Abstract
This roundtable discussion proposes to take up the implications of the U.S. Supreme Court ruling in Rice v. Cayetano On behalf of the Respondent, Hawai`i's Governor Benjamin Cayetano, the state argued that the OHA's limitation on the right to vote was not based upon race but the unique status of Hawaiian people and that the classification met rational basis review under Morton v. Mancari because the state and federal government have a "special relationship"-trust and obligation-to "native Hawaiians" that is analogous to the federal government's relationship with American Indian tribes. Hence, the limitation on the right to vote for the OHA trustees is based on a legal classification determined by those who constitute the beneficiaries of the trust managed by that Office. However, the state obligations to Hawai`i's indigenous people were not sufficient to convince the Supreme Court of the unique political situation of Hawaiian people that justified the exclusive OHA elections process.

    This course will offer a comparison of the rich histories of Caribbean islands, a discussion of more recent events relating to social, cultural, political, environmental, and economic development issues. This discussion will then tie in the direct and indirect influence that the United States has had on each of these areas. The first class will offer an overview and underlining themes of the course. Students from various Caribbean islands will lead each proximate week and bring in guest professors, and speakers. Class will meet once a week (Thursday nights from 7-9pm) Overview: Week 1: week of 1/8 Introduction + US Territories Unit: US Virgin Islands + Puerto Rico Introduce overlying themes of course tying in each class.

    The year was marked by continuing controversy over the status of the small island of Vieques. For several years, some leading Puerto Rican political figures, supported by civil rights leaders and political officeholders in the United States, have raised protests over the U.S. Navy’s use of the island as a bombing range. A number of protestors were arrested and given jail sentences for participating in demonstrations during naval exercises on the bombing site during the past summer. The protest campaign, however, died down after the terrorist attacks on the United States on September 11.
    Calderon was elected governor in 2000, winning 48.5 percent of the vote against 45.7 percent for her main rival, Carlos Pesquera of the pro-statehood New Progressive Party (NPP).

    PUERTO RICO Television could not develop in Puerto Rico as early as in other areas of the Caribbean region because of the island's status as a territory of the United States. As a result of that legal condition the communication industry in Puerto Rico was placed under the overriding control of the U.S. Federal Communications Commission (FCC), a situation that remains to this day. When the FCC implemented the television freeze and "ordered applications for new TV stations placed in the pending file" on 29 September 1948, Puerto Rico had no choice but to postpone its development of this new medium until the agency renewed the process for the issuance of broadcasting licenses on 12 April 1952. Soon thereafter, on 24 July 1952, the FCC granted the first permit for the construction of a commercial television station in a U.S. territory to El Mundo Broadcasting Company. WKAQ-TV, Telemundo, was founded by Angel Rámos, who also owned El Mundo These two stations attracted the attention of mainland corporations and on 14 April 1983 WKAQ-TV, Telemundo, was sold to John Blair and Co., a diversified, publicly traded American company which again sold it in October 1987 to Reliance Inc., the owners of Spanish television network Telemundo in the United States. Thus, Telemundo of Puerto Rico became part of the ample network of Hispanic TV stations on the mainland.

    U.S. Department of Education Technology Literacy Challenge Fund A five-year, $2 billion fund to provide formula grants to state education agencies to support grassroots efforts at the state and local level to meet the four national technology goals for schools: modern computers, high quality educational software, trained teachers, and affordable connections to the Internet. After the Technology Literacy Challenge Fund was launched in FY97 and funded at $200 million, it more than doubled with $425 million appropriated in FY98. These funds are awarded to all 50 states and outlying areas according to the ESEA Title I formula. The challenge fund is designed to encourage states, local communities, the private sector, schools and individuals to work together to integrate technology into teaching and learning. National Challenge Grants for Technology in Education In 1995 the Administration initiated a "Technology Learning Challenge," to challenge communities to form partnerships of local school systems, students, colleges, universities and private businesses to develop creative new ways to use technology for learning. Since FY95, 62 projects have been funded in 33 states involving 548 school districts, 239 businesses, 140 colleges and universities, 53 museums and 17 libraries demonstrating the innovative uses of computers, networking and multi-media across the curriculum. Grants are awarded to consortia which must include at least one local educational agency with a high percentage of children living below the poverty line. The FY98 competition is focusing on teacher professional development and applications are now available.     Press Release GA/COL/3016 Bottom Text Adopted by Vote of 12-0-5 (Chile, India, Papua New Guinea, Russian Federation and Venezuela); Petitioners on Puerto Rico Heard The Special Committee on the Situation with Regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples this afternoon reaffirmed the inalienable right of the people of Puerto Rico to self-determination and independence in conformity with General Assembly resolutions 1514 (XV) of 14 December 1960 and the applicability of the fundamental principles of that resolution to the question of Puerto Rico. The Committee took that action by adopting a resolution regarding the Special Committee's decision of 11 August 1998 concerning Puerto Rico introduced by the representative of Cuba by a vote of 12 in favour, against with 5 abstentions (Chile, India, Papua New Guinea, Russian Federation and Venezuela). By the terms of the text, the Committee reiterated that the Puerto Rican people constituted a Latin American and Caribbean nation that had its own and unequivocal national identity.

    Prevalence of Diabetes Among Hispanics - Selected Areas, 19982002
    Diabetes disproportionately affects Hispanics in the United States ( ). However, the Hispanic population is composed of culturally distinct subpopulations that tend to be regionally concentrated ( ), and the prevalence of diabetes can differ in these subpopulations ( ). CDC analyzed data from Behavioral Risk Factor Surveillance System (BRFSS) surveys to estimate the prevalence of diabetes among Hispanic and non-Hispanic white adults residing in six states and among Hispanics in Puerto Rico, assessing disparities by geographic location. This report summarizes the findings of that analysis, which indicated that Hispanics continued to have a higher prevalence of diabetes than non-Hispanic whites and that disparities in diabetes between these two populations varied by area of residence. These findings underscore the need to target Hispanics and other populations with higher prevalence of diabetes to eliminate racial/ethnic disparities.     • Surface and Mineral Management Series
      show the federal ownership of minerals as well as the ownership of public, federal, and state lands.

    STUDY DESCRIPTION: This dataset contains records for each public elementary and secondary education agency in the 50 states, the District of Columbia, United States territories (American Samoa, Guam, Puerto Rico, the Virgin Islands, and the Marshall Islands), and Department of Defense schools outside of the United States for 1994-1995. Data were reported to the Bureau of the Census for the National Center for Education Statistics by the state coordinators. Each record provides state and federal identification numbers, agency name, address, and telephone number, county name and FIPS code, agency type code, student counts, dropouts, graduates and other completers counts, and other codes for selected characteristics of the agency. In addition, grade span, number of schools operated by the agency, and number of classroom teachers were aggregated.
