Minister Gagliano Urges Quebec Government to Aid Victims of Pyrite-Damaged Homes
The Honourable Alfonso Gagliano, Minister responsible for Canada Mortgage and Housing Corporation, today called on the Government of Quebec to accept the Government of Canada's offer in order to provide immediate aid to property owners affected by the pyrite problem.
The Government of Canada is prepared to provide financial assistance of up to $17.5 million, which represents 25 percent of the cost of the provincial program.
"The Government of Quebec must think of the needs of property owners and proceed without delay with the program it created," the Minister said.
The voluntary contribution of the Government of Canada respects the position of the Government of Quebec, which has exclusive responsibility for consumer protection.

This clash of old and new came to a head in the last years of the regime of Premier Maurice Duplessis, an economic conservative and Quebec nationalist who led Quebec from 1936 to 1939 and from 1944 to 1959. As leader of the Union Nationale partywhich he had helped createDuplessis's first term in office ended when he lost the 1939 election after challenging Ottawa's right to intervene in provincial jurisdictions during wartime. Reelected in 1944, Duplessis refused to cooperate with most of the new social and educational initiatives launched by the King and Saint Laurent governments. He favoured foreign investment, supported the Roman Catholic church as Quebec's chief agency of social welfare and education, and strongly opposed trade unionism. Quebec society was changing dramatically in the late 1940s and '50s. Montreal and other urban centres grew rapidly after the war. A burgeoning French-speaking urban middle class was entering business and the professions. Increasing numbers of students completed high school and entered Canadian colleges and universities. A prolonged and bitter strike by asbestos workers began a period of labour conflict and gave young idealists (one of them Pierre Elliott Trudeau) a chance to combine with labour in a struggle for a free society of balanced interests. A new Quebec was emerging, despite Duplessis's best efforts to keep it Catholic, agrarian, and conservative. At the time of his death in 1959, the province was ready for a change in politics as well.

Click here for more information QUEBEC The new Liberal government has endorsed a Hydro-Quebec request to increase electricity rates by six per cent by Spring 2004. Jean Charest's cabinet adopted a decree at its cabinet meeting this week that overturns a price freeze imposed by the former Parti Quebecois government in 1998. The freeze was to continue until 2004. Half the price hike would take effect in October, with another three per cent imposed next April. The publicly owned utility requested on Wednesday that the provincial energy regulator approve the rate hike. A decision on the October increase is expected by September 12, following public hearings. Hydro-Quebec said in its application that a rate increase was required because the utility's distribution division is facing a deficit of $425 million this year. October's three-per-cent increase would reduce that shortfall by $65 million. Natural Resources Minister Sam Hamad said in a news release that the goal of the increase is to "depoliticize the debate surrounding the question of electricity rates." Hydro-Quebec president Andre Caille said there must be true transparency in prices so they better reflect energy costs.

Click here for more information MONTREAL - World aluminum leader Alcoa Inc. has put a halt to a $1-billion modernization of its aluminum refinery at Baie-Comeau, Que., until it can negotiate a new agreement with the Quebec government. The new Liberal government elected in April 2003 wants to renegotiate terms of a deal struck by the previous Parti Quebecois government that provided a 10-year tax break and an interest-free loan of $170 million for the project. "Alcoa cannot continue to invest in a project without a firm agreement with the Quebec government," Jean-Pierre Gilardeau, president, primary metals for Alcoa Canada, said recently. He said an agreement reached with the provincial government in 2002 was called into question by Premier Jean Charest's Liberal government last fall, invoking constraints on the availability of energy. Gilardeau said it was not until last Dec. 4, a few days before the expiry of the original agreement, "that the government let the company know the agreement had to be reviewed on a new basis including job creation with aluminum manufacturing. "In consequence, the government wants to open a new round of negotiations."

Wilderness Activist Fall 2002 The decision is largely the fruit of work by the Association pour la protection de la rivière Moisie (APRM), a local group which has been lobbying for its protection for twenty-five years and which CPAWS-Montreal has been working closely with over the past year. Other partners including the Union québécoise pour la conservation de la nature (UQCN), the Atlantic Salmon Federation, and the local Innu community also played important roles, and particular credit must go to M. Boisclair for spearheading efforts within the government. As pleased as CPAWS is with the announcement, the final boundaries will only be determined after public hearings to be held within the next several months. Some form of protection for the entire watershed has long been the aim of the APRM and we will be promoting efforts to extend the limits of the proposed protected area. CPAWS-Montreal, together with the UQCN, WWF-Canada, and the Réseau québécois des groupes environnementaux (Quebec environmental network, RQGE), are working in a major collaborative effort to ensure that Quebec meets, and exceeds, its commitment to establish protected areas representative of the province's biodiversity over 8% of its territory by 2005. 1993 (not graded) 1994 Grade: D 1995 Grade: C+ 1996 Grade: C+ The Quebec government is holding at its grade of C+, with efforts for biodiversity bringing up a poor mark for protected areas. This year the Quebec government released a final Biodiversity Strategy and Action Plan after public consultation. Reaction from Quebec's environmental community has been quite favourable. Clearly, the presence of the international United Nations Secretariat for the Biodiversity Convention, in Montreal and partially funded by the provincial government has had an impact. Quebec also has the most recently minted of any province's endangered species legislation. (Only Quebec, New Brunswick, Ontario and Manitoba have any legislation to protect species.) Currently, there are only nine listed species, and all plants. While the conservation community expects more plants to be added soon, and potentially two animals, there remains concern that the listing of species is too dependent on political discretion and the governments agenda. All promoters of projects are required to take into account the list of species at risk and submitted to the government authorisation. While the government has created several new protected areas and ecological reserves this year, their progress over-all has been slow. Work is just starting to develop a map based on gap analysis to identify those ecological areas which have been adequately represented in a protected areas system and those which have not. Quebec has received credit though from World Wildlife Fund for its work in marine protected areas, particularly for their draft natural regions framework for the St. Lawrence River and the release of the management plan for the Saguenay-St. Lawrence Marine Park.

QUEBEC GOVERNMENT, convinced that newspapers and magazines do not constitute garbage, backed off proposed legislation that would have forced publishers to meet 50 per cent of the cost to handle recycling of their product. Similar legislation is being proposed in Ontario. The Quebec legislation was designed to promote recycling and curb-side waste and might have cost newspaper and magazine publishers more than $5 million a year. Instead, the government will charge recyclable goods and packaging producers $1.3 million a year for the first five years under the law. Fiscal imbalance (in French déséquilibre fiscal ) is the term used in Quebec and Canada to describe a monetary imbalance between the Canadian federal government and the Quebec and provincial governments.

According to the fiscal imbalance theory, Ottawa has achieved an important surplus by cutting its contributions towards provinces, leaving them with responsibilities much too expensive for their resources. A major work having developed the theory is the Seguin Report , commanded by then Premier of Quebec Bernard Landry and accomplished by now Quebec Minister of Finance Yves Séguin .

When federal Justice Minister Allan Rock said, in December 1994, that the Quebec government's draft bill on sovereignty was unconstitutional, Quebec sovereignists accused him of interfering. But Rock also got in trouble with some Canadian federalists for declaring, almost in the same breath, that constitutionality was a mere "technical detail" compared with the will of Quebecers to decide their own future. It was an uncomfortable moment for Rock, but on Sept. 8 a Superior Court judge said the same thing. The Quebec government's plan is clearly illegal, declared Justice Robert Lesage, in a case brought by former separatist Guy Bertrand. But trying to stop a referendum, the judge also said, could cause even greater damage to Bertrand's civil rights: this is essentially a political matter, the judge said in effect. Indeed, if Quebec attempts to secede without Canada's co-operation, it will find nothing in Canadian law - and little in international law - to support the move. But as Professor Henri Brun of Université Laval puts it, the test of Quebec's right to separate is "whether it works."
