Liberals take slight lead in Quebec campaign
Story Tools QUEBEC CITY, April 6 (Reuters) The Quebec Liberal Party under Jean Charest is widening its lead in the provincial election race, the latest polls say, but it still may not be enough to unseat the Parti Quebecois and its separatist agenda. Entering the final stages of the campaign for the April 14 vote, Charest, 44, was buoyed by his performance in last Monday's leaders debate and by surveys showing him ahead of Premier Bernard Landry, 66, and the Parti Quebecois. The Liberals had been running neck and neck with the Parti Quebecois, which is looking to form a third consecutive government in the French-speaking province of 7.3 million. But polls taken after the televised debate show the Liberals rising 3 points to hold 43 percent of voter support and the Parti Quebecois down a point at 39 percent. The right-of-centre Action Democratique, led by 32-year-old Mario Dumont is a distant third at 17 percent, but could divide the popular vote in favor of the Liberals. "I feel that we have been able to connect with the people after the debate. Mr. Landry is in panic mode and behaving like the leader of the opposition," Charest told reporters this week.

Quebec Premier Bouchard resigns
Bouchard QUEBEC CITY, Quebec (CNN) Quebec Premier Lucien Bouchard resigned his post on Thursday, at the same time letting go of the reins of the separatist Parti Quebecois. "I have decided to end my participation in public affairs and to resign my role as premier of Quebec," Bouchard said during a press conference in a room at the French-speaking province's legislature. Deputy Premier Bernard Landry told the Montreal Gazette on Wednesday that he had "tried for hours and hours to make him change his mind, but the mountain was too great to climb." Jacques Cartier was the first European to spend wintertime in Quebec. He settled in 1535, during his second trip to America. The navigator set up his camp at the jonction of the St-Charles and Lairet rivers (the Lairet is now covered and canalized). This settlement is costly in human life because of Scurvy (due to a Vitamine C deficiency). It's an American Indian remedy, made with white cedar leaves and bark that cured the disease. Cartier din't find gold or treasures, or the road to India. However, he discovered a large river, American Indian culture, tobacco, and contributed to the progress of geography.
In 1541, Cartier settled in the roadstead of Cap-Rouge, naming it Charlesbourg-Royal. During this third expedition, he thought he had discovered gold and precious stones, but it was iron pyrite and quartz cristals, thus the name "Cap Diamant" or Cape Diamond. Following these trips, France lost interest for the Laurentian valley, only the cod fishermen remained present. It wasn't until the XVIIth century, with Samuel de Champlain and the development of the fur trade, that France renewed its presence on the North-American continent. A slow colonization

QUEBEC SOVEREIGNTY: A LEGITIMATE GOAL 1. "What does Quebec want?" Opponents of the Quebec sovereignty movement sometimes ironically ask, "What does Quebec want?", implying that Quebec has no reason to complain. It is indeed true that Quebec is not a colony, nor are Quebecers' rights and physical well-being in jeopardy. Our standard of living is enviable and we have access to ample social security. Furthermore, our right to freedom of expression is such that we can promote political goals which might, elsewhere, be considered subversive or highly treasonable. What, then, are the arguments supporting many Quebecers' wish for sovereignty? This paper details a political analysis of the relations between Quebec and Canada and sets out the reasons why a growing number of Quebecers are in favour of political independence. We shall first provide an overall picture of Quebec's unique situation and describe some of the special features of Quebec's current ties with Canada (Part 2). Part 3 will discuss certain historical developments that highlight the democratic nature of Quebec's approach to sovereignty. In Part 4, we shall argue that Quebec's sovereignty is primarily a matter of political legitimacy and democracy, rather than of constitutional law. Part 5 will focus on some of the reasons why we favour sovereignty. Finally, in Part 6, we shall appeal to intellec-tuals, asking them to monitor events closely should Quebec secede, given the intransigence which the Canadian government seems currently prone to display.
