Blurriness in Focus
It is a fuzzy business that of going around town photographing people: after one or two hours of squinting one?s eyes to sharpen the gaze, one ends up surrounded by a distinctive blurriness. The more one tries to look closer, the more one is prone to end up covered by those persistent shadows in the iris. This doesn?t mean, obviously, that reality itself is blurry ?as we wouldn?t be able to come up with the very notion itself?but that our visual perceptive apparatus is so delicate that any strain will resent it to the point of malfunctioning. Such fragility is the distinctiveness of Adál?s Out of Focus Nuyoricans series, in which a number of (in)famous Nuyoricans are depicted with slight problems of definition, to say the least. Precisely undefined, these images only attain their sharpness, on a different level, when we set them up against another background: the universe that Adál crafts in each of his Blueprints for a Nation installations, to which this series of portraits belongs. But the kind of sharpness proposed by Adál?s artistry is neither conventional nor pleasing for the spectator, as it is acquired through the continuous questioning of the particular condition of Puerto Ricans in the United States. Thus, it is the political reflection demanded from the spectator that we need to keep in focus to start understanding Adál?s strength as a visual artist: the sharpness is obtained through the realization of how blurry the Puerto Rican experience is. Mimesis here is achieved through the back door: in Adál?s hands (or eyes) cloudiness is the best way of rendering, with accuracy, the complex precariousness of the Puerto Rican condition in the US.

David Brandishes a Slingshot On April 19, 1999, two F-18 jets mistook the navy's red-and-white checked observation post on the island of Vieques, Puerto Rico for a target, and dropped 500 pound bombs on it. Vieques resident David Sanes was working at the observation post as a security guard for the navy. He was killed almost instantly. Three other men from Vieques were seriously injured. Sanes' death sparked a wave of protestcivil disobedience, marches, petitions, resolutions, and lobbyingwhich resulted in the promise, made by then U.S. President Clinton and reiterated by his successor, that the navy will leave Vieques by May 2003. The navy says these plans will not be affected by war on Iraq. As veterans of earlier navy promises, the Viequenses, and the people of Puerto Rico, are wary.

Treated as Second-Class Citizens

All U.S. citizens are not treated equally, and in the case of those citizens living in Puerto Rico, that means being denied access to basic rights that others take for granted. The differences in how U.S. citizens living in the 50 states and those living in Puerto Rico are treated was the focus of a colloquium, "When Citizenship Is Not Enough: Human Rights in U.S.-Puerto Rico Relations," held on April 11 in Konover Auditorium. Under U.S. law, people born in Puerto Rico are American citizens. With almost four million residents, Puerto Rico is larger than many mainland states. If it was considered a state instead of a commonwealth, Puerto Rico would be about the 25th largest state. Christina Duffy Burnett, a visiting scholar at Princeton University's program in law and public affairs, noted that citizenship has three basic rights: the right to citizenship itself, protection from deportation, and the right to vote. She said people who live in Puerto Rico don't have these rights.

Puerto Rico is situated some 1,000 miles southeast of Florida at the hub of the Caribbean chain of islands. This American commonwealth is the most easterly and smallest of the four major islands that form the Greater Antilles. The three other are Cuba, Jamaica and Hispaniola (the island shared by Haiti and the Dominican Republic.) Surrounded by the Atlantic Ocean to the north and the Caribbean Sea to the south, Puerto Rico is flanked by a trio of smaller islands, Vieques and Culebra to the east and Mona to the west, which also are its political and geological satellites. The island of Puerto Rico measures approximately 110 miles east to the west and 35 miles north to the south. Thus, it is roughly half the size of the state of New Jersey (Puerto Rico, Borinquen Querida, Roger A. LaBrucherie, 1993). HISTORY Although the Spanish occupation was the decisive factor defining Puerto Rico’s current culture, the island was settled many thousands of years ago by Amerindians. But that culture had disappeared by about AD 600, bringing to an end the island’s historic era of pottery making. Ethnologists’ opinions differ as to whether the tribes were eradicated by new invasions from South America, or succumbed to starvation or plague, or simply evolved into the next culture that dominated Puerto Rico - the Ostinoids.

    Bush Wants To Tighten Tax Exemption Calderon Has Proposed Expanding President Bush plans to propose ending a tax loophole that is similar to a key element of Puerto Rico Governor Sila Calderon’s ("commonwealth" party/no national party) top federal priority. U.S. Treasury Department officials disclosed January 13 th nd . The federal fiscal year begins October 1 st The overall package would result in an additional $45 billion in federal tax revenue over the next 10 years. Tightening the CFC bank deposits exemption would generate $234 million of this, according to a U.S. Treasury estimate. Bush Also to Propose Different Measures for Helping Manufacturing th Senate Republican Agenda Includes Another Different Plan Senate Republican leaders have privately prepared an agenda for the 2004 session that begins next week that includes much greater proposals for U.S. manufacturing. The purpose of the proposals is also different. Calderon claims hers is intended to encourage investments in U.S. territories. The Senate committee bill is intended to encourage disinvestment from CFCs (whether in foreign countries or U.S. territories.) The House of Representatives has passed legislation that is similar to the Senate committee bill, so enactment of the measures into law seems to be a real possibility.
