    was first granted two MPs in 1613. The vote was given to proctors and all living masters of arts of the university, wherever they lived. No canvassing was allowed within ten miles of the university; the candidates themselves were forbidden to approach within that distance. The two Tory candidates were almost always guaranteed success. Around 1,300 people voted in elections. Between 1817 and 1829 one of Cambridge's two MPs was Sir Robert Peel . However, Peel's support for Catholic Emancipation made him unpopular in Oxford and he was defeated by 146 votes in February 1829.

    In the late17th century the term Whig was used to describe those opposed to the religious policies of Charles II. Later the Whigs supported the establishment of the Hanoverian settlement. By the 19th century their rivals in Parliament, the Tories , were the supporters of the established church and the traditional political structure. The Whigs, in contrast to the Tories , favoured reform. The aristocratic connotations surrounding the name caused some politicians to refer to themselves as Liberals , a term used by reforming politicians in Europe. However, the term Liberal was not used officially until 1868 when William Gladstone became Prime Minister.

    Newspaper columnists and political pundits alike, recently seem to have suffered from a convenient lapse of memory, in attempts to revise Alberta's political history and geography. In a concerted effort at historical revisionism and right wing 'political correctness' the right wing media and political commentators have characterized Alberta as a red neck province, dissatisfied with the power blocks in Eastern Canada, searching for a way to reform the Canadian body politic. While the later is true, the former is only a recent development, Alberta and indeed Western Canada was more 'red' than 'red neck'. The original reform movement in the prairies was based on a labour farmer, socialist alliance against both the political and business monopolies that dominated the Canadian political economy. One can forgive the average Albertan for believing the wishful thinking of supporters of Ralph Klein and Preston Manning for believing that they have inherited the self anointed mantle of 'prairie populism'. In reality both the Klein Conservatives and the Manning Reform party have their roots in the Social Credit Party of Alberta. But the Social Credit movement too had its roots in an earlier left wing populism that gave birth to the original 'reform' party the CCF (Cooperative Commonwealth Federation) the predecessor of the NDP. Alberta first sent a 'reformer' to the House of Commons in 1921. He was William Irvine, a Calgary labour advocate and socialist. He joined J.S. Woodsworth in the House to be the voice of Western Canadian reform, a voice for workers and farmers. At the same time the Labour movement in Canada formed its own political party; the Canadian Labour Party. In British Columbia the Socialist Party had existed since the late 1890's, and had been both a power in the provincial Liberal minority government as well as an active opposition party.

    Are parties less important under BC-STV?
    Under BC-STV, governments will usually continue to be formed by large parties, though perhaps in coalition with another party or parties. During elections, candidates are grouped by party on the STV ballot paper to aid people in selecting their preferences. A key difference in a BC-STV election is that the system is candidate-based, rather than party-based. This means that voters choose which of the party's candidates they prefer to represent them.
    How many candidates will a party run in a constituency?
    Under the BC-STV system, parties will likely run only the number of candidates they expect to win in a riding. The reason for this conservative approach is that votes will be split among party candidates and the party would not want to spread its voter support too thin.
    For example, if a riding had five seats and Party A ran five candidates, voters who support Party A could end up distributing their first preferences amongst all those candidates, giving a candidate from another party, which ran fewer candidates, a larger number of first preferences.

Japanese political situation has been dynamically changed since then. The first political party to emerge in Japan was the Aikoku Koto (Public Party of Patriots), formed in 1874 under the leadership of Taisuke Itagaki. The party presented a written petition advocating the establishment of a parliamentary system through public elections. In 1898 a cabinet was formed by the leader of a party for the first time, inaugurating the system of party cabinets. But genro , or elder statesmen, although lacking any constitutional authority, exerted a decisive influence in determining transfers of power, and it was not until after World War II that true party cabinets began to be formed. Currently Japanese political alignments are undergoing a vigorous transition that has resulted in the emergence of a number of new parties. The following traces the development of the main parties.

The party regards the protection of liberty, human rights, democracy, and the parliamentary system as its fundamental mission.     The party grew out of Ross Perot 's efforts in the 1992 presidential election , where—running as an Independent—he became the first non-major party candidate since to have been considered viable enough to win the presidency. Perot made a splash by bringing a focus to fiscal issues such as the federal deficit and national debt ; government reform issues such as term limits campaign finance reform , and lobbying reform; and issues on trade. A large part of his following was grounded in the belief he was addressing vital problems largely ignored by the two major parties.
