Reading lays the foundation for all other learning. Too many of our children struggle through school because they have not mastered basic reading skills. Research shows that if students cannot read well by the end of third grade. their chances for success become significantly lower. In 1994, 40% of America's fourth graders failed to attain the basic level of reading and 70% of children fell below the proficient level on the National Assessment of Educational Progress. Fortunately, we can address this problem, and President Clinton's America Reads Challenge has developed several strategies that should make a difference. In the coming year, you'll hear a lot about the first of these initiatives as tutors across the country are trained to provide high-quality help to young readers. Study after study finds that sustained individualized attention and tutoring after school and over the summer can help to raise reading levels. Volunteers, many of them college students, will add tutoring to their busy schedules in the coming semesters.

Related articles Did You Know? Approximately one in every seven people in the U.S. has a learning disability. True learning disabilities are due to anomalies in brain structure or function. Learning disabilities can be inherited. Sometimes normal childhood behavior is mistaken for a learning disability. Almost every day, you hear of a child or adult who has a learning disability. Learning disabilities can result in lowered self-esteem and an increased chance of dropping out of school, and sometimes depression or criminal behavior. The sooner you diagnose a learning disability and develop successful strategies, the better the chance of a fulfilling life. However, sometimes you might misinterpret normal childhood behavior as a learning disability. It is important to distinguish between the two so that you can take appropriate action.     The Globe and Mail reported Oct. 1, 2003 that an estimated three million Canadians suffer from learning disabilities (LD). People with LD are not stupid; they simply learn and retain information differently. The most common of the 70 LDs are dyslexia difficulty in reading, writing, spelling and math and auditory processing disorders. An LD may also be indicated in a person with problems of attention, memory, reasoning, coordination, social competence and emotional maturity. Learning disability is a neurological disorder of uncertain cause, due to either genetic or environmental factors, such as prenatal exposure to toxic substances. Scientists say dyslexia has to do with the way the brain is wired. Learning disabilities can happen in four areas of learning: Recording information in the brain (input).

    Having difficulty with reading is by no means unusual. Millions of people in the United States have trouble reading. Some may not be able to read at all, while others have basic reading skills but might be considered "slow readers." It is useful to know that problems with reading are often accompanied by problems with writing, listening, or speaking. Each person having trouble in any or all of these areas should know that help is available There are many reasons why a person might have difficulty in developing reading skills. One of the most common reasons is that the person has what is known as a learning disability . Dyslexia is one such learning disability. There are also many other types of learning disabilities that can cause problems with learning to read or learning in general. These are described later in this guide. Not all troubles with reading are caused by learning disabilities. It is important to determine what is causing the problem. Some causes other than learning disabilities are poor vision or hearing, emotional disturbance, or mental retardation. A person having trouble with reading should talk with specialists in the reading field and receive a thorough assessment. Through tests and other evaluation techniques, the nature of the reading problem can be determined. Then action can be taken to help the person overcome or learn to compensate for his or her specific problem.

    Stage and Milne's exploratory study suggests that students with LD may use the library more frequently and for longer periods than do their non-disabled peers. Similarly, MacInnis (1996) found almost three-quarters of the university students with LD interviewed had used a public library within the last year.
    Adults who are not attending school may also have powerful reasons to use the library. Clausen (1997) suggests that the diminishment of jobs in the manufacturing sector, and the need for increased proficiency with computers and related technology, is requiring many adults to acquire new vocational skills. Adults with LD may be disproportionately affected by these changes, having selected such jobs to avoid extensive reading and writing.
    The first step to providing improved services for people with LD is learning the nature of the challenge. Library staff can use resources such as the American Library Association's Roads to Learning web site or the Best Information on the Net Disability Resources
    People with LD have frequently been exposed to stigma and negative labels, and may be used to passing to avoid negative perceptions (Barge, 1996). Stressing confidentiality in library orientations, tours, and promotional materials, along with showing general knowledge and sensitivity regarding disabilities and their effects, will help build trusting relationships and make patrons more comfortable in expressing needed accommodations.

    Teaching Foreign Languages to LD and ADHD/ADD Learners: A Challenge for the New Millennium Margarita Esparza Hodge Spring 1998 VCCS Journal I nquiry Students with learning differences (LD) and attention disorders (ADHD/ADD) are enrolling in greater numbers in colleges and universities, especially community colleges. These non-traditional learners challenge all classroom teachers, especially math, science, English, and foreign language faculty to revise our modus operandi . We, as foreign language educators, are at the head of the list to adopt alternative "multisensory" approaches and adapt our FL curriculum to include intervention strategies. If we do not, we will continue to have our hands tied in teaching LD and ADHD/ADD learners with basic reading and language deficits. Whether we use traditional or newer teaching approaches, our students’ struggles to listen, speak, read and write in another language should seize our attention. Schwartz (1997) raises a red flag when she states, "For the student unencumbered by a learning disability, foreign language study is indeed an enriching and rewarding experience. For the learning disabled student, however, it can be an unbelievably stressful and humiliating experience, the opposite of what is intended." Bacon (1996) notes that FL educators have become more aware of language learning differences, and are legally and ethically bound to accommodate all students (p.97). The negative effects of these differences on second language learning and attrition greatly concern the foreign language faculty at the Alexandria Campus of Northern Virginia Community College (NVCC). In addition to focusing on improving retention with strategy-based instruction (Franklin, et. al, 1997), faculty members are also making every effort to transform the classroom into an effective learning environment for all learners. This paper attempts to describe "at-risk" learners in community college classrooms, define language-learning difficulties, and describe types of intervention strategies accommodation, compensatory strategies, and remediation efforts used at NVCC’s Alexandria Campus to improve retention among LD and ADHD/ADD learners.
