    This entry gives the basic form of government. Definitions of the major governmental terms are as follows:
    Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
    Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
    Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
    Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.
    Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.

[ Read More Qatar (11/04) Oil formed the cornerstone of Qatar's economy well into the 1990s and still accounts for more than 70% of total government revenue. In 1973, oil production and revenues increased sizably, moving Qatar out of the ranks of the world's poorest countries and providing it with one of the highest per capita incomes. Despite a marked decline in levels of oil production and prices since 1990, Qatar remains a wealthy country, thanks largely to burgeoning gas exports. ... When the Turks left, at the beginning of World War I, the British recognized Sheikh Abdullah bin Jassim Al Thani as Ruler. The Al Thani family had lived in Qatar for 200 years. The 1916 treaty between the United Kingdom and Sheikh Abdullah was similar to those entered into by the British with other Gulf principalities. Under it, the Ruler agreed not to dispose of any of his territory except to the U.K. and not to enter into relationships with any other foreign government without British consent. In return, the British promised to protect Qatar from all aggression by sea and to lend their good offices in case of a land attack. A 1934 treaty granted more extensive British protection. ... [

    Market Intelligence 6 (Qatar - June 2005)
    The Qatari government – Public Works Authority has signed a contract to take part as a major exhibitor in the Gulf Traffic. Not only this but they have signed on as an official government sponsor of the event. They will use the region’s largest exhibition on traffic and transport to locate contractors and consultants from the Middle East and around the world to participate in the country’s 5-year, $14 billion plan to implement 32 projects that will dramatically transform Qatar’s road systems. The plan will be executed under the supervision of the Qatar Public Works Authority - Ashgal, which will be sending representatives to Gulf Traffic. ‘The active and enthusiastic participation of the Qatar government’s chief agency in charge of traffic infrastructure development in Gulf Traffic is a terrific endorsement of the critical importance of Gulf Traffic 2005,’ said Davyd Farrell – Project Director of Gulf Traffic. ‘The influx of capital accompanied by sweeping economic reforms has fueled a boom in strategic infrastructure expansion unprecedented since the 1970s.     Who exactly owns Qatar Airways? I get the impression that the Government only owns 50%? Marwan January 11, 2005, 15:21 Qatar Airways belongs to the "State of Qatar" but the "Qatar Amiri Flight", basically an integrated division of Qatar Airways has airplanes owned by the "Royal family" but operated by Qatar Airways. But don't ask me how separate state and royal-family are accounting-wise. Suppose the difference is rather a hair-splitting exercise ! January 12, 2005, 04:51 Actually no. The airline was started by private and I believe institutional investors and was completely private between 1993-2000 when the government purchased a 50% stake.     Today its people have one of the highest per capita incomes in the world. Dominated by the Al Thani family for almost 150 years, the mainly barren country was a British protectorate until 1971, when it declared its independence after following suit with Bahrain and refusing to join the United Arab Emirates.     FACTS
    LEADERS MEDIA In 1995 Crown Prince Hamad Bin Khalifa deposed his father to become emir, since when he has brought in several liberal reforms. Press freedoms have been extended and the Qatari satellite TV station Al Jazeera has become one of the most important broadcasters in the Arab world. In 1999 the country's first elections - for a 29-member municipal council - were held in which women were allowed to vote and stand for office. A constitution, providing for democratic reforms, came into force in 2005. On its heels, voting for a partially-elected legislative body is expected to take place by 2007.
