Building and maintaining a successful literacy program is a daunting task, especially in a district that has had a history of being in academic emergency. But thanks to the efforts of the teachers, administration, and curriculum directors in the Warren City Schools, all of the elementary buildings in the district are either in continuous improvement or effective on the most recent state report card. The Fourth Grade Proficiency scores are showing an upward trend each year. Kim Marshalek and Anna Marie Campana, district literacy coordinators, are especially proud of these accomplishments. Kim staunchly believes that "It's all about professional development." District elementary curriculum director, Janne Hurrelbrink-Bias agrees, and adds that in addition to the extensive professional development opportunities, "One of the key factors in the literacy program is resources." For the last several years Kim and Anna Marie have carefully charted and implemented a course for Warren City that has led to success. Why focus on professional development? Anna Marie emphasizes, "We are working with adults because teachers are the key in the classroom. Teachers will have the greatest impact on children's learning." A closer look at Warren City's model will show how this has been accomplished.

Unfortunately, due to the obstacles they face, rural children frequently under-perform in school, specifically those subjects related to reading. In many of the states we serve, 40% to 50% of fourth graders read below basic reading levels. Youth from poor rural families have a high school dropout rate of twenty percent; higher than the fifteen-percent dropout rate of their urban peers.

Research Facts: Dads and Children's Literacy
Fifty African-American fathers participating in fatherhood programs, such as those in Head Start, wanted to support early literacy development in their young children. However, many felt challenged by the expectations attached to parenting roles and their own limited formal education. Yet, fathers who have limited schooling still have a significant impact on early literacy development through interactive engagement with their young children such as reading a bedtime story, identifying labels at the grocery store, or talking about street signs.
A continuing challenge in times like these: African American males in schools and society
Teachers College Press. In a study of 47 fathers and their young children in New Mexico, fathers not only engaged in literacy activities but strengthened their parent-child relationship in the process. Fathers whose primary language was not English wanted their children to develop literacy skills at an early age because of concerns about their school readiness skills. Engaging children in joint literacy activities can serve a dual purpose: strengthening literacy skills and socio-emotional skills.
Young Children A study of children in K-2nd grades suggested that Mexican-American fathers who shared child rearing duties with their spouses, as opposed to dividing these tasks, were more likely to engage in reading and writing activities with their children. It was easier for fathers to engage their children in literacy activities when coupled with other esponsibilities, such as bath-time when books could be read.

Good libraries help create a literate public. A literate public demands good libraries. Libraries of all types are leveraging their investments in technology to generate additional support for programs and services that support an information literate populace. Increased public awareness of the importance of these resources provides an opportunity to build on established programs and makes the case for expanded library support in the information age. As information professionals, librarians have the opportunity and responsibility to educate community leaders and the public about the expanded role of libraries. The American Library Association provides leadership and support in the form of professional education, legislative advocacy, demonstration projects, public awareness, and other activities. Public libraries that have invested in strong adult literacy programs have realized significant returns both in building a stronger user base and increased funding.

What's Happening
Literacy is one of the three priority areas targeted by Pre-College National Mission Programs (Clerc Center) for intensive examination and focus. Much attention has been paid to innovative projects like the Shared Reading Project and the products related to literacy that have been developed at Clerc Center. But sometimes overlooked are the critical roles played by Clerc Center speech/language pathologists (SLPs) and audiologists in meeting the varied needs of deaf and hard of hearing students related to literacy development. ABOVE: A new listening literacy support station includes access to books, songs, and poems in print, on audiotape, and on videotape. At Clerc Center, a variety of approaches is integrated into service provision to advance literacy development and being evaluated by the audiologists and SLPs who serve on the Kendall Demonstration Elementary School (KDES) teams. Although the effectiveness of these strategies is still to be determined, they provide additional opportunities to open pathways to literacy development. These strategies include:

BC Researchers Scrutinize Literacy Skills in 35 Countries

European countries were the top performers in reading literacy at the fourth grade level, according to a major international study released this week by Boston College researcher. The study also offers evidence that activities such as reading, storytelling and singing in early childhood help strengthen students' literacy skills in school. Sweden, The Netherlands, England, Bulgaria and Latvia had the highest average achievement among the 35 countries surveyed, with Canada, Lithuania, Hungary, the United States and Italy rounding out the top 10 countries, according to the report from the Progress in International Reading Literacy Study (PIRLS). Sweden and England had the highest achievement in reading for literary purposes; in reading for informational purposes, Sweden, The Netherlands and Bulgaria were the top performers. Additionally, PIRLS collected extensive information about home, school and national influences on how well students learn to read, and queried parents and caregivers about their children's early literacy activities. Among the key findings, fourth-grade girls had significantly higher average achievement than boys in all countries, and reading was emphasized more than any other area of the primary-school curriculum. Within all countries, students' attitudes toward reading were generally positive, and students with the most positive attitudes had the highest reading achievement. About half the students, on average, enjoyed reading and expressed an appreciation for books.
