Quebec Government Grant
The Quebec Grant, provided by the Quebec Government Office in LosAngles, enables the recipient to reside in Quebec and study during the summer. Included are the cost of tuition, room and board, special activities, and excursions. The recipient is expected to enroll in courses selected from the regular summer offerings. Cost of transportation to and from Quebec is the responsibility of the recipient. Applicants for this grant may also apply for CLTA's LANGABROD Grant for a travel stipend. Application form Application Requirements Submit the following documents. Those marked with an asterisk must include one original and three copies of the document.

Canadian money managers responsible for over $150 billion in total assets under management expect the Canadian dollar to drop to a low of 64 cents against the U.S. dollar after a "yes" vote on sovereignty for Quebec and prior to the conclusion of a separation agreement with the Rest of Canada (ROC), a Fraser Institute survey has found. "The uncertainty fuelled by a volatile currency could have an adverse impact on a separate Quebec's and ROC's trade flows and economic activity," explained Mr. Fazil Mihlar, policy analyst at the Fraser Institute.
Downgrade of Quebec bonds: borrowing costs to escalate
Fund managers surveyed almost unanimously agree that a downgrade of Government of Quebec bonds is bound to happen in the event of a "yes" vote. In fact, 98 percent of the respondents stated that Quebec bonds are very likely or likely to be downgraded if Quebecers vote in favour of sovereignty. Ninety-three percent of those surveyed expect that Quebec Government-Government of Canada long-bond yield spreads would widen by an average value of 120 basis points. Ninety-one percent of the respondents also expect Government of Canada-U.S. long-bond treasury spreads to widen. The average expected increase in borrowing costs is 82 basis points. Indeed, some money managers also expect Quebec Government-Government of Canada and Government of Canada-U.S. long-bond yield spreads to widen by as much as 300 basis points each.

Quebec Government Agency Selects Johnson Controls for Security Enhancements
Integrated security systems to serve 7,000 employees in 29 offices The $1.7 million (approximately $2.3 million CDN) contract includes the installation and integration of a card access control system serving approximately 7,000 employees, a closed circuit television (CCTV) system, an electronic gate and turnstiles. The project is expected to be completed by July. "These security enhancements will help improve safety and security for the Commission’s employees, as well as for visitors to the facilities," said Pat Young, vice president and general manager, Fire & Security Solutions, Johnson Controls. "The Commission is committed to making the workplace a safe environment for all workers in Quebec, including our own. Safety and health add value to business, the workplace and life," said Robert Savage, safety chief officer of the Commission of Health and Occupational Safety.     The Impact Study 's Methodology and Approach The Impact Study 's[ ] argumentation to justify more tobacco regulation bypasses the economic methodology. It does not demonstrate the existence of external costs (i.e., of effects on third parties) nor does it show that there are transfers between smokers and non-smokers that would need to be corrected. The study omits theoretical and empirical research published on smoking in the economic literature. Its general assumption of addiction can hardly stand up to any thorough analysis, and amounts to an argument for government paternalism. 1. The Proposed Legislation's Impact on Health Costs It is difficult to find in the Impact Study any evidence to back up the claim that the proposed legislative measures will reduce tobacco consumption as dramatically as it claims. Economic analysis rather suggests that the proposed regulations would have little impact on tobacco consumption - and would perhaps lead to unintended effects, including among the young. While it argues that a reduction in morbidity and mortality would lead to lower public health costs, the
