First ... Literacy The programs outlined in this document represent collaborative efforts between the Worcester Public
Schools Office of Governmental Relations/ Elementary Initiatives and all of Worcester's elementary schools.
All of these programs focus on literacy development from birth through age eleven and provide a continuum
of services for all children, with a particular focus on children and families in at-risk situations. Funding to
support these programs comes from a myriad of local, state, and federal sources. Worcester Family Ties Network The Worcester Family Ties Network serves families with children birth through age three. As part of the Mass Family Network, Worcester was one of the first 10 pilot programs to receive this funding from the Department of Education. In recognition of the parent's role as the child's first teacher, services support parents of very young children.
The program provides Adult Education courses with child care and transportation to support parent attendance. The WFTN offers GED classes in English at Grafton St. School and a Community site and in Spanish at Chandler Community School. Grafton St., Chandler Community, and a community site offer ESOL classes. The curriculum of these classes supports Family Literacy. The program serves 90 families throughout the course of the year. The WFTN offers family workshops on related topics as well as family activities to promote families learning together.

The children are involved in a daily Literacy Lesson lasting for one hour.
For the first 30 minutes of the lesson the whole class study texts to develop their reading or writing skills and focus on word or sentence work.
During the next 20 minutes, 1 group works with the teacher on guided reading or writing, while the remainder of the class work on independent activities.

Some Points to Consider We know young children come to school with different levels of pre-literacy awareness.
But why do they leave school with such different levels of literacy awareness? Design Flaws in school-based early reading programs
A design flaw occurs when an awareness that is later in the learning
hierarchy is required to learn a skill that is earlier in the hierarchy.
For example, a common design flaw is found in pre-literacy activities
where sound-letter correspondencea later skillis used
to develop the importantbut priorphonological awareness skills. Design Bias in School Classrooms
The design flaw in early reading programs becomes design bias in actual practice.
This happens because students who enter school with high levels of preliteracy
awareness, e.g., awareness of sound-letter correspondence, letter names, etc.,
are able to negotiate the flawed preliteracy activities. But students who enter school with lower levels of preliteracy awareness are not able to negotiate the design flawthe pre-literacy activities presuppose literacy awareness that they don't yet have. In effect most preschool, Head Start and
