During the early 1990s, the Emir adopted several independent initiatives in his conduct of foreign policy: there were burgeoning commercial relations with Israel and welcome support for American strategic objectives in the region (see below); yet Qatar was one of the few governments to maintain relations of any kind with the Taleban regime in Afghanistan. Around the same time, Qatar became involved in a number of territorial disputes with both Bahrain (over the oil rich Hawar islands) and Saudi Arabia, over the position of the border between the two countries. Government Executive power is held exclusively by the Emir, a member of the Al-Thani family, which has ruled Qatar since independence. The Emir serves as both head of state and head of government. There is no independent legislature or political parties. Some decision-making is devolved to a Council of Ministers appointed by the Emir. A 30-strong advisory council with limited powers was created in 1972. The Emir's democrtization plan envisages a 45 member parliament, of whom 30 will be popularly elected and 15 appointed by him.

The capital is Doha. The economy of Qatar is dominated by oil and natural gas, which accounts for 70% of export income. Oil and gas revenues have been used to diversify the economy, including the development of chemicals, steel, cement, and fertilizer industries and banking. A minority (20%) of the population are Qataris (Arabs of the Wahhabi sect of Islam); the rest are largely other Arabs, Pakistanis, Indians, and Iranians. Arabic is the official language, but English is also widely spoken. The country is a monarchy. History
Qatar was ruled by Bahrain from the 1700s until the mid-1800s, when Great Britain and the Ottoman Empire began vying for control of the peninsula. It was a British protectorate from 1916 until 1971, when it became independent. In the 1980s and 90s Qatar had territorial disputes with Bahrain and Saudi Arabia. During the Persian Gulf War (1991) international coalition forces were deployed on Qatari soil. The present emir, Sheikh Hamad bin Khalifa al-Thani, came to power in 1995 after ousting his father. In the late 1990s Sheikh Hamad eased press censorship and promoted ties with Iran and Israel. Since 2001 Qatar has allowed U.S. use of the Al Udeid air base, and the headquarters for the U.S. invasion of Iraq (2003) were in the country.

Tokyo, JAPAN – A feast of Qatari culture and entertainment celebrating the arrival of Qatar Airways in the Japanese market has been at the centre of attention in one of Tokyo’s most fashionable districts.
The outdoor entertainment arena within the shopping complex of Roppongi Hills was turned into three packed days of music, song, dance, and arts and crafts.
A large bedouin Qatari tent pitched in the arena drew up to 1,000 visitors each day, keen to watch and participate in the specially-laid on entertainment. It was a culmination of a busy few months to celebrate Qatar Airways’ new flights between Doha and Osaka, launched on March 31, with four services a week. A group of 17 folk dancers, musicians and traditional craftsmen and women were flown by Qatar Airways to Japan for the Tokyo event which was aimed at showcasing Qatari culture in the Japanese market. Visitors were given a taste of Arabic hospitality, served with Arabic coffee and given an opportunity to try out traditional costumes and join in the entertainment.

AMMAN, Jordan: Qatar Airways announced that it hosted a themed Qatari Night at the Marriott – Dead Sea Sunday night as part of summit celebrations welcoming World Economic Forum delegates.
The World Economic Form, which was held under the patronage of His Majesty King Abdulla II, was held in Jordan from May 15 – May 17, 2004.
The Qatari night, welcomed a multitude of business and political personalities who experienced what Qatar had to offer in terms of culture and heritage. The event was attended by Prime Minister of Jordan - Mr. Faisal Al-Fayez, the Minister of Economy and Trade - H.E. Sheikh Mohamed Bin Ahmed Al-Thani, the Qatari Ambassador to Jordan – H.E. Mr. Mana Al Hajiri, and the Jordanian Minister of Planning – Mr. Bassem Awadallah. Also in attendance was Qatar Airways’ Chief Executive Mr. Akbar Al Baker and Qatar Airways Regional Manager Amman Mr. Hilal Al Mohannadi and many other ministers, ambassadors, and foreign delegates.
The Forum operating under the theme “Facing the Real Challenges: Partnering for Change, Peace and Development”, served as a platform to implement policy reform, and examined how the Middle East was positioned in the global economy.

Doha lies on the eastern side of the peninsula of Qatar, and is by far the largest city of the country, holding more than half of the inhabitants. The economical bas of Doha is petroleum exports, shrimp processing, finances, and administration. There is one university, the University of Qatar that was founded in 1973. The National Museum was opened in 1975. The Government House, from 1969, is one of the most prominent landmarks. A Muslim dominance, with 93% sunni Muslims. Christians are the second largest group with 6% of the population. Hindus represent 1% of the population, while there is a small bahai community of 0,2% of Qatar's total population. The clear majority of Qataris belong to the wahhabi tradition of today's Saudi Arabia but their branch is not as strict in some fields as what is seen in Saudi Arabia. Only 25% of the population of Qatar is Qataris. They are mostly of Najdi ancestry, while large groups are of Persian descent. Of the foreigners most come from India and Pakistan, and other Arab countries, like Egypt. British citizens principally represent westerners. Attempts to industrialized and diversify the economy has had only limited success. Most of the industry activity is located around Umm Said. Industries include cement, fertilizers, steel and petroleum. The steel production has been a success, and has run with a profit for the last 10 years. For foreign investors, Qatar is offering tax holidays, of up to 12 years, and foreign companies are allowed to be 100% foreign owned. There are strict regulations on foreign ownership in property.

Background:

During the late 1980s and early 1990s, the Qatari economy was crippled by a continuous siphoning off of petroleum revenues by the amir who had ruled the country since 1972. He was overthrown by his son, the current Amir HAMAD bin Khalifa Al Thani, in a bloodless coup in 1995.

It was May 5th, 2001 when I stepped off the plane and encountered a fierce blast of hot air which awoke my senses to the adventure that lie ahead. My husband and I had arrived in Qatar, a Middle Eastern state that we barely knew anything about. Friendly, modern, progressive; rich in Arabian culture, language, and Islamic religious practice; these were attributes that we had read about and anticipated. I was particularly interested in learning about Qatari culture and the Arabic language, so I set out to find any information I could on Arabic classes for English speaking students.The expatriate community was more than willing to help me out. Several ladies, from all over the globe, told me of classes offered by the Qatar Center for the Presentation of Islam (QCPI) which are run throughout the normal school year.
I received directions to the Center, located just south of Markhiya roundabout , on Al Fajr Street. The friendly Assistant Director, greeted me with an enthusiastic smile and provided me with a brochure and explanation on the available programs, including the terms and conditions of attendance, which includes modest dress. I then sat down in their comfortable coffee room to review the information.
The QCPI consists of two departments: the Department of Language and Culture and the Department of Islamic Studies. QCPI's mandate is to meet the needs of the non-Arabic speaking community in Qatar. My interest was in conversational Arabic (Qatari Dialect) and written and conversational Classical Arabic, for beginners. Basically, I wanted to learn how to hold an informal conversation with the locals and read the intriguing advertisements and road signs, in Qatar.
