Introduction
Approximately one million legally blind adults live in the United States. We know that many are older and increasing numbers live alone. However, there are many things we have not known about blind adults in our nation. Exactly where are they living? How many are living in poverty or near poverty? How is their health? What programs and services are they using, and are their needs being met? What are their daily lives like? Are there regional differences that we need to be aware of to improve policies for adults who are blind? Even the earliest civilizations recognized the unique needs of people who are blind. Blind men and women have made important contributions to society as teachers, philosophers, and artists. It is therefore surprising how little research has been done to learn more about the lives of legally blind adults in contemporary American society. In fact, no nationally representative study had ever been done until very recently. This report is based on the first study conducted on a nationally representative sample of non-institutionalized legally blind adults in America.

Fluency instruction
Fluency is the ability to read a text accurately and quickly. When fluent readers read silently, they recognize words automatically. They group words quickly to help them gain meaning from what they read. Fluent readers read aloud effortlessly and with expression. Their reading sounds natural, as if they are speaking. Readers who have not yet developed fluency read slowly, word by word. Their oral reading is choppy and plodding. Fluency is important because it provides a bridge between word recognition and comprehension. Because fluent readers do not have to concentrate on decoding the words, they can focus their attention on what the text means. They can make connections among the ideas in the text and between the text and their background knowledge. In other words, fluent readers recognize words and comprehend at the same time. Less fluent readers, however, must focus their attention on figuring out the words, leaving them little attention for understanding the text.

Some younger children may return to earlier behavior patterns, such as bed wetting and separation anxiety. Older children may react to physical and emotional disruptions with aggression or withdrawal. Even children who have only indirect contact with the disaster may have unresolved feelings. In most cases, such responses are temporary. As time passes, symptoms usually ease. However, high winds, sirens or other reminders of the emotions associated with the disaster may cause anxiety to return. Children imitate the way adults cope with emergencies. They can detect adults' uncertainty and grief. Adults can make disasters less traumatic for children by maintaining a sense of control over the situation. The most assistance you can provide a child is to be calm, honest, and caring. A Child's Reaction to Disaster by Age Below are some common physical and emotional reactions in children after a disaster or traumatic event: BIRTH TO 2 YEARS - When children are pre-verbal and experience a trauma, they do not have the words to describe the event or their feelings. However, they can retain memories of particular sights, sounds, or smells. Infants may react to trauma by being irritable, crying more than usual, or wanting to be held and cuddled. As children get older, their play may involve acting out elements of the traumatic event that occurred several years in the past and was seemingly forgotten.

Reading List for Adult Allies of Young People INTRODUCTION: Everyday more families, organizations, and communities become interested in promoting youth voice, youth involvement, youth engagement, youth participation, youth empowerment... and a dozens other monikers meaning approximately the same thing. They all basically boil down to one thing: adults actively giving power - that is, wisdom, authority, knowledge, and strength- to young people in any given situation. What does that really mean? How can adults actually "give away" power ? The role of adults in engaging young people in social change has been central to the topic for at least 100 years, since the "newsies" were striking for better working conditions for paperboys across the US. Then adults wondered what they could do to help those young people. Today, adults are wondering the same. Starting with Barry Checkoway's seminal work, "Adults as Allies," originally printed in 1991, the literature in this area has continued to grow. From Todd Gitlin's 2003 attempt at acknowledging today's youth movement and ongoing work by the Kellogg Foundation's Community Leadership program, the literature is sure to grow.

Project Read tutors help adults expand their lives

Maria Duenas sees possibilities opening up to her in new ways since she "graduated" from a program she enrolled in at the urging of a local librarian. Thanks to Project Read, she now knows how to read and write English; and since learning, she has signed up for a computer class, plans to study for her GED the equivalent of a high school diploma and is considering pursuing a health-care career when her kids are a bit older. But one of the biggest rewards she has experienced since her successful studies in the Project Read literacy program operated through the Menlo Park Library is being able to read to her 6-year-old child in English. Ms. Duenas is one of more than 2,000 adults who have improved their lives by learning to read English through Project Read-Menlo Park, a free program that pairs students and tutors for one-on-one lessons. The number of adults being served by the program has been dropping in recent times, however, as the number of volunteer tutors has dramatically declined. Volunteers now number below 60, down from peak enrollment of about 120 several years ago, says Alice Bradshaw, who coordinates the program from her office at the Menlo Park Library.
