In a two-part article Jonathan Cook lays open a contradiction in terms An Israeli Knesset committee is currently formulating a constitution for Israel the first such attempt in its 56 years. The task was abandoned early in the state's history, after the country's founding fathers feared that giving a precise definition to the state's character would tear apart the fragile consensus between secular and religious Jews and that a Bill of Rights would enshrine in law rights it wanted to deny the Palestinians. Instead, the founding document of the state, the Declaration of Independence, made a promise: that Israel would "uphold the full social and political equality of all its citizens, without distinction of religion, race or sex". The Law, Justice and Constitution Committee is now holding regular sessions to establish a comprehensive set of Basic Laws which will comprise the constitution. The consensus among the Jewish committee members is that the preamble to the document will proclaim the state to be both "Jewish and democratic". The assumption is that an overwhelming majority of Knesset members will back such a constitution if it is put to a general vote of the parliament. The sole Arab committee member, Azmi Bishara, is not participating in the deliberations because he believes that such a formulation is nonsensical: the state cannot be both Jewish and democratic at the same time. Instead he is demanding that Israel become a state of all its citizens.

Dispensationalists, who are found in many fundamentalist and evangelical denominations, follow the theological beliefs of John Nelson Darby, C. I. This naturally leads to a resentment of Palestinian Arabs, and all other Middle Eastern nations that sympathize with the Palestinians in their resistance to the program of pushing them out of their historic homelands. Compared to other kinds of offenses, it is thought to be somehow more reprehensible. The press and public have become so used to tales of murder, rape, robbery, and arson, that any but the most spectacular crimes are shrugged off as part of the inevitable texture of American life. Doudou Diene, a UN special rapporteur on racism and xenophobia, was speaking at the end of a nine-day tour of the country. He said Japan should introduce new legislation to combat discrimination. Mr Diene travelled to several Japanese cities during his visit, meeting minority groups and touring slums. Japan mulls multicultural dawn He said that although the government helped to organise his visit, he felt many officials failed to recognise the seriousness of the racism and discrimination minorities suffered. He was also concerned that politicians used racist or nationalist themes, as he put it, to whip up popular emotions. He singled out the treatment of ethnic Koreans and Chinese and indigenous tribes.
