties" (December 2004). They support public funding of political parties but in a targeted way to connect politics with the electorate at constituency level. Director of the New Politics Network Peter Facey said: "It has been more than two months since the Electoral Commission published their report on how politics should be funded. Since then there has not been a single announcement from any political party about how they propose to respond.

Origin
The Reform Party, the full title of which was “the New Zealand Political Reform League”, was a conservative body, but that term must be understood in the light of our history and environment. Right-wing organisations which preceded the N.Z.P.R.L. were the Political Reform Associations (1887), the National Association (1891–99), and the Auckland Electoral League (1902). In spite of the poor prospects for a successful attack on Seddon's strongly entrenched Liberal Party, a Political Reform League was formed in Christchurch in June 1905, mainly through the work of W. J. (later Sir William) Polson and of Charles Lewis who was probably responsible for reviving the “Reform” label of 1887. P.R.L.s sprang up in other centres, and Massey accepted their support for the 1905 election. The Christchurch group produced a few numbers of the Reformer

The League made good headway in preparing for the election of 1914, but the political truce at the outbreak of war, followed by the formation of the National Government (August 1915), led to its gradual falling apart. During the Prime Minister's absence in Europe, 1918–19, a “Progressive Reform” cave, of vaguely leftward tendencies, developed among his backbenchers. Massey turned aside the threat by taking three of the leaders into his Cabinet in 1920. By the election of 1919, Reform was, in effect, Massey's personal following, his supporters standing as “Independent Reform”, not as League candidates. He relied on his own

    THE ISSUE When we vote, key decisions have already been made for us. Parties choose candidates and policies. In general, only those who feel comfortable within a party’s machinery participate in that process. How parties are funded influences that party machinery. Federally, recent reforms to the way parties are financed haven’t solved all our problems, but they’ve gone a long way to cement the differences between our electoral system and the U.S. system. Provincially, we haven’t tackled the issue head on, except through the Citizens’ Assembly on Electoral Reform, whose proposed STV electoral system seems doomed to fail in the coming election. Of course, it’s complicated Federal party membership roles are still subject to absurd manipulation. And not every voter, even those deeply interested in public policy, has the time or interest to participate in party affairs.

During a period of accelerated economic liberalization, from 1986 until today, Tunisia's hegemonic party abandoned its representation of a broad segment of society and became a vehicle representing the interests of the rural bourgeoisie and urban manufacturers, many of whom had been rural notables. In addition, an increasingly globalized economy and stagnant state-led growth strategies within Tunisia led to constraints on state autonomy as international forces pressed for increased market reforms. An Islamist movement serves as the strongest organized resistance to the hegemonic party. The administrative elites autonomy, however, has always been vulnerable to one powerful social group: the rural bourgeoisie. The post-independence policy process has frequently reflected the elite's vulnerability to the vested interests of the rural bourgeoisie. Until relatively recently, however, the administrative elite attempted to use their control, first of the nationalist movement and then of state patronage and state policy, to create an umbrella political organization that attempted to respond to all constituencies in Tunisia, while still formulating an overall development strategy according to their own ideologies and goals. Their actions led to a populist nationalist movement and a populist political party, the Neo-Destour. At independence, the administrative elite led by President Habib Bourguiba, took control of the political apparatus of the state. Party leaders and the bureaucratic establishment form the membership of the administrative elite.

The loss of an absolute majority by the Liberal Democratic Party (LDP) and the rout of the Social Democratic Party of Japan has marked the end of what had come to be called the "1955 system" (named after the year in which the LDP was founded), which in a sense mirrored the East-West confrontation. The elections have accentuated the fluidity of Japan's political situation and the urgent need for a new framework.

INTRODUCTION

“We are once again at the threshold of history. History has presented us with the opportunity to reassess, refocus, redefine and redesign our political landscape in a direction that would strengthen the bonds of unity, enhance the process of democratic consolidation, strengthen the structures so as to solidify those values that promote democracy, good governance and good neighbourliness; and open boundless opportunities for all Nigerians to be and to feel that they are part of the evolving political process and socio-economic advancement.”
The foregoing were the words of President Olusegun Obasanjo at the inauguration of the National Political Reform Conference (NPRC) on 21 February 2005 in Abuja, which essentially outlines the purpose of the national dialogue.
