An exotic species might impress your friends but please examine the difficulties of owning a snake. People view snakes as requiring minimum care. Feds propose new regs for pet birds, rats, and mice
In 2002, Congress excluded rats, mice, and birds used in research from the animal welfare act. In response, the US Department of Agriculture amended its regulations to reflect the change and solicited comments from the public on the viability of adding these species to the regulations if they are sold as pets or for other purposes. Deadline for comments was November 1, 2004. "Specifically, we intend to extend enforcement of the AWA to birds other than birds bred for use in research," the USDA said in its Federal Register proposal. This includes birds transported in commerce or sold for resale, exhibition, teaching, and some other purposes. Thus the proposal has two major goals: to devise appropriate standards for the handling and care of birds and to determine whether rats and mice should be covered under the general regulations applied to all small animals or should have a separate set of guidelines. USDA representatives attended the AFA annual meeting in August and told bird owners that they needed to send their comments about the impact that regulations would have on the breeding and keeping of birds. NAWA urged members to participate.

    Domestically raised mice and rats are very popular pets in the United States. They are readily available, relatively inexpensive and easy to care for, and usually enjoy human handling. These animals have been used extensively in research laboratories for many years. Consequently, their medical problems (many of which are inherited disorders resulting from intensive inbreeding) have been traditionally approached on a group basis rather than on an individual basis. As a result, very little practical and useful information exists on the medical care and treatment of individual pet mice and rats. Furthermore, even less information is available to the pet owner on responsible home care of murine rodents and recognition of their potential medical problems. Mice: The mouse, bearing the scientific name Mus musculus (interesting in light of the fact that the Great Blue Whale's scientific name is Balenoptera musculus , is thought to have originated in Asia. Its tremendous adaptability, long-time association with people and our dwellings, and unbelievably prolific breeding potential (one reference cites one million descendants from one breeding pair in 1 1/2 years) has allowed mice to enjoy a worldwide distribution. Mice are timid, social and territorial animals that spend a disproportionate amount of time in the wild pursuing an omnivorous (animal and plant material)diet. Feeding is most often carried out at night to escape predation.

    Breeding: Can YOU live with it? By Mary Ann Isaksen I believe every hobby breeder has the best of intentions when they first make the decision to breed rats or mice for pet or show. However, somewhere along the line, many of those breeders lose sight of the fact that it was the love of the animals that brought them to the fancy to begin with. These breeders frequently find themselves overwhelmed, having too many animals, and being unable to care for them properly. All too often, the show bench interferes with a breeder making the right decision for the animals in his care. Just like somebody becoming addicted to gambling, it is possible for a show breeder to become obsessed with winning ribbons. The competition is just too great for some people, and they will breed and breed and breed until they can finally beat that person who always takes home the Best In Show ribbon. I have even seen breeders of one species get involved with breeding another so they have more chances at winning ribbons. Yes, winning ribbons is fun, but it should not be the primary motivation for breeding any animal. LOVE AND RESPONSIBILITY
    If you aren't breeding because you love the animal, then you should not be breeding at all. Sadly, there are already enough people out there producing reptile food. It is hypocritical to say you love these animals and then turn around and sell your excess as 'snake food,' or to cull your litters down because you already "have too many and cannot find homes for all of them." If you love these animals, you need to take a stand for their well-being and importance as a species, but most of all, as pets. That means you must take responsibility for every animal you bring into this world. With that in mind, let's talk about some of the things you need to consider before you make the decision to start breeding, or to continue, if you are already doing so.

    • You support the position advocated in the comments submitted by the American Anti-Vivisection Society (see letter below). The new regulations covering certain birds, mice and rats under the Animal Welfare Act should, at a minimum, accomplish the following:
    1) Extend enforcement of the AWA to all animals not specifically excluded by Congress in 2002, in all categories: use in research/testing/teaching, and for breeding, wholesale pet sales, exhibition, and in transportation. 2) Prohibit the transport and sale of unweaned baby birds in commerce. These young, fragile birds are at great risk of succumbing to disease, mishandling, and the extreme hazards of transport. Require health certificates for all animals and mandatory testing of birds being transported to prevent transmission of disease and to provide a further barrier to the illegal trade in wild-caught birds.
