OTTAWA - September 3, 1999 - Environment Minister David Anderson and Foreign Affairs Minister Lloyd Axworthy today welcomed the announcement that the Government of Quebec plans to introduce legislation this fall, regarding temporary measures, to prohibit large-scale removals of freshwater from that province. "I am encouraged by this progress and applaud Quebec's decision," said Minister Anderson. "We all share a common interest in protecting our fresh water. I look forward to working with Quebec and all other provinces and territories this fall towards an agreement for a Canada-wide Accord to prohibit bulk water removals, including removals for export, from Canadian watersheds." For its part, the Government of Canada intends to support the Accord within its own jurisdiction. The Honourable Lloyd Axworthy, Minister of Foreign Affairs will be introducing amendments to the

An interdepartmental workgroup, involving thirteen (13) departments and organizations, and presided by the Minist¨re des Ressources naturelles, worked during one full year to put together this policy. The objective of this policy is to encourage departments and government agencies, as well as Crown corporations and municipalities to increase their use of products containing chrysotile. Qu©bec currently processes about 2% of its chrysotile production (6,000 tonnes out of a total output of some 300,000 tonnes per year) and the Qu©bec government hopes to double this domestic consumption in the medium term, by increasing the use of materials containing chrysotile, namely chrysotile-cement pipes and sheets, as well as bituminous pavement with chrysotile. Organizations targeted by the policy shall have the obligation to make sure that suppliers of chrysotile products that meet policy standards are invited to submit proposals when these organizations proceed with calls for tenders and acquisitions of goods. The policy also provides for assistance measures for the development and marketing of new products that contain chrysotile.

Quebec government won't face lawsuit

OTTAWA (CP) - The Quebec government won't be on the hook for financial damages in a massive lawsuit by women who say they waited too long for treatment of their breast cancer. The Supreme Court of Canada, in a decision released without comment Thursday, quashed a request to name the province as a co-defendant in the class-action suit. That means the women can go ahead with a plan to sue 12 hospitals across the province, but can't target the government as the ultimate overseer of medicare. "I'm disappointed and quite surprised," said Michel Savanitto, the lawyer for the claimants. "But we'll have to deal with it and go forward." The suit was launched by Anahit Cilinger, a Montrealer of Turkish origin, who underwent surgery to have a cancerous tumour removed from her breast in 1999. She found herself on a lengthy waiting list for follow-up radiological therapy and, after a delay of three months, finally travelled to Turkey and paid for treatment there out of her own pocket. Upon her return, she took legal action claiming psychological and physical damages. She says the consensus of medical opinion is that the waiting time for her therapy should have been no more than eight weeks.

    Statistics in brief from the Quebec Government
    Howdy!
    They released some interesting numbers from Statistics Quebec today. All about Museums. You can download the 12 page pdf file here . Beyond the usual bafflegab and gobbledy-gook, there is one thing I found very interesting. On page 11, they state that about 5,000,000 people went to museums in Montreal in 2004. If you remember, all the way back last week , the powers that be trumpeted that about 125,000 people went to all the museums in Montreal on "Montreal Museum's Day." So, if my math skills are still good, that means that 2.5% of their total attendance was due to Museum's day.

    Traditional Quebec culture was predominantly a patriarchal culture in which the Catholic Church and its teachings formed the basis of the society. A journey through rural Quebec reveals the prominent place once held by the church. From miles away, the church steeple pierces the skyline amidst the greenery of summer or the snowy white of winter. In modern Quebec, the Catholic Church no longer holds sway over the young generation, as is did over their forefathers. Irreversible Phenomena
    Like many western societies, Quebec society evolved from a rural, agricultural culture. Over the past century, employment in Quebec's agricultural and resource sectors have steadily declined. The place of women changed in Quebec society as changes in employment evolved, changes facilitated by improvements in technology. Developments such as the telephone switchboard, the electric sewing machine, the evolution of the modern typewriter offered employment opportunities to women which did not exist prior to the year 1900. In traditional Quebec Catholic society, a women's place was in the home, married and raising children, while the husband was out earning a living.
    The opportunities offered to women in an evolving workplace attracted young, unmarried women into the workforce as wage earners, able to support themselves in an independent lifestyle. The economic self-sufficiency available to women gave them greater freedom of choice and control over their lives, though at first, this may not have been obvious. Prior to 1900, there were two basic options open to unmarried women in a patriarchal society, that being the convent or the brothel. Technology opened respectable opportunities for self-sufficiency for single women in the workforce. These opportunities set the stage for a silent revolution which would attract thousands of women to assert their independence and respectable self-sufficiency in an otherwise patriarchal culture.

A second event involved lower than expected water levels in Quebec's James Bay hydro-electric dams, reducing their power output.     The Quebec Experience
    The Quebec government has developed a policy that sets out a new framework for its relations with the community sector. In 2000, the Minister of Social Solidarity, André Boisclair, launched a vast public consultation campaign with community organizations to discuss this proposed policy of recognition and support for community action. Although a government policy rather than an inter-sectoral accord, the policy was the product of ten years of lobbying and demands for recognition from the sector. régies régionales de la santé et des services sociaux, conseils régionaux de développement, conseils locaux de développement, etc. With respect to financing, the community sector is concerned that the Quebec government had not made any concrete commitments towards allotting new funds to the sector in either versions of its framework policy, but has simply moved existing money around. Although funding of community organizations has not decreased over the past years, and many organizations have even seen their funding go up because government has reinvested money in the community subsector while cutting back in the health and social services subsector, their service loads have increased substantially. The Quebec case offer two important lessons for the development of an accord. The first is that a sense of openness and responsiveness is crucial. Although there is a strong history of government working with the voluntary and community sector in Quebec, the perception in this instance was that government officials had a clear vision of where they wanted to go with the policy and tried to sell that to the sector. But, the community sector was not prepared to follow this lead without modification. The second is that the formalization of a partnership with government may impose considerable demands on sector representatives to participate in a variety of roundtables and other fora. If these representatives are already part of many such collaborations within the sector, how they will participate and the structures and resources which support their participation may need to be closely evaluated.
