However, this flexibility remains fragile. For fiscal year 2000-2001, the health care, social services and education sectors, totalling $26 billion, accounted for 64% of program spending, or 61% of the Quebec government’s autonomous revenues.
The health care and education sectors are exerting upward pressure on public finances.
In view of the aging of the population, advances in pharmacology and the ongoing technological improvement of medical treatments, health care costs should continue to rise faster than economic growth in the coming years. The same applies to spending on education. Despite slow demographic growth, the pressure exerted by the knowledge economy and globalization will have to be translated into increased spending on education in order to meet Quebec enterprises’ need for skilled labour and ensure their future competitiveness. The weight of the provincial debt also adds to the government’s financial constraints. Quebec’s total debt stood at $105 billion in 2001-2002, making Quebec one of the most indebted provinces. Interest costs on the debt were $7 billion in 2000-2001, or 16% of the Quebec government’s autonomous revenue. Despite efforts by the provincial government to bring down public spending, the debt has constantly grown since 1998-1999, the year in which the zero deficit strategy was introduced.

only official language. Prior to this date, the government bodies may have had an English name, or a French name, or both. Before this policy change, Queen's University practice was to use the English form of the name if there was one. After the 1974 cutoff point, these same corporate bodies should be established with the French form of the name (if there is one). The choice to follow NLC causes a different problem as a result of the National Library of Canada's bilingual cataloguing policy. Whenever both English and French forms of the name are available, NLC maintains parallel name authority records. This practice has several consequences for us.
  • The switch from English to French is not documented. It is "invisible" in NLC. This means that you must remember to make the change. Since NLC establishes both the English and the French where applicable, it can be difficult to remember which form should should be using. This is particularly true when you have an item published in French, prior to 1974. Even though your book is in French , if an English form of the name exists for this period, it is the English form you should use.

So does the Quebec government. Quebec is one of the few governments in North America that has given an information systems agency the mandate to co-ordinate GIS technology. Determining the financial viability of GIS projects was a major concern, Hudon says. He maintains that geomatics projects “are often very large, so assessing their costs and benefits is particularly crucial.” He says users led many GIS projects in the late 1970s and early 1980s because systems professionals didn’t have the expertise to develop geographic applications, or were already “overbooked” with financial and accounting systems. Only large computers were available at that time, and “the room was like a cathedral” – locked, air-conditioned, accessible only to specialists.

    Montreal 28 May 2001 The Quebec Government will use its Alpha systems to implement GIRES, an important IT project for the Quebec Government. AlphaServer systems will be used as the hardware platform to run the integrated Oracle E-Business Suite. The GIRES project ("Gestion Integree des RESsources" - integrated resources management) is intended to improve the government's management practices by using, among others, hardware and software solutions that are on the cutting edge of technology. The entire project is a major investment for the Quebec Government and $10 million will be allocated for the purchase and installation of the Compaq hardware. "The fact that a committee of experts mandated by the government recommended Compaq out of the four companies in the running is evidence of the superior quality and reliability of the Alpha systems and reflects our ability to support the execution of the world's largest IT projects," noted Daniel Mercier, Regional Vice-President for Quebec, at Compaq Canada. It is well known that the definition of marriage is a matter within federal jurisdiction under our founding constitution, the British North American Act (BNA Act). The provinces only have jurisdiction over the solemnization or procedures relating to the marriage ceremony . The reason that our constitutional fathers assigned this power to the federal government is because a citizen cannot be married in one part of Canada and not be married in another part of the country - hence a national or federal definition is necessary.     Crises in the Fur Trade and Establishment of Government Presence
    Many Cree today speak of the lives of their parents and grandparents at the turn of this century as being traditional. This century has seen greater change in their lives than earlier ones, primarily because other Canadians have intervened in their lives. Fur traders have been present in the region since the mid-seventeenth century, and missionaries have visited most trading posts since the mid-nineteenth century; but the arrival of the government characterizes the twentieth century. Although these lands were purchased by Canada from the Hudson's Bay Company in 1870, the government presence was slow to be felt. In the late 1920s the Quebec government's first intervention in the region occurred when it responded to requests to help solve the crisis created by white trappers. Quebec first made the killing of beaver by non-lndians illegal in the northern regions of the province, and then in the mid-1930s outlawed all killing of beaver. The Cree supported this closure, and some communities reached their own agreements to cease taking any beaver before the government took its decision. When hunting resumed - after ten to twenty years depending on the region - the response had worked: beaver were numerous, they were no longer "mad," and they wanted to give themselves again. The Cree and the government thus agreed independently on the means and the timing for re-establishing beaver populations.

    FEDERAL GOVERNMENT TO RESPOND TO QUEBEC'S POSITION IN COURT CASE
    OTTAWA , May 10, 1996 The Attorney General of Canada, Allan Rock, announced today that the federal government will appear in Quebec Superior Court next week to respond to the position taken by the Attorney General of Quebec on a preliminary motion. The motion has been brought by the Quebec government in relation to a legal action initiated by Mr. Guy Bertrand. The Quebec government is seeking to have the case dismissed. Mr. Rock emphasized that Quebec is questioning the relevance and applicability of the Constitution to Quebec separation and the jurisdiction of Canadian courts to consider these matters. "As Attorney General of Canada, I have a duty to protect the integrity of the Constitution and to uphold the role of the courts as the prime defenders of the Constitution and the rule of law," said Mr. Rock. In explaining the circumstances surrounding the federal government's decision to appear in the case, Mr. Rock pointed out that the federal government did not initiate the action. It was instigated by Mr. Bertrand as a private citizen who has, pursuant to Quebec law, involved the federal government as a third party. Mr. Bertrand is a Quebec City lawyer who is challenging the constitutionality of several aspects of the Quebec Government's sovereignty agenda.
